HomeMy WebLinkAboutStaff Report 379-06City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM: DATE: SUBJECT: CITY MANAGER SEPTEMBER 25, 2006 COMMUNITY DEVELOPMENT DEPARTMENT: PLANNING AND COMMUNITY ENVIRONMENT CMR: 379:06 BLOCK GRANT (CDBG) CITIZEN ADVISORY COMMITTEE (CAC) RECRUITMENT PROCESS This is an informational report and no Council action is required. BACKGROUND The Community Development Block Grant (CDBG) Citizen Participation Plan (Plan) was adopted by City Council on May 9, 2005 and was amended on October 17, 2005. The Plan calls for a seven-member Citizen Advisory Committee (CAC) to encourage citizen participation in the development, implementation, and assessment of the CDBG program. CAC members are advisory to staff on the expenditure of CDBG funds and implementation of the CDBG process. Committee members are appointed by the Mayor to serve a two-year term. Members may serve no more than two consecutive two-year terms. DISCUSSION The Planning Division is now recruiting new members for the 2007 CAC to fill four available slots. The majority of CAC meetings will be held on either Tuesday or Thursday evenings during the months of January, February and March (if necessary). CAC applicants must live or work in Palo Alto. Those who are, or who advocate for persons of low and moderate incomes, persons with disabilities, members of minority groups, or the elderly are encouraged to apply. Applications are now available at the Planning Division counter on the fifth floor of City Hall or on the City’s website at www.cityofpaloalto.org/planning-community/cdbg. Applications will be accepted until 5:00 p.m. on Wednesday, October 25, 2006. An application for the CAC is attached. Please verify date, time, and location with Robin Ellner, Staff Secretary, 650/329-2603 or visit our website at wwwocityofpaloalto.org/planning-community/cdbg Revised 9/19/2006 ATTACHMENT B COMMUNITY DEVELOPMENT BLOCK GRANT CITIZENS ADVISORY COMMITTEE APPLICATION FOR MEMBERSHIP The City of Palo Alto Department of Planning & Community Environment is now accepting applications for membership on the Community Development Block Grant (CDBG) Citizens Advisory Committee (CAC). The Committee makes recommendations to the City Council on the annual expenditure of approximately $800,000 in federal block grant funds. In the past, the City has allocated funds for a variety of local housing and human services needs. Committee members will be appointed by the Mayor to serve a two-year term, beginning January 1, 2007. Committee members must live or work in Palo Alto. Those who are, or advocate for persons of low and moderate income, persons with disabilities, members of minority groups, or the elderly are encouraged to apply. The Committee will meet primarily on Tuesday or Thursday evenings during the months of January, February and March (if necessary). Please see the attached schedule. Applicants should be aware that the primary objective of the CDBG program is "the development of viable urban communities, including decent housing and a suitable living environment and expending economic opportunities for persons of low and moderate income." Applications must be received by October 25, 2006 in order to be considered. Applications received after the deadline will not be accepted.
