SUBJECT:APPROVAL OF A RESOLUTION APPROVING AND EXPANDING THE
"NO PARKING ON SWEEP DAY" PROGRAM FOR DESIGNATED
AREAS IN THE CITY OF PALO ALTO
RECOMMENDATION
Staff recommends that Council adopt a resolution (Attachment A) approving and expanding
parking restrictions for street sweeping purposes in designated areas for the "No Parking on
Sweep Day" Program in the City of Palo Alto.
DISCUSSION
On March 6, 2006, staff reported on the success of the ’’No Parking on Sweep Day" program
(CMR:157:06) in the area bounded by Palo Alto Avenue, Lytton Avenue, Alma Street and
Bryant Street (Area 1). Successful elements of the program in the initial year of restricted
parking included collection of 100 additional cubic yards of debris on the route that included
Area 1 and Police staff has been able to identify "sleeper" or abandoned vehicles left in Area 1
and were able to have them moved or removed in a timely manner. In the March 2006 report,
staff indicated that it would return to Council for approval to expand the program in phases to
other areas of the City with a timeline of when each area would be instituted.
The program is proposed to be gradually expanded over the next several years to appropriate

The program limits parking along the curb one hour per week in order to allow street cleaning
equipment to pass through unobstructed. As with Area 1, all signage will be placed at the ends
of each block rather than along each street in order to minimize the visual impact to those areas.
Sufficient notification will be provided to residents in each area prior to the start of the program
so that alternate parking arrangements can be made.
RESOURCE IMPACT
Public Works will require additional funds in Fiscal Year (FY) 2008 and in FY 09 to purchase
signs for all of the proposed no parking areas. The Police Department will require additional
staff’mg for parking enforcement should the program be expanded to all areas as indicated in an
earlier report to Council (CMR:165:05). The Police Department staff estimates that it will be
able to monitor two additional areas with the current level of staffing for parking enforcement,
but if the no parking program were to be expanded beyond two additional areas, one full time
staff (FTE) would need to be added. Revenue generated through citations may offset the
increased staffing cost. Police Department staff may address the addition of a FTE during the
FY 2008-09 budget process.
POLICY IMPLICATIONS
This resolution does not represent any change to existing City policies under Palo Alto
Municipal Code, Section 10.44.050, Temporary Parking and Street Sweeping Restrictions.
ENVIRONMENTAL IMPACT
Prohibition of parking for purposes of street sweeping is categorically exempt from the
California Environmental Quality Act (CEQA) under Title 14 of the California Code of
Regulations, sections 15301 (Existing Facilities) and 15304 (Minor alterations to existing Public
Facilities) and no further assessment is necessary.

RESOLUTION NO.
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO
ALTO ESTABLISHING PARKING RESTRICTIONS FOR
STREET SWEEPING. PURPOSES ON ALL STREETS IN
DESIGNATED AREAS
WHEREAS, there is a need to establish parking
restrictions in designated areas of the Cityforthe purposes of
street sweeping; and
WHEREAS, parking restrictions are not effective until
appropriate signs or makings are placed on the streets; and
WHEREAS, the City intends to implement the parking
restrictions in phases in accordance with the schedule set forth
in Exhibit "A" to this resolution; and
WHEREAS, California Vehicle Code section 22507.6 and
Palo Alto Municipal code section 10.44.010 enable the City
Council to establish by resolution such parking restrictions or
prohibitions as may be necessary for the purpose Of street
sweeping.
NOW, THEREFORE, the Council of the City of Palo Alto
does hereby RESOLVE as follows:
SECTION i. The Council hereby establishes "No Parking
For Street Sweeping" zones on both sides of all streets within
the areas bounded by particular streets as described in Exhibit
~A" to this resolution and shown on the map attached as Exhibit
~B" to this resolution.
SECTION 2. Street sweeping in each area shall be
conducted not more frequently than weekly, except for
emergencies and shall alternate weeks so that one side of each
~street is available for. parking when the other side is being
swept.
SECTION 3. Pursuant to Vehicle Code section 22507.6, in
residential areas the parking restrictions established by this
resolution shall not apply to commercial vehicles making pickups
or deliveries of goods, wares, or merchandise from or to any
building or structure located on a restricted street, or for the
purpose of delivering materials to be used in the repair,
alteration, remodeling or reconstruction of any building or
structure for which a building permit has previously been
obtained.
SECTION 4. The City Manager shall cause appropriate
-signage to be posted on each street on which parking is
restricted for the purpose of street sweeping in accordance with
the implementation schedule set forth in Exhibit "A". The

signage shall conform with the requirements of Vehicle Code
section 22507.6 and shall set forth the days and hours during
which parking is prohibited for the purpose of street sweeping.
The parking restrictions established in this resolution shall
become effective upon posting of the signage.
SECTION 5. The Council finds that this project is
categorically exempt from the California Environmental Quality
Act under Title 14 of the California Code of Regulations
sections 15301 (existing facilities) and 15304 (minor
alterations to existing public facilities)and no further
environmental assessment is necessary.
