Parks and Recreation Commission meetings will be held as “hybrid” meetings with the option to
attend by teleconference/video conference or in person. To maximize public safety while still
maintaining transparency and public access, members of the public can choose to participate
from home or attend in person. Information on how the public may observe and participate in the
meeting is located at the end of the agenda. Masks are strongly encouraged if attending in

PUBLIC COMMENTS
Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
ParkRec.commission@cityofpaloalto.org and will be provided to the Commission and available
for inspection on the City’s website. Please clearly indicate which agenda item you are
referencing in your subject line.
Spokespersons that are representing a group of five or more people who are identified as
present at the meeting at the time of the spokesperson's presentation will be allowed up to
fifteen (15) minutes at the discretion of the Chair, provided that the non‐speaking members
agree not to speak individually. The Chair may limit Public Comments to thirty (30) minutes for
all combined speakers. The Chair may reduce the allowed time to speak for Study Sessions and
Action Items to two (2) minutes or less to accommodate a larger number of speakers.
PowerPoints, videos, or other media to be presented during public comment are accepted only
by email to ParkRec.commission@cityofpaloalto.org at least 24 hours prior to the meeting.
Once received, the Clerk will have them shared at public comment for the specified item. To
uphold strong cybersecurity management practices, USB’s or other physical electronic storage
devices are not accepted.
Signs and symbolic materials less than 2 feet by 3 feet are permitted provided that: (1) sticks,
posts, poles or similar/other type of handle objects are strictly prohibited; (2) the items do not
create a facility, fire, or safety hazard; and (3) persons with such items remain seated when
displaying them and must not raise the items above shoulder level, obstruct the view or
passage of other attendees, or otherwise disturb the business of the meeting.
TIME ESTIMATES
Listed times are estimates only and are subject to change at any time, including while the
meeting is in progress. The Commission reserves the right to use more or less time on any item,
to change the order of items and/or to continue items to another meeting. Particular items may
be heard before or after the time estimated on the agenda. This may occur in order to best
manage the time at a meeting or to adapt to the participation of the public.

TITLE
Fiscal Year 2026-2030 Capital Improvement Program Plan Update
RECOMMENDATION
Staff seeks feedback on projects, prioritization, and an assessment of the preliminary list of Open
Space, Parks, Golf, and Recreation Capital Improvement Projects (CIP) for Fiscal Years (FY) 2026-
2030.
BACKGROUND
The FY 2026-2030 Capital Improvement Program Plan will guide the City in the planning,
budgeting, and scheduling of infrastructure improvement projects over the next five years. It is
being developed in coordination with all departments citywide. After the City Manager presents
to the City Council a citywide proposed FY 2026-2030 Capital Improvement Program Plan, the
Planning and Transportation Commission (PTC) will review the CIP Plan in April or May 2025 to
evaluate the program’s compliance with the City’s Comprehensive Plan, as required by the Palo
Alto Municipal Code. The PTC will then forward its recommendations to the Finance Committee
and then to the City Council.
The City Council’s adoption of the CIP Plan is anticipated in June 2025. The FY 2026-2030
Proposed Capital Budget will include projects funded by the Capital Improvement Fund,
Cubberley Property Infrastructure Fund, Enterprise Funds, and Internal Service Funds. Projects
for the Community Services Department (CSD) will also include Parks Dedication and
Development Impact Fee Funds.
The proposed CIP projects for FY 2026-2030 were first discussed at the Parks and Recreation
Commission’s special meeting on December 18, 2024. At that meeting, there was a request for
project pages to be linked within the report. All current adopted CIPs may be viewed in the Fiscal

Year 2025 Adopted Capital Budget1 book. Every CIP has a project page with the project
description, justification, significant changes, schedule, funding budget source, and other details.
This staff report contains footnotes with links to those pages in the Adopted FY 2025-2029 CIP
plan. Projects are proposed and reviewed based on the following criteria:
•City Council Priorities
•Funding availability
•Health and safety implications
•Code/Legal requirements
•Operational needs and efficiency
•Workload capacity and bandwidth
•Master Plans
•Parks and Recreation Commission Priorities
Projects are prioritized based on a combination of the criteria listed above, as well as feedback
from the Parks and Recreation Commission, incorporation of the Parks and Recreation Master
Plan2, and to address Catch-up/Keep-up projects. Catch-up and Keep-up are terms used by the
City’s Infrastructure Blue Ribbon Committee which evaluated the City’s infrastructure in 2011.
Catch-up projects are ones that were identified previously as a priority need for repair or
replacement but were never implemented.
ANALYSIS This review and discussion of CIPs to be proposed by the Community Services Department
relate to programs of the Recreation Division and the Open Space, Parks, and Golf Division.
Based on the Parks and Recreation Commission charter we have not included the Arts and
Sciences Division CIPs. The capital projects are managed by CSD or Public Works staff
depending on project complexity and staff bandwidth. All proposed CIPs are pending review
and approval by Department Directors, the Office of Management and Budget, and the City
Manager’s Office.
Staff met with the PRC’s Master Plan Ad Hoc to discuss a preliminary list of proposed CIPs for
the FY 2026-2030 Capital Improvement Program Plan on December 3, 2024. During this
meeting staff discussed the current FY 2025 projects and projects under consideration for FY
2026. Additionally, staff presented CIPs to the Commission on December 18, 2024.
In the current FY 2025 adopted budget, there are 26 CIPs adopted in Open Space, Parks, Golf,
and Recreation and three (3) continued from FY 2024. Staff anticipate that 11 of the current 29
CIPs will be continued into FY 2026.

Funding for CIP projects is sourced from a variety of channels. Most CIP projects are funded
through the Capital Improvement Fund, which is derived from the City’s General Fund. For CSD
projects that meet the criteria for Impact Fees, such as amenities that increase park capacity,
Park Dedication Fees or Park Development Impact Fees may be utilized (e.g., construction of a
new park restroom). Additionally, projects at the Cubberley Community Center may qualify for
funding through the Cubberley Property Infrastructure Funds.
In June 2025, the City Council will review and approve the FY 2026–2030 Capital Plan as part of
the budget adoption process. It is important to note that while the City Council formally
approves the budget for the first year of the five-year CIP Plan, the remaining four years are
intended for forecasting and strategic planning purposes.
CIP Process Timeline
•November: Staff initiate planning for the upcoming capital budget.
•December/January: Departments submit proposed five-year Capital Improvement
Program (CIP) projects to the Office of Management and Budget (OMB) within the
Administrative Services Department.
•February/March: OMB reviews submissions from all departments and provides
recommendations.
•April: The City Manager reviews the proposed CIP Plan for FY 2026–2030 and presents it
to the City Council.
•April/May: The Planning and Transportation Commission reviews the capital plan to
ensure alignment with the City’s Comprehensive Plan.
•May: The Finance Committee reviews the proposed capital plan.
•June: The City Council reviews and formally adopts the capital plan and budget.
