SUBJECT: Tree Removal Policy for Public Works Operations, Tree Section
This is an informational report and no Council action is required.
DISCUSSION
The City of Palo Alto Public Works Department, Operations Division (PWOPS) maintains
approximately 36,000 trees on City property including streets, parks and facility grounds. The
division provides all required tree maintenance, using both City and contract resources, including
the planting, pruning, line clearing and removal of trees.
The public street tree canopy is primarily a constructed environment that needs to be actively
managed. Unlike a natural forest it does not rejuvenate itself. To facilitate this process,
professionals perform some of the functions nature would normally provide. When a public tree
is dead, dangerous or diseased, staff takes measures to mitigate the problem and to insure the
continued health, safety and viability of the public/street tree forest. A last option in the
mitigation process may include tree removal. PWOPS tree removals generally involve a single
tree at specific locations spread throughout Palo Alto and all are removed under the
Recommendation of a Certified Arborist. As often as possible, the vacant tree site is replanted
with a suitable tree species.
Acknowledging the eventual necessity of removing a City owned tree, the 1982 Street Tree
Management Plan states:
"The first priority must be to maintain healthy trees for public safety. Any street tree
determined by the City tree maintenance staff to be irreparable or hazardous is subject to
removal."
To manage the City's urban forest, approximately 1-2% of the street trees are removed each
year. The precise number depends on a number of factors including age and health of the tree
stock. Records from the 1990s show approximately 400 to 500 trees per year were removed and
more recently 309 trees were removed in FY 2007-08 and 361 trees were removed in FY 2008-
09. After the removal of a tree, the site is evaluated, a suitable tree species is chosen, and the
replacement tree is scheduled for planting.

In light of these facts and the recognition that the urban forest needs to be actively managed,
including tree removals, PWOPS has a tree removal procedure in place that identifies why and
how trees are remov~d as well as the outreach to be perfonned prior to any removals. These
guidelines generally apply to a single tree at a specific location being removed for safety
purposes. Many locations that end up on the removal list result from responding to residents
request for an inspection of the tree. If a declining tree can not be made safe by PWOPS
following various proven arboricultural practices it may end up on the removal list. The
procedures presented in this report reflect PWOPS procedures for the on~going tree removal
program.
Attached to this staff report is the PWOPS Tree Removal Policy and Procedures (Attachment A)
which includes a brief description of the following:
• categories of activities that could potentially result in tree removals,
.. removal inspections,
• removal criteria,
• outreach, and
• a brief explanation of the programs and projects where tree removals might be
encountered.
Also, attached to this staff report is a current list of tree removals (Attachment B) from the
PWOPS staff that identifies locations where trees will be removed-and evaluated for replanting.
Public Works Engineering will return to Council in the first quarter of 2010 with tree protection
arid removal procedures related to Capital Improvement Projects and major private development
efforts.

Tree Removals: Policies and Procedures
Background
The City of Palo Alto Tree Section (Public Works Department; Operations Division)
maintains approximately 36,000 trees on City property including streets, parks and facility
grounds. The Tree Section provides all required maintenance (using both City and
contract resources) including the planting, pruning, line clearing and removal of trees.
Acknowledging the eventual necessity of removing a City owned tree, the 1982 Street
Tree Management Plan states:
"The first priority must be to maintain healthy trees for public safety. Any street
tree determined by the City tree maintenance staff to be irreparable or hazardous
is subject to removal."
In the recent past it was estimated that turnover (removals) in the urban forest would be
2% of the then estimated 40,000 trees. This translates to 800 trees per year. It is
unlikely that this level of removals ever occurred. Existing records from the 1990s show
approximately 400 to 500 trees per year were removed and in recent years the annual
removal count is approximately 300 trees.
Categories of activities that result in removal are:
1) City-conducted tree maintenance operations (please see removal criteria section
below for examples of reasons for tree removal);
2) private development projects (please see private development projects section
below);
3) capital improvement projects; and
4) Right-Tree, Right-Place Program (please see right-tree, right-place program
section below).
Initiation of Tree Removal
The initial need for a tree removal inspection can be generated through many avenues.
Common paths include:
• Inspection requests from residential, commercial and industrial property owners.
• Observations by Tree Section staff during routine field work.
• Informal notification by other City and contractor employees.
• Requests from private parties in relation to building projects.
Removal Inspections
All potential City tree removals are inspected by a key member of the Tree Section staff.
Inspections may require multiple site visits and are often a collaborative effort between

staff members. Removal of a City tree may only be authorized by the Managing Arborist,
Project Managers (2), and the current Tree Trim -Line Clear Lead.
In rare emergency SituatIons, the removal decision may be delegated to the tree
section crew at the site. When tree section staff identIfies an ImmInent hazard, they
have the authority to act Immediatelv to ensure public safety.
Removal Criteria
The evaluation of a tree for removal is based upon the condition of the tree in question.
Primarily, trees identified for removal are dead or hazardous. Hazardous conditions may
exist above and/or below ground. These conditions may include significant root, trunk or
crown decay; split trunks and crotches; and large dead limbs.
Secondarily, trees may be identified for removal when they have declined beyond the
point of recovery and are no longer meeting the functional requirements of a street tree
(i.e., providing shade canopy). Typically a tree with 30% or less of its foliage remaining
would meet this criterion. Defoliation may be distributed uniformly through the crown or
may be restricted to a portion of the crown.
Fatally diseased trees (e.g., Dutch Elm Disease) may be removed before they meet the
primary or secondary thresholds in order to prevent the spread of disease to healthy
trees.
Less commonly trees may be identified for removal when unavoidable construction work
will immediately compromise the stability or viability of the tree.
Trees are not removed in response to complaints of hardscape damage, feng shui
incompatibility, interference with proposed construction plans (including solar panel
installation) or burdensome litter (with the exception of fruiting Ginkgo biloba).
Routine Removal Process and Public Outreach
After the final decision to remove a City tree is made the following steps are taken:
• The tree is marked with a red or orange paint dot on the street side of the trunk.
• Written or telephone contact is made with the owner and/or tenant (if not the
original requestor) of the property adjacent to the tree. The written or telephone
contact is documented in the tree record database. Rarely, additional properties
are notified when the tree is located very near the side property lines. When
applicable, written or telephone contact is made with the original requestor.

• The date and details of the removal inspection are entered in Treekeeper (street
tree inventory system). Information necessary to complete the removal work is
entered in a Removal dBase file.
• Tree removal lists are compiled from the dBase file and issued to City (and
occasionally contract) crews.
• A fourteen day Tree Removal Notice (see attachment) is posted on the tree prior
to removal. The trees are removed to ground level.
• Stump removal lists are compiled from the dBase file and issued to contract crews.
There may be a sjgnificant delay (of up to 6 months) between the tree removal and
the stump removal.
• A replacement tree is planted where the site is appropriate. In residential areas
the adjacent property owner must agree to accept and water the new tree. In
normal weather years the replanting season is limited to November 1 st through
March 31 st•
• If the removal includes a Significant tree or a number of trees a letter is sent to the
effected neighborhood association.
Private Development Projects
Proposed private building projects with potential negative impacts to publicly owned trees
are subject to the Planning Department's permitting and public hearing process which
includes the Public Works Managing Arborist's inspection and approval. Removals
caused by private projects are considered a taking from the public treescape. Trees that
fall under this category are not permitted for removal unless the final planting plan results
in an improvement to the public treescape.
Typically, healthy and viable trees are protected through these projects. Occasionally,
removals are permitted to facilitate an improvement to the public treescape. To be
considered an improvement the project must include at least one of the following criteria:
• Removal and replacement of a tree or trees that are hazardous or in poor health.
(See removal Criteria)
• The proposed planting configuration results in a substantial improvement to the
public treescape (Le., an increase in tree numbers in viable sites or improvements
to existing planting sites).
• The applicant shall submit their arborist report for PW Arborist review.
• Contingent upon approval of the arborist's report the by the PW Arborist, the
applicant shall be responsible for all public outreach and posting. Sign age will be
provided by Public Works.
Capital Improvement Projects
All Capital Improvement Projects (CIP's) involving negative impacts or removal of public
trees will be subject to the same review process as the above mentioned tree removals.

The initiating department or division is responsible for public outreach.
Right-Tree Right-Place Program Tree Removals
Background
The City of Palo Alto owns its electric utility and is mandated by the California Public
Utilities Commission to keep the power lines free of vegetation. The Right Tree Right
Place Program (RTRP) began in 1999 to provide an incentive for property owners to
have problematic trees removed by the city. Qualified trees are removed by the city's line
clearing contractor at no expense to the property owner. Property owners are
reimbursed up to $300 for stump removal and up to $50 on the purchase of a new tree
that will not interfere with the power lines in the future. This program is a cooperative
effort between the Utilities and Public Works departments and Canopy.
Most RTRP removals involve just a single tree although some have included two or three
trees. The largest RTRP removal project was at Gunn High School where 48 eucalyptus
under the 12 kV lines were removed in late 2001.
Initiation of Tree Removal
Problem trees can be referred by the property owner or may be identified by city staff.
Those trees referred by their owners are inspected by city staff to determine if they
qualify for the program. When staff identifies a tree that is suitable for RTRP, the
property owner must be in agreement.
Removal Inspections
All trees considered for removal under the RTRP program are inspected by trained city
staff to determine if they qualify.
RTRP Criteria
For a tree to be considered for RTRP, the cost of removal must be taken into account
relative to future line clearing costs and potential outage costs.
Staff looks at a number of criteria including proximity to the electric conductors; tree
species, size, structure and health; failure potential with the conductors as the target;
future line clearing needs; past line clearing frequency and any electric outage history.
Normally only trees near the primary (high voltage) conductors are considered for RTRP.

Removal Process
• If the tree is approved for the program, a consent form is provided to the tree
owner to sign along with a program informational packet. The packet contains
information on the process, reimbursement procedures, a list of stump grinding
companies, and a replant species list.
• A removal date is scheduled with the property owner and the line clearing
contractor. An email is sent by city staff to Canopy and the Utilities Department
providing information on the tree (species, location, conflict with conductors) and
the property owner.
• The tree is removed by the line clearing contractor and all debris is hauled to the
City's landfill.
• The property owner obtains bids from three stump grinding companies, arranges
to have the stump ground by the low bidder and pays for this cost. Copies of the
estimates and the invoice are submitted to Canopy and then forwarded to the City
Utility Department after Canopy has inspected the stump grinding. Utilities
reimburses the property owner for the cost of the stump grinding (actual cost with
a $300 per stump maximum). This aspect of the program is not always pursued
by the property owner.
• If they choose, the property owner can purchase a replacement tree and be
reimbursed up to $50 on the purchase. New trees must be suitable for locating
below or near the conductors. Larger growing species may be planted elsewhere
on the property. Canopy consults with the property owner on a suitable
replacement species and location of the tree. A copy of the tree purchase receipt
is sent to Canopy, the planting verified and the receipt forwarded to the Utility
Department for reimbursement.
