BACKGROUND
Since July 1, 2000, the Police Department has been proactively collecting demographic data on all
enforcement contacts. On September 10, 2001, the Police Department submitted its first quarterly
report on this data to Council (CMR:350:01). Since then, 15 additional infonnational reports have been
submitted.
Since 2000, the Department has continued to evolve and refine the collection and reporting of this
infonnation including changes to the types ofinfonnation captured, when demographic infonnation is
captured, the manner with which the data is recorded and how the Department evaluates and reports this
infonnation. In early 2008, the reporting requirement was suspended by agreement with the City
Manager's Office and City Council. In November 2008, the Council directed the Department to

2009. Quarterly demographic data reports are posted on the Department's website. Future reports to
Council will be on a quarterly basis. The overarching goal is to provide meaningful infonnation to the
City Council and public.
The collection of demographic data is just one part of a comprehensive approach that the City of Palo
Alto Police Department has undertaken to enhance police-community relations and ensure policing
activities are conducted without racial bias.

DISCUSSION
Demographic information is captured on all self-initiated enforcement vehicle, pedestrian and bicycle
stops. The Department's Police Records Management System (RMS) captures the following
information:
./ Race
./ Age
./ Gender
./ Location of stop
./ Reason for contact
./ Action taken by the officer (disposition)
./ City of residence for the individual contacted
./ Whether or not a search of the individual was conducted, and if a search was conducted, the
reason and outcome of the search.
An officer must make a reasonable determination of the individual's race during the contact in lieu of
asking the person. The following race categories being used for data collection purposes are consistent
with those currently used by other law enforcement agencies .
./ White
./ African American 1 Black
./ Hispanic
./ Asian (includes other Asian, Chinese, Cambodian, Filipino, Japanese, Korean, Laotian, and
Vietnamese)
./ Other (includes Guamanian, American Indian, Middle-Eastern, Pacific Islander, Samoan,
Hawaiian and Unknown)
Demographic data from a total of 14,073 self-initiated contacts related to vehicle, pedestrian and
bicycle stops was reported by officers during Fiscal Year 2008/2009. This represents approximately 95

The data in this report is consistent with the percentages of past year's demographic data reports. It is
important to consider that the daytime population ofthe City is much higher and more diverse than the
nighttime population. The fact that only 29 percent ofthe persons stopped during the year (see table 10)
were Palo Alto residents is indicative of the dynamic nature of the daytime population.
Attachment A summarizes the demographic data tables.
TRAFFIC STOPS REASON BY RACIAL GROUP -Table 1 provides the summary by race for each of
the contacts made during the fiscal year and the reason the stop was initiated.
TRAFFIC STOPS REASON FOR SEARCH BY RACIAL GROUP -Table 2 provides the summary of
all contacts for the fiscal year and reason for search (if any) broken down by race.

Of the 14,073 contacts during the year, approximately 11 percent resulted in a search being conducted
(1,660 searches). The Table 2 data shows that, of the 1,660 searches that were conducted, 41 percent
were required by Department policy as a result of either an officer making an arrest (19 percent) or a
vehicle impound property inventory (22 percent). Probation/parole situations resulted in 27 percent of
all searches. Consensual searches accounted for 19 percent ofthe yearly total and searches for probable
cause made up the remaining 13 percent.
NO SEARCH -Table 3 provides the summary of contacts for the year that did not result in a search by
race and the reason for the initial stop.
REASON FOR STOP AND SEARCH BY RACIAL GROUP, CONSENT -Table 4 provides the
summary of consensual searches by race and the reason for the initial stop.
INCIDENT TO ARREST -Table 5 provides the summary of searches associated with arrests broken
down by race and the reason for the initial stop.
P AROLEIPROBA TION Table 6 provides the summary of searches resulting from stops of subjects on
parole or probation broken down by race and the reason for the initial stop.
PROBABLE CAUSE -Table 7 provides the summary of searches predicated by probable cause broken
down by race and the reason for the initial stop.
VEHICLE INPOUND INVENTORY Table 8 provides the summary of searches resulting from
vehicle impounds broken down by race and the reason for the initial stop.
TRAFFIC STOP DISPOSITION BY RACIAL GROUP -Table 9 provides the summary of disposition
of all contacts broken down by race.
STOPS BY CITY OF RESIDENCY Table 1 ° provides the summary of the cities of residency for
person stopped.
TOP 10 CITIES OF RESIDENCE BY RACE -Table 11 provides the summary of persons stopped
from the top 10 cities of residence broken down by race.
RESOURCE IMPACT
Although the process has been streamlined, demographic data collection continues to be labor intensive.
Approximately 2,000 hours of administrative staff time is spent annually reconciling the data and
preparing an analysis of the statistical information and reviewing of the demographic data cards,
citations and arrest reports. This year an electronic collection application was implemented on the

mobile data computers eliminating most hand-written data cards. The automation of the data entry by
Patrol should increase compliance and reduce some staff time.
