Staff recommends that the Finance Committee recommend that the City Council approve the
proposed changes to the Munieipal Fee Schedule for Fiscal Year 2010.
DISCUSSION
This stafi'report transmits the proposed Municipal Fee Schedule for Fiscal Year 2010. Changes
to the Municipal Fee Schedule book are shaded, and text that has been deleted has a line through
it. Based on cost recovery policies, fees are increased to capture rising expenditures. An
explanation of all increases is detailed in Attachment A. The major changes to the Fiscal Year
2010 Municipal Fee Schedule include:
1. The Administrative Services Department is proposing to increase various existing fees,
primarily within the Real Estate Division to provide for fuller cost recovery. The Real
Estate Division is also proposing to add two new fees for Easement Document
Preparation and Processing and Public Notice Mailing/Postingl Advertising to allow for
cost recovery.
2. The Community Services Department is proposing to increase various existing fees to
provide for fuller cost recovery. Ncw fees are being proposed for Daily and Annual
Parking for Open Space Activities and Daily and Term Parking at Cubberley Community
Center. Advertisement in the Enjoy! Catalog has been discqntinued due to the lack of
local advertisers.
3. The Fire Department is proposing the consolidation of various fees related to Paramedic
transport into a bundled rate to bc consistent with MediCare and MediCal payment
schedules. The administration of the Underground Storage Tank Inspection program has
been transitioned to the County of Santa Clara, and so the fees associated with that
program havc been eliminated from the Fiscal Year 2010 Municipal Fcc Schedule. Other
proposed increases to various fces arc to provide for fuller cost recovery.

4. The Library Department is proposing adding four new fees: Link+ overdue materials
fine; Link+ lost book fee; Collection Agency Fee; and Inter-library Out-of-State Loan
Fee. Link + is a regional resource-sharing consorti urn that enables Palo Alto card holders
to borrow mateJials from a combined collection of over 50 academic and public libraries
and over 5 million books that are not available in the City's library system. The service
is free to card holders. Overdue fines and lost book replacement costs are established by
the consoltium.
5. The Planning and Community Environment Department is proposing the increase of
various General fees and Building, Electrical, Mechanical and Plumbing Permit fees to
bring them to cost recovery levels. Under the Planning Division, Architectural Review
fees, Historical Resource, Developmental Impact Fees, and other general Subdivision
and Permit fees are proposed inereases to provide for fuller cost recovery. Due to an
increase in Sustainability efforts, new Green Building Program Fees and increased fees
in Development Projects Preliminary Review are proposed. In accordance with State
law, the development-related fees go into effect sixty days after Council adoption.
6. The Police Department is proposing the increase of Pet Licenses and Identification, and
Neuter and Spay Fees to provide for fuller cost recovery.
7. Tbe Public Works Department is proposing the increase of various Refuse Disposal" fees
for fuller cost recovery. New fees include Tree Inspection on Private Developments and
Excavating, Grading and Fill Permits. As a result of commercial loads no longer being
accepted by the Refuse Disposal Area, various commercial refuse fees are proposed to
be eliminated.
RESOURCE IMPACT
Approval of the proposed changes to the Municipal Fee Schedule is projected to result in a net
General Fund revenue increase of approximately $406,000 when compared to the Fiseal Year
2009 Adjusted Budget. All fees in the Fiseal Year 20 I 0 Municipal Fee Schedule are intended to
recover costs associated with City departments providing these services. While some budgeted
revenue increases result from fee increases, other increases are the result of higher volume, not
increased fees. These revenue impacts are summarized in the resource level change tables
contained within each departmental section of the Fiscal Years 2010 and 2011 Proposed Budget.

These recommendations are consistent with existing City policies.
ENVIRONMENTAL ASSESSMENT
Adjustment to the Municipal Fee Schedule does not constitute a project as defined in Public
Resources Code Section 21065 for the purposes of the California Environmental Quality Act
