AMENDMENT ORDINANCE IN THE
AMOUNT OF $100,000 TO COMPLETE COST-BENEFIT ANALYSIS
AND ENCOURAGE PUBLIC PARTICIPATION IN CLIMATE
PROTECTION PLAN’S PROPOSED ACTIONS
RECOMMENDATION
Staff requests that Council adopt a Budget Amendment Ordinance (BAO) in the amount of
$ ! 00,000 to complete the cost-benefit analysis and encourage public participation in the Climate
Protection Plan’s proposed actions.
DISCUSSION
On December 3, 2007, when Council adopted the Climate Protection Plan, it directed staff to
return with a Budget Amendment Ordinance of $100,000 to: a) refine and complete the cost
benefit analysis of short-, medium- and long-term actions and prioritize those that will provide
maximum emissions reduction potential at a minimal cost and report back to Comacil by June
2008, and b) begin the public engagement process to gain public acceptance of and participation
in implementing the Climate Protection Plan. It also directed staff to begin implementing short-
term actions that have budgeted resources, or are cost neutral within the fiscal year, in order to
assist the City in reaching its 5% emissions reduction goal.
The attached BAO (Attachment A) requests a one-time transfer of funds from the Budget
Stabilization Reser’,,e of $100,000 to fund the initial phase of the Climate Protection Plan.
POLICY IMPLICATIONS
The Climate Protection Plan is a tool for Council’s use in making policy decisions regarding the
allocation of resources. This BAO w-ill fund the initial implementation of the Plan.
ENVIRONMENTAL REVIEW
This report does not meet the definition of a project pursuant to Section 21065 of the California
Environmental Quality Act (CEQA); therefore no environmental assessment is necessary.

ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO H~ENDING
THE BUDGET FOR FISCAL YEAR 2007-08 TO AUTHORIZE THE
APPROPRIATION OF FUNDS FROM THE BUDGET STABILIZATION
RESERVE IN THE AMOUNT OF $!00,000 TO COMPLETE COST-BENEFIT
ANALYSIS AND ENCOU~hGE PUBLIC PARTICIPATION IN THE CLIM~_TE
PROTECTION PLAN’S PROPOSED ACTIONS
The Council of the City of Palo Alto does ORDAIN as
follows:
SECTION !. The Council of the City of Pa!o Alto finds and
determines as follows:
A. Pursuant to the provisions of Section 12 of Article IIi
of the Charter of the City of Pa!o Alto, the Council on June Ii,
2007 did adopt a budget for fiscal year 2007-08; and
B. On April 23, 2007, the City Council directed staff to
prepare the City of Palo Alto Climate Protection Plan (CPP); and
C. To implement the CPP, appropriation of $I00,000 is
needed to cover the cost of the fol!owing activities: a) expand
the cost-benefit analysis of short-, medium-, and long-term
actions and prioritize those that will provide maximum emissions
reduction potential at a minima! cost and report back to Counci!
by June 2008, and b) begin the public engagement process to gain
public acceptance of, and participation in, the CPP; and
D. The CPP identifies a number of actions that may be
undertaken by the City immediately, a second group of actions
that require additiona! cost-benefit analysis, and a third group
of actions that require a greater commitment from the City and
community, as wel! as additiona! study. The CPP recommends that
an education and motivation program be established for the City
and the community along with a new community engagement process;
and
E. There is no existing appropriation to cover the costs
of the services mentioned above; and
F. City Council authorization is needed to amend the
2007-08 budget to make available the funds needed for the
Climate Protection Plan.
SECTION 2. The sum of One Hundred Thousand Dollars
($i00,000) is hereby transferred from the Budget Stabilization
Reserve to the City Manager’s Budget.
SECTION 3. The Budget Stabilization Reserve is hereby
reduced by the sum of One Hundred Thousand Dollars ($!00,000) to
Twenty-Three Million Ninety-Eight Thousand Eighty-Two Dollars
($23,098,082) as shown in Exhibit A.
SECTION 4. The Council of the City of Palo Alto hereby
finds that this appropriation does not meet the definition of a
project pursuant to Section 21065 of the California
Environmenta! Quality Act and, therefore, no environmenta!
impact assessment is necessary.
SECTION 5. As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a two-thirds vote of the City Counci! is
required to adopt this ordinance.
SECT!ON 6. As provided in Section 2.04.330 of the Pa!o
Alto Municipa! Code, this ordinance shal! become effective upon
adoption.
