DISCUSSION Palo Alto Municipal Code (PAMC) Section 2.30.210 authorizes the City Manager to enter into agreements to rent City property to others where the term of the agreement is tl~ree years or less. The PAMC also authorizes the City Manager to enter into lease or rental agreements with third parties at the Cubberley Community Center for terms not in excess of five yem’s. The PAMC requires a w~’itten report of all such agreements be made annually by the City Manager to the City Council. The ~ort transmits the infolxna~ion required by the PAMC.
