Pursuant to AB 361 Palo Alto City Council meetings will be held as “hybrid” meetings with the
option to attend by teleconference/video conference or in person. To maximize public safety
while still maintaining transparency and public access, members of the public can choose to
participate from home or attend in person. Information on how the public may observe and
participate in the meeting is located at the end of the agenda. Masks are strongly encouraged if
attending in person. The meeting will be broadcast on Cable TV Channel 26, live on
YouTube https://www.youtube.com/c/cityofpaloalto, and streamed to Midpen Media

Public comments will be accepted both in person and via Zoom for up to three minutes or an
amount of time determined by the Chair. All requests to speak will be taken until 5 minutes
after the staff’s presentation. Written public comments can be submitted in advance to
HRC@cityofpaloalto.org and will be provided to the Council and available for inspection on the
City’s website. Please clearly indicate which agenda item you are referencing in your subject
line.
PowerPoints, videos, or other media to be presented during public comment are accepted only
by email to HRC@cityofpaloalto.org at least 24 hours prior to the meeting. Once received, the
Clerk will have them shared at public comment for the specified item. To uphold strong

Introduction
Survey Goals
This survey was conducted by the Human Relations Commission after a request from the Palo Alto
City Council members (May 2022) to more fully understand the lived experiences of Asian American,
Native Hawaiian, and Pacific Islander residents.
Timing
This survey was conducted between May and July 2023.
Method
The survey was shared using word-of-mouth, social media posts, flyers, City enews and community
cultural groups/events. There were 100 responses to the survey.
Next Step
The HRC recommends using the recent city survey, which collected data by race from a larger
population of residents, to better understand how the needs of AANHPI Palo Alto residents differ from
other residents.

In 2021, 35.1% of Palo Alto was Asian; the large majority of Asian residents are
Chinese (20.7% of all residents).

residents was a general sense of gratitude for
living in Palo Alto.

We do not have enough representation in the government.

35% of our city events are not Asian themed/focused. We would love to help our
kids experience our parents culture but that is hard when most events are

Provide more Chinese newspaper/magazines/videos at Rinconada library or

Palo Alto is not very diverse. Suggest adding more cultural programs, more
communication to decrease AAPHI hate problem.

3.Experiences of racism and discrimination, recent and past.
Respondents mentioned the general existence of
racist attitudes (10 comments), specific recent
incidents (5 comments) and some past incidents
(3).
There is still some racial discrimination against (immigrant) Chinese people.
Racism against Asians is still a reality in Palo Alto.
Enjoy the cultural diversity and open-mindedness of most people but there are always
some who don’t appreciate it and those who aren’t open to sharing.
There is a columnist for the Palo Alto Online News that has written things that are very
hurtful to African Americans, Asians, and other people of color.
It feels like the Southeast Asian community and Islander community are largely viewed as
"the help". I don't think there is any inherent racial bias, but the economic entry point to the
city pretty much guarantee that Palo Altans are only learning about their wealthy neighbors
instead of other Asian cultures.
My experience has not resulted in any ethnic prejudices, but I was upset when I heard
about the Asian mailman that was verbally accosted a few years ago on Ross Road.
I have seen a lot of changes in my 68 years. When I was going to Walter Hays, my brother
and I were the only Asians at the school. I remember while climbing on a jungle gym at
Eleanore Park a boy pulled the corners of his eyes and made noises mimicking the
Chinese language. I was probably 10 or so. But that's the only negative experience that I
remember while growing up in PA.

4.Need for a greater recognition of diversity within AANHPI cultures.
Some residents mentioned the need for a greater
appreciation of the diversity within AANHPI
cultures. Firstly, the term AANHPI is offensive. It attempts to reduce the rich diversity of all
the communities defined by the term as if they were a homogenous group.
Any attempt to understand this as a group will fail as they comprise very different
cultures, world-views, and political leanings.
Asian is not a monolithic homogeneous group. There are wild differences in
culture, values, beliefs and norms. It’s frustrating to be lumped into one category.
AANHPI community is very diverse, however it is stereotyped to be a homogenous
group.
Within AANHPI not only there are cultural differences, but there are inequities
experienced between the populations based on the group they represent, class,
education, immigration status, generation (how many years lived in US), and
darkness of skin.
There should be more voices in the world for mixed people.

5.Cultural tensions within PAUSD.
Respondents noted that there are cultural
tensions with in PAUSD and different cultural
standards for public education, particularly
around parenting styles (2 comments) and STEM
education (2 comments).
As a white passing person, I often hear people speaking negatively about Asian parents
and kids as if they don’t ‘belong’ or somehow ruin their children’s educational experience.
The concept of ‘forever foreigner’ is alive and well in Palo Alto.
Schools in PA feel less welcoming to Asians with the current district leadership. They want
to take away opportunities for students to excel in STEM subjects and it feels like Asian
students are targeted by their new policies.
I feel that the PAUSD school district demonizes Asian Americans as two-dimensional and
as creating academic pressure not only on their own children, but the children of the entire
community. There is an assumption by the school district leadership that if an Asian
student is feeling any stress or depression (not necessarily associated with academics), it
must be caused by academic pressure from their Asian Tiger parents.
We have experienced a very hostile school board that did not take us as parents' feedback
when making decisions.
There is an anti-STEM vibe flowing through the PAUSD administration that
disproportionately affects Asian kids. The current kerfuffle over multi variable calculus and
linear algebra is an example. These are courses primarily taken by Asian kids and the
administration decided to initially drop them, and after a big fight has allowed them back in
a less than ideal manner.

Its not the race its the culture and Palo Alto Police Chief Andrew Binder is all about the warrior culture thus his insistence on maintaining deadly Tasers and a canine unit both of which he knows are weapons of torture used almost exclusively on black and brown people. Andrew Binder has no intention of creating a culture shift in the leadership of the PAPD or in the rank and file of the PAPD . Andrew Binder thumbed his nose at the recent RIPA data thatshows the PAPD continues to engage in racially discriminatory policing. Andrew Binder’s leadership or lack there of creates a clear and present danger to all people of color and other marginalized members of our community. As I said at Saturday’s retreat both Andrew Binder and his boss Ed Shikada should be fired. Mark my word these two individuals will cost our city millions in law suits given their support of an old school racist model of policing. If yourefuse to look at the truth, look the other way, avert your eyes, you will be held complicit for their criminal acts carried out in our names.

A Times analysis found that officers gave dozens of contradictory and unachievableorders to Mr. Nichols. The punishment was severe — and eventually fatal.

Police officers unleashed a barrage of commands that were confusing, conflicting
and sometimes even impossible to obey, a Times analysis of footage from Tyre
Nichols’s fatal traffic stop found. When Mr. Nichols could not comply — and evenwhen he managed to — the officers responded with escalating force.
The review of the available footage found that officers shouted at least 71 commands
during the approximately 13-minute period before they reported over the radio thatMr. Nichols was officially in custody. The orders were issued at two locations, one
near Mr. Nichols’s vehicle and the other in the area he had fled to and where he
would be severely beaten. The orders were often simultaneous and contradictory.
Officers commanded Mr. Nichols to show his hands even as they were holding his
hands. They told him to get on the ground even when he was on the ground. Andthey ordered him to reposition himself even when they had control of his body.
Experts say the actions of the Memphis police officers were an egregious example of
a longstanding problem in policing in which officers physically punish civilians forperceived disrespect or disobedience — sometimes called “contempt of cop.” The
practice was notoriously prevalent decades ago.
“It was far more rampant in the ’80s, when I started doing police work, than it was inthe ’90s or 2000s,” said Geoffrey Alpert, a professor of criminology and criminal
justice at the University of South Carolina. “Even before body cams, cops were
getting more professional and wouldn’t make it personal, like it seemed to be in thiscase. This is just — it’s so far out of the norm.”
To mitigate the potential for escalation and confusion during police encounters,
today’s police training typically calls for a single officer at the scene to issue clear and
specific commands. It also requires police officers to respond professionally and
proportionately to any perceived act of defiance.But The Times’s review shows that the officers did the exact opposite, over and over.
The available footage does not show any sign that the officers present intervened to
stop the aggressive use of force. If anything, it shows the contrary.At one point, footage captured an officer saying “I hope they stomp his ass” after Mr.
Nichols’s attempt to flee the scene.

When asked for comment on the officers’ conduct at the traffic stop, a spokesperson
from the Memphis Police Department said: “All information that is available at thispoint has been released. However, know that this investigation remains ongoing.”
The Memphis Police Association also said it could not comment because of the
ongoing investigation.The Times’s analysis is based on footage from police body cams and street cameras
released by the City of Memphis and synchronized by The Times.
Here are four key moments in which officers punished Mr. Nichols for not complying
with flawed commands. These videos contain scenes of graphic violence.
Confusing Orders
The footage begins with a police officer driving up to the intersection where Mr.
Nichols’s car had been boxed in by two unmarked police vehicles.
The officer jumps out with his firearm drawn and joins a pair of officers rushingtoward the front seat.
One officer pulls Mr. Nichols out of his car, and all three officers immediately start
screaming “On the ground!”
These are the first orders in the bombardment of confusing commands that
confound Mr. Nichols and prompt a cascade of retribution.

Mr. Nichols points out that he is sitting on the ground, as the officers instructed him
to do.
But multiple officers shout the same command over and over with intensifyingfrustration and physical threats.
“Get on the ground!” one orders. “I’m gonna tase your ass.”
It eventually becomes evident that the officers would like Mr. Nichols not only on theground but also lying down.
When Mr. Nichols repositions himself, it appears to further antagonize the officers.
He tries to convey that he poses no threat.
“You guys are really doing a lot right now,” he says. “I’m just trying to go home.”
With officers pinning down his arms, pressing a taser against his leg and barkingintensifying verbal threats, Mr. Nichols explodes: “I am on the ground!”
Finally, one of the officers yells more specific instructions: “On your stomach.”
Three seconds later, one of the officers shoots pepper spray into Mr. Nichols’s face.

Contradictory Commands
After fleeing on foot, Mr. Nichols is seen lying on the ground a few hundred yards
away from his car, flanked by officers demanding that he give them his hands. But
one of them is gripping his left arm, and the other is holding his right. It’s not clearhow the officers expect Mr. Nichols to move.
Then a third officer runs up with a can of pepper spray.
“You’re about to get sprayed good,” he says. The others start punching Mr. Nichols’sface.
Mr. Nichols responds by pulling his hands back to protect himself. The punching
intensifies, and the pepper spray is fired.Wiping the pepper spray from his eyes, Mr. Nichols tries assuring them that he is
going to comply.
“OK,” he says. “All right. All right.”But just as one of the officers gets hold of him, a new officer arrives and also
demands that Mr. Nichols give him his hands. Again, Mr. Nichols is unable to follow
the conflicting directions. He flails about, which only multiplies the police officers’
commands and the physical punishment they inflict. He is doused with pepper spray
for a third time.

Orders Not Resisted
Two officers stand above Mr. Nichols, who is lying on his side and rubbing his eyesafter being pepper-sprayed three times. An officer kicks Mr. Nichols in the face. Mr.
Nichols appears to be barely conscious or coherent, but officers treat him as if he is
resisting orders.“Lay flat, goddamn it,” one officer commands.
Mr. Nichols moans and writhes on the ground. By this point, he has been tased,
kicked in the head twice and punched and pepper-sprayed repeatedly.
“Lay flat,” another officer shouts.
Mr. Nichols is lying limp as an officer, without any apparent difficulty, snaps a pairof handcuffs to one of his wrists.

Impossible Orders
Officers continue to issue commands while simultaneously constraining, controlling
and beating Mr. Nichols in ways that render it physically impossible for him to follow
those commands.
One officer uses Mr. Nichols’s handcuffed arm to pull his body from the ground and
into a kneeling position. Then another officer strikes him with a baton three times,yelling “Give us your hands!”
Surrounded by four officers, he tries to move away from the baton.
“Give me your fucking hands!” one officer shouts.But Mr. Nichols — with one officer pinning his arms behind his back, another
gripping his handcuffed wrist and a third punching his face — cannot comply.

Mr. Nichols doubles over and calls out for his mother. The blows continue.Five officers have been fired and charged with second-degree murder. Lawyers for
two of them said in a news conference last week that their clients intended to plead

There have been three tasers deaths - two in California and one in South Carolina since the beginning of 2023. All
three deaths involved unarmed people. I know, shame on you, that the PAPD just bought new Tasers back in
December 2022. You and I have discussed on numerous occasions that Tasers are not non-lethal -more than 1000
deaths by Tasers in this country well establish this point. Please warn your officers about the high risk of killing an
unarmed person when a Taser is deployed. And please send around the below death by torture incident(see link
below) by the LAPD that occurred on Jan 3, 2023. The body worn camera footage was released a day or so after this
hideous killing of an unarmed man tortured to death by multiple taser blasts while numerous members of the LAPD
stood around and watched Keenan Anderson being tortured. Mandatory that you send this article and video to all
members of your department.

Over the 2022 December holidays Little House had two lovcly free meals for seniors, a 3-
course lunch with wine, and a New Years Brunch with champagne, and over 80 attended. Both
events featured festive decorations, an engaging program, and an upbeat environment to meet
and talk with seniors. What did Avenidas offer seniors? Avenidas had only a 2- hour event for
grandkids to decorate cookies. If you drop by Avenidas you will see it is
grossly underutilized, even thought tere are four or five empty rooms that could be used for
serving La Comida lunches, where seniors could meet, eat and socialize. Why isn't this
happening?

The past two midterm elections have featured the two highest turnout

Before California had a helmet law, I would ride my motorcycle without a helmet or gloves.
The fresh air hitting my face on an open road increased the enjoyment of the ride.
Unfortunately, I got pulled over regularly. The only ticket I received was for driving after
dark and on the freeway, which my permit did not allow. That citation was dismissed because
I was pulled over for “looking nervous”. I have not been pulled over since the helmet law was
implemented. I didn't expect wearing a helmet and gloves would increase the enjoyment of a
bike ride!!!

Latino) continues to be a frightening proposition in too many communities. In
your position as a white man with children of color, you've seen these impacts up
close and personal.
Maybe the researchers will figure out how to do a study of what happens to
drivers' and passengers' cortisol levels when police lights emerge in the rear view
window, and how those stress responses differ by race. Regardless of how we're
treated when stopped, the fear alone of what could happen adds up over time and
impacts our health. I'm glad to live in an area and an era where most people want
things to be better.

Dear Aram, I don't usually comment when you send us stuff, but I want to thank you for your
unwavering advocacy on this issue. Driving while Black (and Latino) continues to be a
frightening proposition in too many communities. In your position as a white man with
children of color, you've seen these impacts up close and personal.
Maybe the researchers will figure out how to do a study of what happens to drivers' and
passengers' cortisol levels when police lights emerge in the rear view window, and how those
stress responses differ by race. Regardless of how we're treated when stopped, the fear alone
of what could happen adds up over time and impacts our health. I'm glad to live in an area and
an era where most people want things to be better.
