February 9, 2023 MOTION: Commissioner Kraus moved, seconded by Vice Chair Eberle, to approve the minutes of February 9, 2023, with one change as communicated to staff. MOTION PASSED: 5-0 V. Recommendation from Reviewers to the HRC for Human Services Resource Allocation Process (HSRAP) Funding for Fiscal Years 2024-2025. - Smith and Kraus - Action MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to affirm the recommendation of the Reviewers that is included in Attachment A. ADJOURNMENT The meeting adjourned at 7:40 p.m. {{item.number}}     Packet Pg. 5     TO: Human Relations Commission (HRC) FROM: Minka van der Zwaag, Human Services Manager DEPARTMENT: Community Services DATE: April 20, 2023 SUBJECT: Agenda Item # 2 - Consideration of Correction to the Rental Protection Recommendation # 6, passed on February 9, 2023, regarding rental relocation assistance. Background At the February 9, 2023, HRC meeting, the commission considered the recommendations of an ad hoc subcommittee (Vice Chair Eberle & Commissioner Kraus) responding to a Council referral to examine current city rental protections. A series of eight renter recommendations were considered and passed by the Commission (Attachment). Discussion Upon review of the renter protection recommendations after the HRC meeting, city staff felt that there was a lack of clarity in HRC Recommendation #6 in regards to the statement “not owned by corporations” and what it modified in the recommendation. The ad hoc subcommittee revisited the recommendation and in reviewing Palo Alto Municipal Code 9.68.035 determined that the phrase “not owned by corporations” should be struck. Recommendation Passed on February 9, 2023: Recommend to Council to expand the City-wide relocation assistance to multi-unit buildings with less than 10 units, not owned by corporations. Not including duplexes where one unit is owner occupied. Action at this meeting The commission is being asked to review and take action on a revision of the following recommendation with the revised text shown as crossed out. Not including duplexes where one unit is owner occupied. 1     Packet Pg. 6     Rental Protection Recommendations from the Human Relations Commission to the City Council, voted and passed by the Human Relations Commission at their meeting on 2/9/2023: 1. Council to direct PAMP and Project Sentinel to increase community outreach regarding the availability of the non-binding Palo Alto Mediation Program. Although the program is highly effective for landlord/tenant dispute resolution, it could benefit from greater community awareness. The HRC recommends that PAMP and Project Sentinel set up information sessions at the city libraries periodically; and that staff update local online communities – particularly on Nextdoor. 2. Council to direct staff to explore ways to ensure that all rental leases issued to renters in the City of Palo Alto include the City’s Mandatory Response Clause. 3. Council authorizes that the proposed Rental Survey Program move aggressively forward with the necessary funding and staffing. 4. Council to direct staff to expand outreach and consider penalties for landlords who fail to register all their properties. These penalties can be affected by an amendment of the City’s Mandatory Response Clause ordinance or as part of the new Rental Survey Program. 5. Council to patch the gaps left by California State law AB14824: 1) Cover renters who have lived in their units less than one year; 2) Include eviction protection to units that are single-family homes not owned by a corporation. 6.
