Home My WebLink AboutStaff Report 337-07City of Palo Alto City Manager’s Report 14 TO:HONORABLE CITY COUNCIL FROM: DATE: SUBJECT: CITY MANAGER DEPARTMENT: UTILITIES AUGUST 6, 2007 CMR:337:07 APPROVAL OF UTILITIES ENTERPRISE FUND CONTRACTS WITH COOPER POWER SYSTEMS INCORPORATED IN THE NOT TO EXCEED AMOUNT TOTAL OF $500,000 AND HOWARD INDUSTRIES INCORPORATED IN THE NOT TO EXCEED AMOUNT TOTAL OF $300,000 FOR THE PURCHASE OF ELECTRIC DISTRIBUTION TRANSFOR3IERS REQUIRED FOR CAPITAL IMPROVEMENT PROJECTS AND TO PROVIDE SERVICE TO NEW CUSTOMERS RECOMMENDATION Staff recommends that Council: 1.Approve and authorize the City Manager or his desiNaee to execute a contract with Cooper Power Systems Incorporated in an amount not to exceed $500,000. 2.Approve mad authorize the City Manager or his desi~aee to execute a Contract with Howard Industries Incorporated in an amotmt not to exceed $300,000. DISCUSSION Various types of electric distribution transformers (pole top, padmount and submersible) are required for providing service to customers in Palo Alto. Orders are placed with manufacturers based on requirements for capital improvement projects, new customer colmections and replacing old or failed transformers. A Request for Quote (RFQ) for the purchase of 162 different types of transformers was issued in May 2007. The solicitation document was distributed to fourteen different suppliers. Two suppliers responded, Cooper Power Systems Incorporated and Howard Industi~ies Incorporated. Additionally, one supplier named VTCU Corporation replied with a no-bid response. CMR:337:07 Page 1 of 2 The RFQ requested a unit price for each type of transformer based on estimated aroma1 quantities for the purposes of malting an award determination. These estimated quantities were determined based on previous ammal usage and estimated furore use. The RFQ required bidders to provide a fixed price for a one-year period. Both a~eements will be utilized on an as needed basis (versus predetermine fixed amount). Bids submitted by Cooper Power Systems Incorporated and Howm’d Industries Incorporated were evaluated for compliance with specifications and the cost of ow~ing the transformer, which not only takes into account the initial purchase prices but also the total operating cost including the cost due to energy losses over the lifetime of the transformer. Out of the 162 bid items, Cooper Power Systems Incorporated submitted the lowest responsive bid for 100 of the above- ~ound bid items and for the remaining 62 below-~ound items Howard la~dustries Incorporated had the lowest responsive bid. The proposed contracts with Cooper Power Systems Incorporated and Howa’d Ja~dustries Incorporated require Council approval because the not-to-exceed expenditures for this equipment will be $800,000. This anount is calculated based on the historical usage of the transformers as well as anticipated furore needs to the City. RESOURCE IMPACT Funds have been budgeted for the purchase of transformers in the FY 2007-08 Electric Capital Improvement ProD’am Budget EL -89028. POLICY IMPLICATIONS Authorization of these contracts does not represent any change to the existing policy.
