HomeMy WebLinkAboutStaff Report 250-07City of Palo Alto City Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENTS: PUBLIC WORKS AND POLICE DATE:SEPTEMBER 17~ 2007 CMR:250:07 SUBJECT:EXPANSION OF "NO PARKING ON SWEEP DAY" PROGRAM PLACED ON HOLD This is an information report and no Council action is required. DISCUSSION In March 2005, Council approved a program to restrict parking for street sweeping purposes in the area bounded by Palo Alto Avenue, Lytton Avenue, Alma Street and Bryant Street (CMR:165:05). The program limits parking along the curb in designated areas one hour per week in order to allow street cleaning equipment to pass through unobstructed. Due to the success of the program in this area, in May 2006, Council approved a resolution (CMR:200:06) to expand the ’~No Parking on Sweep Day" program for designated areas in the city. The program has been successful due in part to the notice given to all residents prior to the restrictions being put in place, the signage placed in the restricted areas, and enforcement by the Police Department of the restrictions. The next area for ’~No Parking on Sweep Day" was to take place in College Terrace (Stanford Avenue, California Avenue, E1 Camino Real, and Wellesley Street) and was scheduled to begin on July 1, 2007. Sign posts were installed on schedule and staff was preparing to provide proper notice to the residents and businesses of the actual implementation date via mailings and a press release. Unfortunately, the Planning and Community Environment and Police departments recently informed Public Works that it cannot provide enforcement for the no parking program in any new areas due to staffmg’ shortages resulting from disability leaves of absence and higher priority tasks. In addition, Council has directed the Police Department to evaluate the potential of establishing a permit system for on-street parking in the College Terrace area which may impact the "No Parking on Sweep Day" program scheduled for this area. The Police Department will continue to enforce the program already in place in the North Downtown area. Without Police Department involvement, expansion of the "No Parking on Sweep Day" program has been placed on hold. Police and Public Works Depam~ent staffwill research other means of continuing the program as the Police Department evaluates its staffing levels looking at ways to support this important program. Staff will return to Council when a solution is identified and the next phase of the ’qXlo Parking on Sweep Day" program is ready for implementation.
