HomeMy WebLinkAboutStaff Report 159-07City of Palo Alto City Manager’s Report TO: FROM: DATE: SUBJECT: HONORABLE CITY COUNCIL CITY MANAGER MARCH 5, 2007 8 DEPARTMENT: City Manager’s Office CMR: 159:07 ORDINANCE IMPLEMENTING COUNCIL DIRECTION TO ADD RECYCLED WATER TO THE PURPOSE AND DUTIES OF THE UTILITIES ADVISORY COMMISSION RECOMMENDATION Staff recommends that the Council approve the attached ordinance which implements Council’s decision on February 5, 2007 to add recycled water to the purpose and scope of the Utilities Advisory Commission. DISCUSSION On February 5, 2007, the City Council approved the unanimous recommendation of the Policy and Services Committee to add recycled water to the scope of the Utilities Advisory Commission. RESOURCE IMPACT There is no resource impact associated with this recommendation. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING SECTION 2.23.050 OF CHAPTER 2.23 OF TITLE 2 OF THE PALO ALTO MUNICIPAL CODE TO ADD THE SUBJECT OF RECYCLED WATER TO THE PURPOSES AND DUTIES OF THE UTILITIES ADVISORY COMMISSION NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION 1. Section 2.23.050 of Chapter 2.23 of Title 2 of the Palo Alto Municipal Code is hereby amended to read, as follows: 2.23.050 Purposes and duties (a)The purpose of the utilities advisory commission shall be to advise the city council on long-range planning and policy matters relating to the electric utilit‘!, gas~, and water ~utilit_y_, and the subiect of recycled water, excluding daily operations. (b)The utilities advisory commission shall have the following duties: (1)Advise the city council on planning and policy matters pertaining to: (A) Acquisition and development of electric utilitv, gas~ and water resources utilit‘!, and recycled water resources, (B) Joint action projects with other public or private entities which involve electric utilit‘!, gas~ o-~-water resources utilit,/, and recycled water resources, (C) Environmental implications of electric utilitv, gas~ or-water utility: projects,and recycled water prqiects, (i9)Conservation and demand managements, and (E) Recycled water matters not otherwise addressed in the preceding subparagraphs (A) through (D). (2)Review and make recommendations to the city council on the consistency with adopted plans and policies of an_w_major electric utilit2, gas ~or water utility projects, or recycled water proiect; (3)Formulate and review legislative proposals regarding the electric utilit3~, gas utility_~_and-water aggt4e~utility, and any recycled water operation to which the city is a party or in which the city has an interest; 070131jb 0072720 ***NOT YET APPROVED*** (4)Review the electric utilitsd, gas~, and water utility capital improvement programs, operating budgets, and rates,, and recycled water program, budget, and rate, and thereafter’ forward any comments to the finance and public werks committee or its successor; (5) time assign. SECTION 2. The City Council finds that the adoption of this ordinance does not constitute a project under the California Environmental Quality Act, California Public Resources Code section 21080, subdivision (b)(8). SECTION 3. This ordinance shall become effective-upon the commencement of the thirty-first day after the date of its adoption.
