CEQA Status: Exempt From CEQA Per Section 15301 (Existing Facilities). Zoning District: Downtown Commercial [CD-C (GF)(P)]. RECOMMENDATION Staff recommends that the Historic Resources Board (HRB) take the following action: 1. Recommend that the application is consistent with the standards of review contained in Municipal Code (PAMC) Section 16.49.050, and the Secretary of the Interior’s Standards for Rehabilitation. EXECUTIVE SUMMARY On June 23, 2025, a Major HRB Review request was submitted for the historic rehabilitation of an existing Category 2 resource on the City’s Inventory. PAMC Section 16.49.050 provides that the HRB shall review and provide non-binding recommendations on applications for alterations to single-family and duplex residences which are historic structures/sites. Staff requests that the HRB recommend that the application is consistent with the review procedures in PAMC Chapter 16.49 and the Secretary of the Interior’s Standards (SOIS) for Rehabilitation and Restoration. PROJECT DESCRIPTION The following project description is based on the project plans submitted on August 7, 2025, (Attachment B) as summarized below: Item 2 Item 2 Staff Report Packet Pg. 6 Item No. 2. Page 2 of 8 Removal of all six (6) existing single bay awnings on Emerson Street and three (3) single bay canopies on Hamilton Avenue. Replacement of the two (2) double bay canopies on Hamilton Avenue with new bi-color striped canopy fabric on remaining canopy framing. New Signage, including one (1) new back-lit pinned letter tenant signage above front entry and vinyl decals on the existing windows. (Consistency with Secretary of Interior’s Standards) Repainting of the building entries and alcoves. Three (3) new planters fronting the bookshop on Hamilton Avenue. Two (2) new pendant lights in entry alcoves. Removal of the existing doors and transom at Emerson Street entry and replace with new full height doors with no transom. The proposed scope of work is also subject to a Minor Architectural Review, which is a staff level process for certain projects such as signage, minor façade improvements, landscape plans, and small-scale additions. In this case, the summarized proposed façade improvements and signage (in conformance with the City Sign Code, PAMC Chapter 16.20) may be conditionally approved by staff on behalf of the Director of Planning and Development Services. Approval requires findings that the project is consistent with the Architectural Review Board’s adopted design guidelines and that all applicable findings in PAMC 18.76.020(d) have been satisfied. Following the HRB’s recommendation, staff will issue a tentative decision letter on the Minor Architectural Review request. This decision will become final ten (10) calendar days from the postmark date of the mailing (or on the next business day if it falls on a weekend or holiday) unless a request for a hearing is filed pursuant to PAMC Section 18.77.070(b)(3). BACKGROUND Palo Alto Historic Inventory The property was identified through City survey efforts as part of the 1979 Beach & Boghosian Historic Survey & Inventory. This 1979 survey resulted in what is now the City’s local inventory. The property was evaluated in 1978 and was attributed as a Category 2 (“Major Building”) historic resource. A Category 2 is defined as: “A ‘Major Building’ of regional importance. These buildings are meritorious works of the best architects, outstanding examples of an architectural style, or illustrate stylistic development of architecture in the state or region.” Category 2 historic properties require historic preservation project review. Site Development The project site is located on a corner parcel that is approximately 100 feet wide and 100 feet deep within the Downtown Commercial Community (CD-C) District with a Pedestrian Combining District (P) and Ground Floor (GF) combining district. The building was constructed in 1909 for T. B. Downing and Sons with no architect indicated, but the builder was E. A. Hettinger. Shortly after its construction, on July 14, 1909, the U.S. Post Office moved into the Item 2 Item 2 Staff Report Packet Pg. 7 Item No. 2. Page 3 of 8 first floor of this building and remained there for almost 20 years until June 1, 1928, when it was moved one block up Hamilton to the Medico–Dental building. In 1921 the building was sold to the Native Sons Hall Association and the second floor remodeled for their use. By 1978, the second-floor meeting hall was used by various fraternal organizations and in subsequent years the upper floor offices were rented by various Stanford University professors. In 1985 a permit was approved including the exterior modifications to the building façade including new tenant entrances along Emerson Street and Hamilton Avenue and the addition of awnings. Minor interior tenant improvements have occurred since the 1980s. ANALYSIS PAMC 16.49.050 provides, in part, that in evaluating applications, the HRB shall consider the architectural style, design, arrangement, texture, materials and color, and any other pertinent factors. The prime concern should be the exterior appearance of the building site. The proposed alterations should not adversely affect the exterior architectural characteristics nor the historical or aesthetic value of the building and its site. In 1987, the City Council adopted the Secretary of the Interior’s (SOI) Standards for Rehabilitation for use by the Historic Resources Board. The Standards for Rehabilitation promote historic preservation best practices that help to protect our nation’s irreplaceable cultural resources. Compliance of the property owner with the HRB recommendations shall be voluntary, not mandatory. While the plans indicate the paint color and awning materials are to be RAL 1023 –Traffic Yellow color, the material sample provided indicates that the awnings use the Sunflower Yellow 4602 color. Staff recommends that the corresponding yellow paint color for the door alcoves match the awning color for consistency. The following table summarizes the project’s compliance with the SOI Standards for the Rehabilitation of Historic Properties. # STANDARDS FOR REHABILITATION ANALYSIS 1 A property shall be used for its historic purpose or be placed in a new use that requires minimal change to the defining characteristics of the building and its site and environment. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: Although the City’s Post Office utilized the first floor of the building for 20 years following the building’s construction in 1909, it is currently used for commercial and office uses and has been in continued use since the 1920’s. These uses have not significantly changed the exterior appearance of the building, with the exception of the added awnings and store front window changes along Hamilton Ave. The proposed project would introduce a gallery and café/bookstore use within Item 2 Item 2 Staff Report Packet Pg. 8 Item No. 2. Page 4 of 8 # STANDARDS FOR REHABILITATION ANALYSIS the building and retain distinctive materials, features, spaces, and spatial relationships. As proposed, the project complies with Rehabilitation Standard 1. 2 The historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: The proposed project does not propose to remove or replace any historic features of the building. Proposed work would be limited to the removal of non-historic awnings, removal and replacement of a non-historic door, the in-kind replacement of any discovered damaged historic features, and patching, repairing, and repainting existing historic materials. Only the non-historic awnings and a non-historic door are proposed for removal. The alcoves of the building’s entries will be painted with an accent color. While the color is a bright yellow, it would be limited to small portions of the façade overall. The painted alcoves could easily be returned to another color. The use of the accent color in limited areas on the building is not anticipated to impact the historic character of the property. As such, the historic character of the building would be retained and preserved to a high degree. Therefore, the proposed project complies with Rehabilitation Standard 2. 3 Each property shall be recognized as a physical record of its time, place, and use. Changes that create a false sense of historical development, such as adding conjectural features or architectural elements from other buildings, shall not be undertaken. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: The project does not propose any changes to the property that would be conjectural, based on features from other historic properties, or which would create a false sense of historical development. Areas of patching or in-kind replacement would be based on the existing materials present on the historic building and would not be conjectural. New features that will be installed to replace existing non-historic features – such as the new awnings and door within the existing opening – will have simple, contemporary designs that do not mimic historic designs or features. Therefore, as planned, the proposed project complies with Rehabilitation Standard 3. 4 Changes to a property that have acquired historic significance in their own right will be retained and preserved. ☒ CONSISTENT ☐ NOT CONSISTENT ☐N/A Explanation: No alterations that occurred after the subject property’s original construction in 1902 have acquired significance in their own right. Page 5 of 8 # STANDARDS FOR REHABILITATION ANALYSIS discussed under Rehabilitation Standard 2, proposed changes to non-original elements are limited to removing or replacing non-historic or utilitarian features that do not have historic significance. Therefore, as planned, the proposed project complies with Rehabilitation Standard 4. 5 Distinctive features, finishes, and construction techniques or examples of craftsmanship that characterize a historic property shall be preserved. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: As proposed, the project would preserve all of the distinctive features, finishes, construction techniques, and examples of craftsmanship that characterize the early 1900’s building. The character-defining features of the building which convey the techniques and craftsmanship of its construction include its stucco cement façade, two story massing organized through pilastered modules, pilasters with rectangular capitals at the ground floor and with ionic capitals at the second floor, absence of cornices and friezes on the second floor, and multi- pane glass transoms at the ground floor. As discussed under Standard 2, the proposed project would retain all historic features. The only materials or features that will be removed are non-historic alterations. The project would, therefore, maintain the historic character of the building to a high degree. As all original and historic features and examples of craftmanship would be preserved, the proposed project complies with Rehabilitation Standard 5. 6 Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: As proposed, the project would undertake an assessment of all historic windows and doors, entrances and associated features, and functional and decorative stucco components in order to outline areas of repair. The proposed project would follow the guidance of the National Park Service (NPS) in Preservation Brief 9: The Preservation and Repair of Historic Stucco, and Preservation Tech Note-Windows No. 1: Planning Approaches to Window Preservation to ensure that all proposed treatments prioritize repair over replacement. In areas where replacement may be necessary due to the level of deterioration, the project would replace materials or features in kind to match the existing features in look, texture, Item 2 Item 2 Staff Report Packet Pg. 10 Item No. 2. Page 6 of 8 # STANDARDS FOR REHABILITATION ANALYSIS design, and materials. Therefore, the proposed project complies with Rehabilitation Standard 6. 7 Chemical or physical treatments, such as sandblasting, that cause damage to historic materials shall not be used. The surface cleaning of structures, if appropriate, shall be undertaken using the gentlest means possible. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: The proposed project would use physical treatments recommended by the NPS for stucco repair and removal of paint on historic facades. As the proposed project would follow the provided technical guidance of Preservation Brief 22 and the Technical document, Removing Exterior Dirt, Paint, Stains and Graffiti from Historic Masonry Buildings, the proposed project would use the gentlest methods possible. Thus, the project complies with Rehabilitation Standard 7. 8 Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken. ☐ CONSISTENT ☐ NOT CONSISTENT ☒ N/A Explanation: The proposed project would not undertake ground-disturbing excavation work. Therefore, Rehabilitation Standard 8 would not be applicable to the project. 9 New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity of the property and its environment. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: The proposed project does not include the construction of any new additions to the building. Exterior alterations and new construction are limited to the removal of non-historic awnings and the replacement of two awning fabrics, the removal of a non-historic door on Emerson Street and replacement door within the existing opening, the repainting of the building entryway alcoves, new signage and new lighting. The new metal door in the existing opening would be used to accommodate large artwork for the proposed gallery in the first-floor space. The new full-height door would be compatible in scale and proportion to the building since it is utilizing an existing opening, but will identify it as a contemporary alteration. The two replaced awnings would utilize the existing framework with new fabric stretched over. The other awnings would be removed to allow more light into the space through the divided light transoms that were previously covered with the awnings. While the entries would be painted, the bold paint color would be limited to small areas of the building. The accent color will use a consistent application and be reserved to the entryways. Similar to the proposed new door, the Item 2 Item 2 Staff Report Packet Pg. 11 Item No. 2. Page 7 of 8 # STANDARDS FOR REHABILITATION ANALYSIS new dome type pendant lights in the alcoves would be compatible with and differentiated from the historic building. The new signage would be located in areas where previous signage had been permitted. The pin mounted backlight signage would be limited in size (4.7 square feet) as to not overwhelm the façade. The proposed alterations would predominately impact non-historic features and the proposed signage, and the limited painted features would be both compatible with and differentiated from historic elements, the historic integrity of the property would be retained and protected. Therefore, the proposed project complies with Rehabilitation Standard 9. 10 New additions and adjacent or related new construction shall be undertaken in such a manner that if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. ☒ CONSISTENT ☐ NOT CONSISTENT ☐ N/A Explanation: Proposed new construction consists of the removal of non-historic awnings and the replacement of two awning fabrics, the removal of a non-historic door on Emerson Street and replacement door within the existing opening, the repainting of the building entryway alcoves, new signage (4.7 square feet) and new lighting. While the paint color is a bold yellow, it would be limited to the small areas of the building’s alcoves. Signage would be located on the windows as vinyl decals and one backlit sign above the front entrance in an area where signage previously was located. All of the new features could be removed in the future without impacting the essential form and integrity of the property. Therefore, the proposed project complies with Rehabilitation Standard 10. As the above analysis demonstrates, the project as currently designed complies with the guidance of the SOI Standards for Rehabilitation. The proposed project is consistent with nine of the 10 Standards for Rehabilitation. Standard eight does not apply to the project. As such, the proposed project would be consistent with the Standards and the historic building at 201 Hamilton Avenue would not be negatively impacted by the proposed project and would continue to express its historic significance and integrity. Therefore, 201 Hamilton Avenue would remain eligible as a Category 2 building on the Palo Alto Historic Resources Inventory. As proposed, the project would be consistent with the SOI Standards for Rehabilitation. STAKEHOLDER ENGAGEMENT The Palo Alto Municipal Code requires notice of this public hearing be published in a local paper at least ten days in advance of the public hearing. Notice of a public hearing for this project was published in the Daily Post on May 27, 2025, which is 10 days in advance of the meeting. As of Item 2 Item 2 Staff Report Packet Pg. 12 Item No. 2. Page 8 of 8 the writing of this report, no project-related public comments were received. ENVIRONMENTAL REVIEW The subject project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the environmental regulations of the City. Specifically, the project is categorically exempt from the provision of CEQA in accordance with the Class 1 (Existing Facilities) exemption (CEQA Guidelines Section 15301) because the scope of work is limited to minor exterior alterations of an existing building. ALTERNATIVE ACTIONS In addition to the recommended action, the HRB may: 1. Continue the discussion of the application to a date certain with specific direction to staff or the applicant; or 2. Recommend that that the application is not consistent with the standards of review contained in the Municipal Code and the SOIS for Rehabilitation and Restoration. HRB should specify which standards are of concern and how the project does not comply. Page 1 of 2 Historic Resources Board Staff Report From: Planning and Development Services Director Lead Department: Planning and Development Services Meeting Date: September 11, 2025 Report #: 2509-5178 TITLE Chair and Vice Chair Elections RECOMMENDATION Staff recommends the Historical Resources Board (HRB) Elect a Chair and Vice Chair. BACKGROUND Article III, Section 3.1 of the Historical Resources Board By-Laws provides: The offices of Chairperson and Vice Chairperson shall be elected from among the appointed members of the Board, and the person so elected shall serve for a term of one year or until a successor is elected. Elections shall be held at the first meeting in April that has full member attendance each year or following the first meeting with newly appointed board members in attendance, when this occurs after the first April meeting. On August 12, 2024, City Council appointed two board members to the HRB to fill vacancies of board members whose terms had expired. On November 14, 2024, the HRB held its first meeting with full member attendance and selected a Chair and Vice Chair to serve until the following year’s election. No meeting was held in May, and therefore this is the first HRB meeting since April 10, 2025, meeting with planned attendance of the full board. Though there is no express procedure for Chair and Vice Chair elections in the HRB’s By-Laws, the presiding officer may decide questions of procedure. Any board member may appeal a decision to the HRB. Below is a summary of the most recent election process: 1. Nominations for Chair are made from the floor. Board members may nominate anyone, including themselves. A second is required for a nomination. 2. The board members who moved and seconded the nomination make a brief statement on why they support the nomination. 3. Nominees may also make a brief statement regarding their candidacy. 4. Other board members may give comments or ask questions to the nominees 5. The HRB will take a vote after all nominations have been made, and seconded.
