Spokespersons that are representing a group of five or more people who are identified as present at the meeting at the time of the spokesperson’s presentation will be allowed up to fifteen (15) minutes at the discretion of the Chair, provided that the non-speaking members agree not to speak individually. 2. The Chair may limit Oral Communications to 30 minutes for all combined speakers. 3. The Chair may reduce the allowed time to speak to two minutes to accommodate a larger number of speakers. Comments received afterward through 3:00 PM the day before the meeting will be presented to the Board at the dais. Discuss the following retreat items. Report Summary The HRB will conduct its annual retreat to discuss the following topics, which were previously chosen at the December 14, 2017 HRB meeting:  CPF Conference (May 17-20, 2018) & Board, Commission and Council Training,  Year End HRB Assessment (CLG Annual Report),  Demolition/Deconstruction,  California Environmental Quality Act Reviews, and  Nominations and Listings of Historic Resources. Discussion CPF Conference & Board, Commission and Council Training The City of Palo Alto will host the California Preservation Foundation conference from May 17- 20, 2018. The HRB has previously expressed interest in participating and will discuss HRB’s role in the conference. Year End HRB Assessment (CLG Annual Report) The California Office of Historic Preservation (OHP) requires Certified Local Governments (CLGs) to submit an annual report to help the OHP track the local preservation program’s ongoing activities. The CLG annual report is one of the requirements for maintaining CLG status, the benefits of which include access to funding and technical assistance. The report was submitted in January 2018 to meet the OHP’s submittal deadline. Demolition/Deconstruction City of Palo Alto Planning & Community Environment Department Page 2 This topic includes the City’s demolition/deconstruction process with regards to historic properties and properties within historic districts. California Environmental Quality Act Reviews This topic includes a presentation of the recent changes to the Comprehensive Plan with regards to CEQA and historic resources. Nominations and Listings of Historic Resources This topic includes the City’s process for listing resources as well as potential resources for future listing.
