5. How would you see your role as board member when recommending policy and working with the Council? If it
were necessary tocbange current roles, bow would you apPf.08Ch ~ such changes? .
I would see my rore on the board as a professional who is helping to ensure that
projects are contributing to our community through using good design, activating
street frontage, and adding uses that are beneficial to the City.
I believe that all opinions should be voiced, but that the board should consult and act
as a team whose mandate is to help provide Palo Alto with a built environment that is
sound architecturally, environmentally, financially and socially.
6. What are the CUl'l'eDt issues ~ the Architectmal Review Board?
I believe that one of the fUnctions of the board is to act as a "filter" which ensures that
the built environment benefits inhabitants and users and offers a safe, interesting, and.
vibrant place to live, work, and SOCialize. I believe that some of the current issues
involve commercial and multi-family renovations, new builds on under-used or infill
sites and how these will impact the future direction of Palo Alto. I would imagine that
there are environmental, programmatiC, and contextual issues that the board is
engaged with. The Board also deals with providing an overall vision and trajectory for .
design and building use for Palo Alto.
. 7. If ~~ what specific goaIs would you like to see the Archi1ectural Review Board achieve? I would like to see the support of building growth within certain areas (such as
downtown or specific "growth corridors") and the continuing emphasis on
environmentally responsible building. In this vein, I believe that educating the
community at large about sustainability in regards to architecture and urban
development could be an ongoing goal for the ARB. I would also encourage the
building of more residential facilities so as to better manage the demand for housing,
as well as support increased building heights in an effort to curb commercial sprawl. I.
would try to encourage designs that take advantage of northern California's climate in
the use of materials and spaces. I would also like to see even more emphasis on
bikable and walkable areas.

5. How would you see your role as board member when recommending policy and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
As a board member, I think one has to have a passion for his or her community and a willingness to develop an in-depth
understanding of the planning and building code in order to effectively consider how decisions before the ARB will affect
the community.
A board member must work closely with city planners to understand their recommendations at the same time being
respectful and eager to learn the opinions expre_ by residents and fellow Board Members at public hearings.
Regularly, I presume, a Board Member must be willing to make difficult choices tilat will satisfy some, but not all, in the
community.
When recommendations are then referred to the Council, my hope would be that the ARB will have clearly articulated Its
retionale for a decision that provides clarity and consistency to the Council as well as members of the community.
6. What are the current issues facing the Architectural. Review Board?
I Understand that some of the specific matters coming before the ARB include:
(1) the Edgewood Plaza Project,
(2) the VMWare Campus development on the former Roche Site,
(3) the Stanford Shopping Center modification plan, and
(4) a number of other proposed projects including a four story mixed use development on Birch Street, an
eight story hospitality project on Hamilton Avenue, and a residential project on Hawthorne, among others.
Broader issues that the ARB faces include:
(1) providing encouragement in green design and.construction that balances development and preselVation goals,
as well as, .
(~) ensuring that residents and developers feel that the ARB promotes continuity in the community and clarity in
reaching those goals.
7. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
I would like to see the Architectural Review Board continue to promote the orderly and
harmonious development of the City while encouraging preservation of the most desirable uses
of land and improvements.
Hopefully, this can be accomplished while at the same time stimulating green design by
evaluating design proposals and variance requests with an eye to how the development arid
changes affect (if at all) the environment.
I would also like to encourage the preservation of the natural landscape insofar as practical and
promote development that includes landscaping that is generous and inviting.

5. How would you see your role as board member when recommending policy and working with the Council? If it
were necessary to chan~e current roles, how would you approach making such changes?
ARB members serve to provide professional guidance to elected council members.
ro provide effective gUidance, ARB members must work cooperatively With each
other to reach c.onsens'ls
I have no Interest In changing roles with the City Council.
6. What are the current issues facing the ArchitectUral Review Board?
The ARB must continue to provide prompt and clear guidance to applicants seeking
to bUild In Palo Alto. While not compromising on overall deSign qualitY, approvals
C.oliid sometimes he granted more rapidly by keeping the ARB fOCI'S on lar:ger sc.ale
issues.
There Is some community concern regarding the overall 'Modernist' design sensibility
of much new construction in palo Alto approved by the ARB. Better community
outreach could educate the community about the architectural issues and decisions
fach 19 Palo Alto.
7. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
While I enjoy and appreciate· many of the newer, well-designed contemporary projects in town, as do most local
alXlhitec;:ts, it lRigbt be valuable to solicit OOlRlRURity iRPUt OR the oll~r:all desigR directioR of Raw de''eloplReRt WitI:I
this input, the board might be able to take large scale community preferences into account Additionally, the process
might provide a vaillabia means for explaining and educating the merits of new projects to the communi1¥ at la~e
A simple on-line image and community blog of an upcoming project that has already been approved (aka "Coming·
soon"), together with an architects statement and ARB input would provide a valuable means of receiving general
community input and education. The project could be changed quarterly and could likely be done using architect
provided images, etc to reduce Staff time. Please note that I am not advocating fOr a mass design review process,
nor seeking broader public involvement in individual approvals. Rather, most people are simply curious about
upcomlng.aevelopmentS, ana sucn a posting would generate communitY Interest and Input.

Mixed-use, Commercial Shell, Commercial Tenant Improvement, Retail, K-12 Educational, and
Religious project types. This history has given me an opportunity to educate myself and develop a
spectrum of beneficial skills. In addition to becoming well versed in zoning regulations and building

5. How would you see your role as board member when recommending policy and working with the Council? If it
were necessary to change current roles, how would you approach making such changes?
.. 1 would hope to work with the other members and the Council in open ~iscussion to
improve and further develop policy. Listening to others, understanding the basis of
concerns or issues and having an opportunity to voice my thoughts or ideas toward
refinement of roles or language would be a highly rewarding experience.
6. What are the current issues facing the Architectural Review Board?
With a tremendous quantity of construction and planned development occurring there are a
number of challenges for the ARB. I believe, as I said earlier, the primary issue for the ARB is
to elevate the quality and enhance the character of the built environment in Palo Alto. Helping
applicants improve their projects in terms of aesthetics and land use while encouraging
variation of character within the context of Palo Alto must continue to be a major focus. Each
project must be taken on its own merit and reviewed with a balanced approach and without
ideaology. Encouraging pedestrian oriented projects to promote walkability, amplifying goals
for sustainability, managing issues related to traffic, housing density/affordability and
maintaining the desirability of investment in Palo Alto must all be balanced in consideration of
context and situation.
7. If appointed, what specific goals would you like to see the Architectural Review Board achieve?
Being an advocate for harmonious and considerate development which enhance$
the built environment, seeking the best land use, improving work/living conditions
and creating an expectation for a high aesthetic quality must remain the focus for the
ARB.
In addition, helping to further improve the review process so the projects being
processed are enhanced, from the perspective of all involved, as a result of
participating must be a constant consideration.

I currently volunteer on the Architectural RevIew Board (1.5 tenns). I wrtte articles, regarding

I organize bicycle rides for Western Wheelers, a Palo Alto cycling club, including $P8Cia1 tours to

4. Whit is it ~ the Arcbitecbnl Review Board tbat mtOrests you? What qualities, experi.ce·and expertise
. ·would you bring to 1he Arcbitecbnl Review Board?
I am imerested in ensuring high quality design. that Is compatible with the city. This is a '
challenging task in this, era Where some architects try to stand out with exuberant designs and
others succumb to the ubiquitous design standards of national brands and chains;
I believe that well-designed places are greater th8n the sum of their individual parts. Many area
of PalO Alto have succ8eded at this, so it is critical that new developments fit in with their
surroundings. I can visualiZe the relationship between infrastructure, urban design. architecb.ti'e,
and landscape. I am experienced at·designing a wide variety of projects. including gardens,
houses, multifamily housing, mixed-use transit villages, and campus urban design, and I know
where some pitfalls can happen.

S. How would you see yOlU' role as bori member·when recommending polley and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
Most of the time, the Comprehen$ive Plan,sp~c plans, zoning .ordinance, and design
guidelines provide thorough policy guidelines and requirement.
Sometimes policy issues are raised during ARB meetings. When a pattern emerges, 'the
board USlJally adds that item to the agenda to the boards' retreat or joint. meetings with
the City Council and/or Planning and Transportation Commission. The planning staff
provide insight, data, and recommendations. In addition, I inquire with profes$iOnat
colleagues with regards to how other cities handle similar issues.
6. What are the CUl'J.'eIlt issues facing the AIehitectural Review Board?
The board should ntview the South EI Camino Design Guidelines, the Planning and
Transportation Commission's housing site list, and the existing zoning since many of the
, proposEid housing sites are located on EI Camino Real. .
The board should have a better framework for reviewing projects that utiliZe California's
density bonus for affordable housing.
The board should carefully consider compatibility and context. The City Council' disagreed
with the board's recommendation for approval on 2 recent, 'large projects (I was the only
board member that dissented on both projects). In addition, many members of the public
have expressed concern about the design characte~ of several, recent projects.
7. If appoilited, what specific goals would you like to see the Architectunll Review Board achieve?
More community outreach is needed for the development process. A few projects .have
generated a lot of publicity, but there are many well designed projects that su~lIy
navigated through the approval process. The ARB's web page could include the Design .
Awards and highlight other successful projects with respect to both design and process. Flow
charts and organization charts In the staff reports could help to Illustrate the approval process.
At'a recent retreat, the board discussed with the chair of the Planning and Transportation
Commission the roles of both commissions regarding some building types/zoning districts in
order to provide a better approval process. The board should continue that disc;uasion and
report to the City Council.
The Board should review the LEEO NO pilot project with the Planning Staff.
The Board should recommend some modifications to the Sign Ordinance as discussed at the
'last two board retreats. .
I Would like to see the board review some of the approved projects after they have been
constructed. The board did review all approved projects for the 2010 Design Awards. A lot of
effort ~ spent selecting the best projects~ but more analysis could happen regarding the
projects that were not considered. . '.

Re: Boards and Commissions Interviews
Thank you for answering my questions and sending me the link to previous interviews so quickly.
I did attend a meeting earlier this month and was impressed with the three board members' attention to detail
and calm discussions with the representatives for the variety of projects. I also felt infonned about the
commitment that is required of the board members. The board position is a serious and important
commitment. I would like more experience to fulfill the committee's responsibilities to the Palo Alto
Community and be able to dedicate the appropriate amount of time for each project. With all of this knowledge
and the recent changes in my current work load and my on going family commitments~ I need to rescind my
application for the ARB.
Please keep me on the email roster to receive infonnation about a future ARB position. I am very interested in
applying and becoming a board member in the future.

Hi Ronna,
Thank you for the notice about the up coming interview. I may have a conflict. I am having elective
surgery on the 27th. I do not know what time I am scheduled for or the protocol on the 26th. I will
contact my doctor and find out more and get back to you.
My questions about the interview are: how long is the interview? will there be a prompt of questions to
prepare for the interview? how many people interview each candidate? how many candidates are there?
Thank you,

I would provide insight on how utitities deal with difficutt environment, hea1th, and
safety issues as cost-effectively as possible. I would also help represent a segment
of the Palo Alto population that others may not know as well, especially south Palo
Alto families of various income levels.
6. What are the current issues facing the Utilities Advisory Commission?
Current issues include:
-Keeping customers' utility costs manageable while maintaining reliability and safety,
-Increasing conservation of power and water,
-Improving customer awareness of utility services.
-Improving the resilience of Palo Alto's transmission system,
-Obtaining more renewable power at competitive prices,
-Maintaining and improving energy effiCiency levels,
-Optimizing the use of funds being considered for under-grounding more electric power lines.
-Investing Electric Special Projects (ESP) Reserve funds for long-term benefits to the electric ratepayers.

Describe your involvement in community activities, volunteer and civic organizations:
I have been intimately involved with Kara, a premier grief support organization located in Palo Alto, since
1980 I served on the board of directors from 1993-2008 and was at times secretary treasurer and president I
am currently chair of the advisory committee. I have been a member of the Palo Alto Mediation Program since
200] and haye served as jts co-chair I am currentlv an emeritus member I am a dues paying member of the
Crescent Park Neighborhood Association. As a family, we contribute to many local organizations such as the
Palo Alto Commubity Fund the PenjnSllla Open Space Trust Boys and ('-rids Club of the Peninsula and the
League to name a few. In the past, I have been aT-ball coach, member of a local service club (Sertoma),
served. on the Duveoeck Site Council Cub Scout den leader Worked on projects for the Stanford Graduate
Alumni Consulting Team to assist local non-profit organizations to name a few.
Most recently, served on City's Infrastructure Blue Ribbon Commission.
4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
One of the unique and outstanding aspects of Palo Alto (among many) is that we own and operate our own
municipal utilities. I was verv fortunate to work for the Utilities Department for 11 years and the City for 14
I was directly involved in many of the issues facing the Utilities today and was part of the initiation of many of
the current efforts. It saddened me to see the gradual erosion of the value of our Utilities in the eyes of the
COmmunity during the late 80's and 90's. I think the formation of the Utilities Advisory Commission was a big
step in the right direction and I get a sense that the current leadership is fully dedicated to reestablishing the
premier status of UtWties in the CmDJDlmitv Recently retired from a yery rewarding teacbin g Career I would
like to be part of the effort to make Palo Alto Utilities the best example of what local control can do to create
high value, responsive service that operates in a very business like manner. I have the time, energy and
experience to be a contributing member of this effort and would be honored to do so.

March 12,2012
GfT'( OF PA LO ~\u:O. CI\
CIT f ClERr\'S OFFICE
,2 MAR 12 PM 12: 26.
TO: Mayor Yeh and the Honorable Palo Alto City Council
SUBJECT: Interview for Opening on the Utilities Advisory Committee
I was pleased to receive an e-mail from the Deputy City Clerk indicating that I had been
selected for an interview with the Council for possible appointment to the Utilities
Advisory Commission. Unfortunately, I will not be available the evening of March 22 as
my wife and I leave for Wenatchee, Washington that morning to attend our youngest
son's wedding on March 24.
The Utilities Advisory Commission (UAC) is a community activity I am well qualified
for and extremely interested in. As you know, I have just completed a term as a
commissioner on the City's Infrastructure Blue Ribbon Commission (IBRC) and would
approach this appointment in the same manner. I have always been a Community
volunteer who becomes fully immersed in that effort and contributes more than my fair
share to the mission. Often the issues involved are complex and controversial, but I do
not shy away from them and often assist in successful resolutions.
The UAC is very similar to IBRC in that it involves infrastructure twenty-four hours a
day, seven days a week. A UAC commissioner must be well versed in a myriad of
technical, financial and environmental issues affecting municipal utilities and their
importance to the quality of life in Palo Alto. As evident in my application, by training
and experience -including 15 years of management experience in local municipal
utilities and participation in many of the organizations affecting our utilities -I am well
suited to be a commissioner.
Although I am not available on March 22, I will make every effort to be accessible to
Council members between now and then should you have any questions you would like
me to address. This can be done in the form of e-mail dialogue, a phone call or an
informal chat over coffee. Please feel free to contact me.
Thank you for the opportunity to serve the City.
Respectfully submitted,
N/!~

Dear Mark,
Now that our job is done and our report is In and the Council has discharged us, I want to write to your personally to say how much I
enjoyed working with you. You were among the more multi-faceted members of the Commission. I admired your dedication to the
task, your intelligence, your ability to speak your mind without giving offense, and the way you continually dove deep into issUes--not
just Cubberley, but the PSB, finance, and whatever was vexing a committee, working group, or the commission as a whole. It may
take a village to raise a child, but it takes people like you for that village to be a/l that it ought to be.
With best regards,
Ray

3. Describe your involvement in community activiti~, volunteer and civic organizations:
I currently serve on the Board of Advisors for Students for a Sustainable Stanford, a student group
I co-founded as an undergraduate to originally work with the university to develop and implement a
green building policy. As a docent at the Stanford's Jasper Ridge Biological Preserve, I also helped
establish a still-running ecological field studies program for disadvantaged middle and high school
students at Eastside College Preparatory School in East Palo Alto. As a teaching assistant and
program coordinator, I developed curricula consisting of weekly interactive lesSons in basic
ecological principles and integrated the program into teachers' classroom lessons. I also have
volunteered with Rebuilding Together (formerly Christmas in April) to install energy-saving
measures for low-income homeowners, as a judge for high school student energy competitions,
and as an educational volunteer with the Marine Mammal Center.
4. What is it about the Utilities Advisory Commission that interests you? What qualities, experience and expertise
would you bring to the Utilities Advisory Commission?
Palo Alto is unique in that its utilities department provides electricity, natural gas, and water, and is often
seen as a leader among utilities in adopting forward-looking policies to ensure the city's residents and
businesses' resource use is environmentally sustainable. The Palo Alto City Council has increased its
efficiency and conservation targets substantially over the past several years and has also implemented
and pursued increased use of renewable energy. I am very interested in applying my career working on
clean energy solutions and utility policy to assist the City Council as it continues to pursue progressive
policies and demonstrate leadership in these areas. Furthermore, after recently returning to Palo Alto
after having grown up in Palo Alto's education system (I attended Nixon, Hoover, JLS, and Gunn,
followed by Stanford), I look forward to getting more involved in and serving my commu':lity.

5. How would you see your role as board member when , recommending policy and working with the Council?
As a member of the Utilities Advisory Commission, I anticipate serving in an adviSOry
capacity to the City Council on policy matters guiding the utilities department. The
UAC can delve into utilities-related topics in more detail than the Council can, and I
look forward to providing sound and balanced guidance to the Council on these
matters.
6. What are the current issues facing the Utilities Advisory Commission?
The UAC faces similar issues as the Palo Alto utilities face; some issues are recurring
(e.g., general ratesetting, efficiency/demand management, renewable energy, and other
procurement policy-setting) and others are one-time issues. The UAC faces the
challenge of advising the City Council on how to ensure fair and effective rates,
including balancing the utilities' compliance with the requirements of the law with
possible strategies to encourage conservation or inverted block pricing. In addition, the
UAC can recommend how the utilities can meet and exceed statewide conservation,
climate, and clean energy goals, while also being more innovative to best serve the
city's customers.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission achieve?
I believe the UAC can help the City Council identify and evaluate new and innovative
ideas and policies to manage energy and, water use and increase renewable energy
to reduce the city utilities' environmental impact. Efficiency and conservation are the
top priority energy resource for both the state and Palo Alto, and I would like to assist
the Council and utilities department in furthering its leadership in this and other areas
while maintaining the highest standard of reliable and affordable utility services to its
residents and businesses.

not only electricity and gas, but also water, for which California uses more electricity (for transportation) than
almost anything else.
I bring a range of relevant experience and expertise 10 the UAC, including my knowledge of California energy

5. How would you see your role as board member when recommending policy and working with the Council?
It's fairly straight forward. The UAC makes recommendations to the City Council. We
certainly hope the City Council accepts our recommendations, but the final decision
rests with the City Council. I do think it is important on the UAC to work proactively to
identify po:licy recommendations that might not arise but for the UAC's efforts. Finally,
in terms of my specific role, I focus on two things in particular: (i) working with my
colleagues on the UAC to deliver consensus recommendations to the City Council
whenever possible, and (ii) using my network of contacts in the energy sector to bring
forward the best energy-related ideas possible for consideration in Palo Alto .
6. What are the current issues facing the Utilities A.dvisory COlmnission?
The UAC faces some one-off issues (i.e., they arise once and don't arise again), but many
more are recurring issues. The recurring issues are usually the most significant and include
issues like how to handle rate setting given Prop 21 B and the constitutional mandate for
conversation pricing. Reducing Palo Alto's dependence on traditional fossil fuels is an
important and ongoing issue --it is at the core of a variety of issues ranging from our energy
efficiency goals to our RPS targets. On that point, I believe it is also incumbent on the UAC
to identify innovative approaches to reducing Palo Alto's use of fossil fuels . We've already
taken steps in that direction with the Palo Alto CLEAN program and the field testing program
for innovative products and technologies, but more can and, I'm sure, will be done.
7. If appointed, what specific goals would you like to see the Utilities Advisory Commission acbieve?
The UAC needs to do its day-to-day work of reviewing CPAU recommendations and
providing the City Council with the UAC's views of those recommendations. But I
believe it is also quite important for the UAC to move beyond simply reviewing CPAU
recommendations and proactively address the issues I raised in the second half of
my response to question 6 above --finding new ways for Palo Alto·to reduce it's use
of fossil fuels. In the years ahead, we will spend an increasing amount of time on
Smart Grid deployment and use of the funds that had been held in the Calaveras
Reserve.

CITY OF PALO ALTO
Utilities Advisory Commission
Supplemental Questionnaire
Steve Eglash
May 20, 2009
4. What is it about the Utilities Advisory Commission that interests you?
What qualities, experience and expertise would you bring to the
Utilities Advisory Commission?
I am attracted to the UAC by the opportunity to work with Council and Staff on Palo Alto's
utility budget, policy, and technology for the benefit of the residents of the City. I bring an ability
to understand and evaluate technology and finance, to identify state and federalprqgrams which
might benefit or impact the City, as well as sensitivity to the needs of the City Council, Staff, and
all residents of the City. I am enthusiastic about joining the UAC and I am eager to use my
experience and expertise to contribute to this important civic process.
5. How would you see your role as a commissioner when recommending
policy and working with the Council?
My role is to support the Council with information, analysis, and recommendations. This can
take many forms inCluding working with Staff on in-depth evaluations, providing expertise and
access to experts, evaluating legislative and regulatory matters in Sacramento and Washington
DC which impact Palo Alto, providing oversight, and representing alternative points of view.
6. What are the current issues that the Utilities Advisory Commission will
face?
Current issues facing the UAC include ensuring the reliability and availability of all utility
services, providing stable and low rates, evaluating new technologies such as smart meters, and
balancing multiple goals such as low rates, stable supply, and protecting the environment.
7. If appointed, what specific goals would you like to see the Utilities
Advisory Commission achieve?
I would like to see the UAC continue its excellent work in support of the Council and Staff. I
would like to see the UAC, Council, and Stafftake a proactive approach in identifying and
anticipating future issues and in developing appropriate responses to those issues. The UAC
should help Council and Staffto identify and take advantage of all state and federal programs,
such as financial incentives and subsidies, which can benefit Palo Alto. The UAC should
continue to provide reliable input on all utilities-related subjects, as well as looking over the
horizon to ensure the best long-term future for Palo Alto.

City of Palo Alto, Board and Commission Application
Planning and Transportation Commission
Supplemental Questionnaire
Susan L. Fineberg
4. What is it about the Planning & Transportation Commission that interests you? What qualities,
experience and expertise would you bring tcJ the Planning Commission?
I would like to continue my service on the Planning and Transportation Commission so I can
help the City develop a vision of what Palo Alto will look like in 10-20 years, and beyond.
There are several major issues that the City continues to confront relating to housing growth,
economic vitality, infrastructure adequacy, and the impacts of these on our natural and built
environment. I would like to be a part of finding solutions that will make Palo Alto a better
place for us and future generations.
My world view has been shaped by my exposure to planned communities as a child growing up
in Greenbelt, MD and as an adult vacationing in Rosemary Beach, FL. This exposure gives me
an understanding of how planning the growth of housing, commercial, transportation, networks
of sidewalks and bike paths, schools, open-spaces, libraries, and public gathering spaces can
contribute to the quality of life. The amenities that accompany properly planned growth blunt the
impact of increased density and enhance the built environment.
The experience and institutional memory that I have gained in my four years of service on the
Planning Commission means that I am familiar with the public hearing process, the City's
Comprehensive Plan, Municipal Code, policies, and protocols. I am able to distill the essential
information from large volumes of materials, analyze the data, and see the details in context of
the big picture.
In addition to a keen understanding of the benefits of town planning, I also bring a strong set of
analytical skills and policy planning experience. These are skills that I have honed in both my
professional career and volunteer experiences. I am aware of the issues and concerns expressed
by members of our community. I also have the proven ability to work well with others in
collaborative and deliberative processes.

City of Palo Alto, Board and Commission Application
Planning and Transportation Commission
Supplemental Questionnaire
Susan L. Fineberg
5. How would you see your role as board member when recommending policy and working with
the Council? If it were necessary to change current roles, how would you approach making such
changes?
When recommending policy and working with Council, it is a great honor and responsibility, to
represent all the constituents of Palo Alto. My role is to learn, ask questions, distill the
infonnation available, and comply with pertinent codes and ordinances to craft recommendations
for policies and decisions.
If it were necessary to change current roles, then I would first need to understand what was
driving the need for change. After learning more about what the goals are, and how other
comparable cities handle similar issues, I would only then consider how to make such changes.
Change can be good, but it can also be unsettling and can cause harm if it is done without due
diligence.
6. What are the current issues facing the Planning & Transportation Commission?
The biggest issue facing the Planning & Transportation Commission is the Comprehensive Plan
Amendment. In particular, the Housing Element Update and our response to the Regional
Housing Needs Mandate will greatly impact Palo Alto over the next decade.
There will be significant projects coming forward that will have wider community impacts like
the Rail Corridor Study, California Avenue Streetscape Improvements,. Downtown Parking
Studies, VTA Bus Rapid Transit, Safe Routes to School Program, Phase 2 of Charleston-
Arastradero Corridor Improvements, 27 University Avenue/TheaterWorks, and a new Public
Safety Building.
The Planning & Transportation Commission will recommend how the City can balance the need
for housing (affordability, size, and location) while maintaining the features that provide us with
the quality of life that we desire. These include quality schools, open-spaces, libraries, public
safety, environmental stewardship, and sound fiscal policy and management.
The Planning & Transportation Commission will continue to respond to priorities set by Council
on issues such as environmental stewardship, land-use and transportation, and improved
communication via the "Planning & Transportation Commission Report to Council".

Supplemental Questionnaire

7. If appointed, what specific goals would you like to see the Planning & Transportation
Commission achieve?
I would like to help the Planning & Transportation Commission achieve the following goals:
• Finish the Comprehensive Plan Update: articulate a vision of what Palo Alto will look like in
10-20 years, and beyond.
• Focus on maintaining quality oflife, which includes environmental stewardship and finding
ways to grow the city without compromising those qualities.
• Work with City Staff to fmd ways to engage the public and increase public participation at
various stages of project planning and policy formulation.
• Continue to improve communication between the Planning & Transportation Commission
and Council so the Planning & Transportation Commission can identify and communicate
emerging trends, which would facilitate pro-active planning by Council.
The City continues to face some tough choices about growth, housing, transportation, public
facilities, and infrastructure. The Comprehensive Plan is the primary tool for guiding the future
development of the City. I would like to help finish this update. I would like to help build a
better community, to protect the environment, to provide diverse and affordable housing
opportunities, to rebuild infrastructure, and to enhance the economic vitality of Palo Alto.
Thank you!
Susan

As an attomay, I have experience with understanding codes and ordinances and distinguishing between instancas where tha letter of the law leaves no room for
Interpretation on a matter and where the language is wrillen in such a way as to permit discretion. I also can appreciate that thera may be insiances the
Commission will be presan\&d with a proposed code amendmsnt which requires not just a review and analysis of how \he amendment would all'ect an Individual
project but \he broadar community. In managing litigation for years, I have experience in mediating between conftlcllng parties to reach a mutually beneficial

5. How would you see your role as board member when recommending policy and working with the Council? Ifit
were necessary to change current roles, how would you approach making such changes?
As a commissioner I would hope to delve deep into the issues before the Commission to enable me to advise the Council on matters
related to land use, land development and transportation in Palo Alto with the ultimate goal of being able to assess the current and
future needs of Palo Alto and provide the mechanisms to see that those Identified needs are met and to insure that the Council
protects and enhances the physical character ofthe City.
As a commission member, I think one has to have a passion for his or her community and a willingness to develop an in-depth
understanding of the planning code In order to effectively consider how decisions before iIIe commission will affect the community. A
commission member must work closely with city planners to understand their recommendations at the same time being respectful
and eager to leam the opinions expressed by residents and fellow Commissioners at public hearings. Regularly, I presume, a
commission member must be willing to make difficult choices that will satisfy some, but not all, in the community.
When recommendations are then referred to the Council, my hope would be that the CommiSSion will have clearly articulated its
rationale for a decision that provides clarity and conSistency to the CounCil as well as members of the community.
6. What are the current issues facing the Planning & Transportation Commission?
I understand that some. of the specific matters coming before the Commission include:
(1) the safety and access of the rail corridor,
(2) pedestrian and bicycle transportation,
(3) the Draft Housing Element, and,
(4) the Valley Transit Authority's Bus Rapid Transit project for EI Camino Real.
Broader issues that the Commission faces, among others, include investigating and making
recommendations to the City Council regarding reasonable and practical means for implementing the
general plan or elements of the general plan, so that it will serve as an effective guide for the orderly
growth and development, preservation and conservation of open space and natural resources, and the
,efficient expenditure of public funds relating to the subjects addressed in the general plan.
7. If appointed, what specific goals would you like to see the Planning & Transportation Commission achieve?
I am excited for the Commission to further the Council's goal of renewal with respect to the City's infrastructure. As someone
who grew up in this area, now that I have moved back to make my home here in Palo Alto with my wife and daughter, I am
very interested in the effort to revitalize Palo Alto's infrastructure and further insure that the City remains a wonderful place to
live and work in for many years to come.
I am interested in seeing the Commission further the growth, popularity and safety of "green" transportation solutions so that
a greater number of our residents and daily visitors can easily access the City in a variety of efficient ways.
I am also interested in encouraging ways to make our public spaces more accessible and inviting t6 the broadest range of
our community as well as encouraging green design and development.
Finally, I would like to help further Palo Alto's status as a global center for innovative employers by working creatively to
solve traffic and congestion issues that might threaten this status.

City of Palo Alto
Planning and Transportation Commission application
Submitted by Sunny Dykwel, 4/25/2012
List relevant training and experience, certificates of training, licenses, or
professional registration. Describe your involvement in community activities,
volunteer and civic organizations:
1. Serving on the Parks and Recreation Commission afforded me unique
experience working with the Council, other Commissions and staff and
frequent opportunity to hear and address public comments and
stakeholders' concerns. Through that experience, I also gained a
comprehensive understanding of our community services, facilities and
natural environment (elements of the Comprehensive Plan).
2. Serving on the Project Safety Net and Developmental Assets committees
allows me to work with youth and families and various community
groups-building community and supporting the Council's priority of youth
well-being.
3. Having served on the PTA Council and as PARC liaison to the City/school
liaison committee helped me understand the interrelationships of growth,
housing and traffic and their impacts on our schools and city services and
facilities, and the ways Council and PAUSD board work together. As a result
of this experience, I have insights about the successes of that working
relationship and opportunities to improve/expand
cooperation/coordination.
4. My real estate profession and work with the Chamber of Commerce
broaden my knowledge of the changing demographics, zoning, housing
and the business environment (important elements of the Comp Plan).

What is it about the PTC that interests you? What qualities, experience and
expertise would you bring to the PTC?
I have a strong interest in our community, and serving on the PTC will allow me to
play an active role in shaping the future of Palo Alto by engaging the community,
broadening the PTC communication with the public, and getting community input
on the most important document to be adopted by the City: the Comprehensive
Plan.
I have 20 years experience as a volunteer, Realtor, and Palo Alto resident.
I have an informed perspective on and knowledge of the city's housing and
demographics, as well as an understanding of the necessity of a balance between
the needs of the business community and the neighborhoods.
Because of my extensive professional and volunteer experience in this
community, I have a unique insight into community building and public outreach.
I have a proven record of passion and dedication to this community and would
like to support and be part of the important work of the PTC.
How would you see your role as board member/commissioner when
recommending policy and working with the Council? If it were necessary to
change current roles, how would you approach making such changes?
My role is to be the keeper of the Comp Plan, to ensure that new developments
and planning and transportation projects serve the purposes of the Comp Plan, to
review amendments to the Comp Plan and projects that propose changes to
zoning, and to provide policy advice to the Council.
What are the current issues facing the PTC?
1. Completing the Comp Plan update
2. PTC policies and procedures
3. RHNA and the Housing Element
4. California Avenue Transit Hub Corridor Streetscape Improvements
5. Palo Alto Rail Corridor Study

10. Palo Alto Golf Course (1875 Embarcadero)
11. 27 University Avenue/Theater Project
If appointed, what specific goals would you like to see the PTe achieve?
Complete the Comp Plan update. See above.
The PTC Mandate. Update with more emphasis on long range planning and less
on tentative maps, site and design. Focus on projects that have a larger impact on
the community.
Improve communication between the Council and the PTe. Increase the number
of joint sessions from 1 to 3 per year and create a report to Council similar to the
Planning Dept. in a monthly report. Better presentation to Council on items that
have been reviewed by the PTC, even if it requires more than 5 minutes to
present.
Facilitate communication between the PTC and other Commissions/Boards when
appropriate for the coordinated study of certain issues; e.g. Bicycle and
Pedestrian Transportation Plan Update.
Broaden communication with the public and get them engaged.

=--====--============
Dear City of Palo Alto City Council Members:
Greetings!
This is your potential new Committee Member of the Planning and Transportation Commission.
I apologize for not being able to present to you on June 26. But I am doing a much bigger task for the City of
Palo Alto.
I will be representing the high tech community of Palo Alto to give a KeyNote Speech to the German .
Government annual VC & Entrepreneur Conference, their High-Tech Grtlnderfonds Annual Event.
It is a big deal because instead of having their own German speaker at their own show, they are inviting an
Asian American from Palo Alto, to tell them about Silicon Valley.
\ Every week I have foreign high tech visitors touring Palo Alto University Ave and buying up houses here in
Palo Alto.
How do we deal with this surge and growth in our City? If you look at the Real Estate bidding process near .
Gunn High, what recession? New home owners are bidding $250K more to the list price of a house.
Since we understand the growth issues and also feel the pain of our traffic jain, we need to learn from other·
successful smaller cities (Singapore, Macau & Hongkong) to deal with the happy problem of civilized growth.
If I were given the .opportunity to serve, I will bring forth my global experience and my past successful track
record of being a Serial Entrepreneur, Venture Investor & Stanford University. Mentor to this community.
Please grant me a chance to meet with you upon my business trip in Europe, after July 4th. I am grateful and
will deliver excellent results.
Attached is my BIO and also please google me to fmd out more of my community service.
I work for the famed Apple Evangelist Guy Kawasaki in Garage.com , and we bring growth to startups.
Have a very nice day!
