1. Spokespersons that are representing a group of five or more people who are identified as present at the meeting at
the time of the spokesperson’s presentation will be allowed up to fifteen (15) minutes at the discretion of the Chair,
provided that the non‐speaking members agree not to speak individually.
2. The Chair may limit Oral Communications to 30 minutes for all combined speakers.
3. The Chair may reduce the allowed time to speak to three minutes to accommodate a larger number of speakers.

& Community Environment Department, 5th floor, City Hall, 250 Hamilton Avenue, Palo Alto, CA
94301. Comments received by 2:00 PM the Thursday preceding the meeting date will be
included in the agenda packet. Comments received afterward through 3:00 PM the day before
the meeting will be presented to the Board at the dais.

Recommendation
Staff recommends the Historic Resources Board (HRB) elect officers; resume its discussions
from the February 23, 2017 retreat regarding governance and prioritization of projects.
Background
On January 26, 2017, the HRB continued the election of officers to a date uncertain, given that
the Council had not yet appointed members to serve in the three seats in transition, and
modified the HRB bylaws to keep October as the month for such elections, but also add
wording regarding holding elections ‘as soon thereafter as possible’. The HRB members
became finalized and the new HRB member seated as of February 23, 2017.
The HRB held a retreat on February 23, 2017 and formed a subcommittee to explore the
governance topic and requested to discuss this on March 9, 2017. The HRB also reviewed the
list of potential projects and requested to resume discussion regarding prioritization. The HRB
may request to postpone this discussion to a future meeting.
