City Manager’s Report
TO:HONORABLE CITY COUNCIL
FROM:CITY MANAGER DEPARTMENT: PLANNING
DATE:
SUBJECT:
DECEMBER 13, 1999
START UP OF THE PALO ALTO SHUTTLE
CMR: 458:99
This is an informational report and no Council action is required.
BACKGROUND
On August 2, the City Council approved a plan fora pilot shuttle project consisting of
two routes (CMR:333:99). One route is a commute period shuttle from the downtown
Caltrain station to the East Bayshore businesses, and the other is a crosstown circulator
route that serves a variety of community facilities, senior residences, and shopping and
business districts.
DISCUSSION
The Palo Alto Shuttle service begins on Saturday, December 11 with the start of the
Crosstown Shuttle route (see Attachment A). The Embarcadero Shuttle route begins
service two days later on Monday, December 13 (see Attachment B). The shuttle is free
to all riders.
The Crosstown will run every half hour, Monday to Friday from 9:00 a.m. to 3:00 p.m.,
and all day Saturdays from 8:00 a.m. to 6:00 p.m. The first buses will depart at 8:08 a.m.
on Saturday northbound from Stevenson House and southbound from the downtown
Caltrain stop at Lytton and Alma Streets. The shuttle has many potential users, including:
seniors visiting the Senior Center for lunch; children attending Saturday soccer practice;
and shoppers traveling to Midtown and Downtown businesses six days a week. The
shuttle will serve many key destinations and activity centers, making it possible for
people to leave their cars at home. The shuttle destinations include Stevenson House,
Midtown, Main Library/Art Center, Rinconada Park, Channing House, Lytton Gardens,
Mitchell Park Library and Community Center, and Downtown Palo Alto. On Saturday,
there will also be a stop on Hamilton Avenue for the Farmer’s Market.
The Embarcadero Shuttle will serve commuters on weekdays from 6:00 a.m. to 9:00 a.m.
and 3:00 p.m. to 6:00 p.m. It will run on Embarcadero Road, connecting the Caltrain
CMR:458:99 Page 1 of 3
Station, new Palo Alto Medical Foundation, Palo Alto High School, Castilleja School,
and the Main Library/Art Center with residential streets along the route and businesses on
East Bayshore between Embarcadero Road and Corporation Way. The shuttle has been
designed to: help Palo Alto residents get to the station, Downtown businesses, and
Stanford without their cars; enhance high school students’ mobility before and after
school; and continue a Caltrain-funded commuter shuttle to East Bayshore offices.
The official Palo Alto Shuttle project ribbon cutting and kick-off event, presided over by
the Mayor, will be held at 9:00 a.m. on Wednesday, December 15, at the Civic Center
Plaza (See Attachment C).
The shuttle service is currently being operated with small, 22-passenger, fully accessible
diesel buses. Staff is working on plans to bring electric shuttle buses to Palo Alto to run
the service. The change to an electric fleet is targeted for early Spring. During the first
weeks of service, shuttle bus stops will be identified by temporary signs at existing VTA
bus stops and on poles at new stops along the route. All bus stops for the shuttle are
identified on the route maps in the schedule brochures (Attachments A and B).
Information on the shuttle, including up-to-date timetables and routes will be posted on
the project web site--www.citv.palo-alto.ca.us/shuttle. Shuttle maps and timetables will
also be available at City facilities, or by contacting the Transportation Division at 650-
329-2520.

Welcome to PaSo A to’s Free Shuttle
The City of Palo Alto is proud to announce the start-up of
its new free shuttle, an 18-month pilot project starting
December 1999. The service is designed to test the
appeal of a local shuttle in the most cost-effective manner.
Currently, there are two routes:
The Crosstown Shuttle runs every half hour from 9 am to
3 pm Monday through Friday and 8 am to 6 pm Saturdays.
It connects residential neighborhoods, senior residences
and services, libraries, recreation centers, shopping
districts and Caltrain.
The Embarcadero Shuttle runs during commute hours
and is coordinated with the Caltrain schedule. It serves
employers in the East Bayshore area, residents in the
Embarcadero Road corridor and students at Palo Alto
High School. Please see the separate Embarcadero
Route brochure.
How to ride the shuttle
The Palo Alto Shuttle is free and open to everyone. Bus
stops are marked with a "Palo Alto Shuttle" sign, a sticker
on a regular VTA bus stop sign or a "shuttle" decal on a
stop sign pole. Shuttle stops are marked on the map
below. Please stand at one of these locations. When you
see the shuttle coming, wave your hand at the driver to
indicate you want a free ride.
When you get on the bus, tell the driver where you want to
be let off. It is helpful to remind the driver just before you
reach your stop by saying, "Next stop, please!"
