SUBJECT:REJECTION OF BIDS FOR THE WILKIE WAY BICYCLE
BR]])GE RENOVATION AND STRUCTRUAL IMPROVEMENTS,
CAPITAL IMPROVEMENT PROJECT 19708
RECOMMENDATION
Staff recommends that Council:
Reject all bids for construction received for Capital Improvement Program (CIP)
project 19708, Wilkie Way Bridge Resurfacing.
2. Direct staffto redesign and rebid the work.
DISCUSSION
Project Description
The work to be performed under the contract was to be for bridge and walkway
resurfacing, related maintenance, and light fixture installation.
Bid Process
A notice inviting formal bids for the bridge resurfacing project was sent to 13 builders’
exchanges and given to 23 contractors. The bidding period was 27 days. A pre-bid
meeting was held on Wednesday; November 3, 1999. Bids were received from 2
qualified contractors on November 23, 1999, as listed on the attached bid summary
(Attachment A). Bids ranged from a high of $197,504 to a low bid of $130,237.
Contractors not responding indicated that they did not submit a bid because they already
have enough work at this time.

Staff has reviewed all bids submitted and found that the apparent low bidder had made a
significant error in the submitted bid and the contract therefore could not be awarded.
The second lowest bid was $37,500 above the CIP budget of $160,000 and could not be
awarded without a Budget Amendment Ordinance. Staff recommends that none of the
bids be accepted and that the design be modified and rebid in January 2000.
RESOURCE IMPACT
Some additional administrative costs will be incurred to redesign and rebid the project.
ENVIRONMENTAL REVIEW
This is a maintenance project and is therefore categorically exempt from CEQA.
