SUBJECT:USE OF CITY MANAGER’S EMERGENCY CONTRACTING
AUTHORITY FOR REPAIR WORK ON A 60-INCH PRIMARY
INFLUENT PIPE AT THE WATER QUALITY CONTROL PLANT
This is an informational report and no Council action is required.
BACKGROUND
This report provides information on the use of the City Manager’s emergency contracting
authority to repair a broken raw sewage pipe. The breakage of the 60-inch primary influent
pipe was discovered on the eve of October 6, 1999. This pipe carries all of the plant raw
sewage from the influent structure to the primary treatment area. It was extremely critical
that the pipe be repaired immediately. Monterey Mechanical Co. was working on a project
at the plant at the time of the incident. Its work crew and equipment were available to
provide immediate assistance. Staff obtained authorization from the City Manager and
directed Monterey Mechanical Co. to start the repair work immediately.
DISCUSSION
The repair work started the night of October 6, 1999. Staff and the contractor entered the 60-
inch sewer to inspect and determine the extent of the failure. It was found that a pipe joint
has separated. Internal repair was not feasible. Hence, the pipe had to be exposed,
supported, and repaired externally. During the course of the excavation, unstable ground was
encountered. Shoring was provided along the excavation to ensure safety of the workers and
nearby structures. To maintain uninterrupted treatment of the incoming sewage, and to
minimize impact on the process, portions of the repair work were performed during night
time over many nights.
The cost of the repair totaled $90,793.48. Use of the emergency authority of the City
Manager was necessary to expedite the repair and protect the public’s safety.
RESOURCE IMPACT
Funds for the project are available in the Wastewater Fund maintenance budget.

POLICY IMPLICATIONS
This action was taken in accordance with the authority granted to the City Manager by Palo
Alto Municipal Code Sections 2.30.020(b) and 2.30.090.
ENVIRONMENTAL REVIEW
This project is categorically exempt from CEQA.
