SUBJECT:CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION
REPORT (CAPER) FOR THE COMMUNITY DEVELOPMENT
BLOCK GRANT (CDBG) PROGRAM FOR FISCAL YEAR 1998/99
This is an informational report and no Council action is required.
BACKGROUND
The preparation and submittal of a Consolidated Annual Performance and Evaluation
Report (CAPER) is required by the U.S. Department of Housing and Urban Development
(HUD) for the receipt of federal Community Development Block Grant (CDBG) funds.
The attached document was submitted to HUD on September 30, 1999 following the
required 15-day public review period. It is being provided to Council for informational
purposes only.
DISCUSSION
The CAPER provides a summary of the resources available and the programmatic
accomplishments in affordable housing and community development activities during the
1998/99 fiscal year. It includes the status of actions taken during the year to implement
the strategies and objectives described in the City’s Consolidated Plan for the period from
July 1, 1995 to June 30, 2000; an evaluation of the progress made during the year in
addressing priority needs and objectives; and an accounting of CDBG program
expenditures.
Summary of Accomplishments
Fiscal year 1998 completes year four of the five-year Consolidated Planning period. It
was again a very busy and productive year for the City of Palo Alto. The City has

already exceeded the five-year housing goals identified in the Consolidated Plan. A
summary of the accomplishments in housing and community development follows:
December 1998 - Mid-Peninsula Housing Coalition completed the construction and
initial rent-up of Page Mill Court, 24 new units of permanent rental housing .for
persons with developmental disabilities. Page Mill Court provides permanent,
affordable housing for 28 residents whose incomes are less than 30 percent of the
County median.
December 1998 - Palo Alto Housing Corporation closed escrow and began
rehabilitation work on the Sheridan Apartments, 57 units of existing subsidized
housing for seniors and persons with disabilities. The project was at risk of
converting to market rate units.
December 1998 - Five-year "Shelter Plus Care" Section 8 certificates were
provided to 13 local homeless persons with disabilities for permanent subsidized
housing in local single-room occupancy hotels. All Shelter Plus Care recipients had
incomes below 30 percent of the County median income, and most had resided
previously in emergency shelters.
April 1999 - Mid-Peninsula Housing Coalition closed escrow on the purchase of the
Palo Alto Gardens Apartments, 156 units of existing subsidized housing for
seniors and families. The project was at risk of converting to market rate units.
May 1999 - Alliance for Community Care completed a CDBG-funded feasibility
study on the "Waverley Street House," a residential property which will be used to
provide affordable housing for lower income persons with mental illness. The study
identified potential rehabilitation costs and occupancy issues to guide the renovation
efforts.
May 1999 Palo Alto Housing Corporation began rehabilitation on the water
replacement system at Arastradero Park Apartments. The rehabilitation project
will provide new water lines for the 66-unit affordable housing project serving lower
income families.
