HomeMy WebLinkAbout1999-09-21 City Council (14)City of Palo Alto City Manager’s Report 4 TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: COMMUNITY SERVICES DATE:SEPTEMBER 21, 1999 CMR: 359:99 SUBJECT:ACCEPTANCE OF A GRANT IN THE AMOUNT OF $5407 FROM THE ARTS COUNCIL SILICON VALLEY - BUDGET AMENDMENT ORDINANCE RECOMMENDATION Staff recommends Council approve acceptance of the attached Budget Amendment Ordinance (BAO) accepting a $5,407 matching grant from the Arts Council Silicon Valley, Organizational Enhancement Fund into the 1999-2000 Arts and Culture Division’s/Visual Arts major activity budget for exhibitions and education programs at the Palo Alto Art Center. BACKGROUND Since 1986, the Arts Council of Santa Clara County has awarded grants to the Visual Arts program in support of exhibition programming at the Art Center. The Arts Council Silicon Valley grant provides matching funds for exhibitions, equitable artists’ and lecture fees, outreach and public relations materials, and workshop/studio supplies and materials. DISCUSSION This grant is in support of the Art Center’s juried exhibition of local artists, Radius 2000, and the fall exhibitions, Leslie Lerner: The Imagined City, Steve. Gompf" Televisors & Early Motion Picture Technologies, and the winter exhibition, Kiff Slemmons: Contemporary Jewels, as well as related educational programming. This grant has been received by the Visual Arts program through the Arts Council Silicon Valley PARTNERS program, made possible in part by the Community Foundation of Santa Clara County. In the current fiscal year, these funds have been designated for general operating support, with the aim of providing an ongoing exhibition opportunity for the area’s emerging artists, and continuing efforts to reach a broad and expanded population. The funds will strengthen the quality and visibility of the exhibition and education program, and thereby increase the audience for the visual arts. CMR: 359:99 Page 1 of 2 RESOURCE IMPACT The funds necessary to match the grant have been budgeted in the Visual Arts major activity budget for 1999-2000. The attached BAO requests an additional appropriation of expenses and has no net impact on the Budget Stabilization Reserve and no future year General Fund ongoing costs are anticipated as a result of this BAO. Attachment B summarizes the BAOs approved to date in 1999-00 that impact the General Fund Budget Stabilization Reserve. This attachment also estimates future year ongoing costs associated with BAOs approved to date to provide a projection for the future resource needs from the General Fund for those programs approved after the adoption of the 1999-00 Budget. POLICY IMPLICATIONS This report does not represent any change to existing City policies. ENVIRONMENTAL REVIEW The program is not a project as defined by the Califomia Environmental Quality Act and is not subject to CEQA requirements. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1999-00 TO ACCEPT A $5,407 GRANT FROM THE ARTS COUNCIL OF SANTA CLARA COUNTY AND TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COMMUNITY SERVICES DEPARTMENT OF $5,407 WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 28, 1999 did adopt a budget for fiscal year 1999-00; and WHEREAS, the Arts Council of Santa Clara County has awarded a matching grant of $5,407 to the City of Palo Alto to strengthen the quality and visibility of the exhibition and education program, thereby increasing the audience for the visual arts; and WHEREAS, the funds necessary to match the grant have been included in the Arts and Culture functional area budget for 1999-00; and WHEREAS, the additional appropriation of funds requested has no impact on the Budget Stabilization Reserve and no future year General Fund ongoing costs are anticipated, as a result of this ordinance; and WHEREAS, City Council authorization is needed to accept and expend the grant receipts; and WHEREAS, City Counci! authorization is needed to amend the 1999-00 budget as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: ~. Grant revenue in the Visual Arts Functiona! Area of the Community Services Department is increased by Five Thousand Four Hundred and Seven Dollars ($5,407) for receipt of the California Arts Counci! Funds. S2~C_T_LQh~. The sum of $5,407 is hereby appropriated to non- salary expenses in the Visua! Arts Functional Area in the Community Services Department. This transaction will have no impact on reserves. BILCLT_~. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt this ordinance. S/~C~_I!DA~. The Council of the City of Palo Alto hereby finds that this is not a project under the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. ~. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
