SERVICES CONTRACT WITH GEODESY FOR APPLICATION
DEVELOPMENT FOR THE GEOGRAPHIC INFORMATION
SYSTEMS (GIS); AMENDMENT NO. 8, TO CONTRACT $3036240
IN THE AMOUNT OF $163,800
This report recommends that Council:
Approve and authorize the Mayor to execute the attached sole source contract with
Geodesy in the amount of $163,800 to develop applications for the Geographic
Information System.
Authorize the Mayor or his designee to renew the contract for the seventh year (FY
1999-2000) provided that proposed cost of the renewal contact is consistent with the
Bay Area Consumer Price Index, the consultant is responsive to the City’s need and the
quality of the consultant’s work is acceptable during the first year of the contract (and/or
other conditions which will determine the City’s willingness to renew the contract).
DISCUSSION
The Geographic Information System (GIS) was originally approved for implementation in
August 1989. This project is a joint effort of the Utilities, Public Works, and Planning
Departments. A contract for a citywide basemap was awarded in April 1993. The GIS software
program, GDS, is an extremely sophisticated and complex program. Application development
simplifies use of the GIS by developing menu-driven access to frequently used functions. The
goal for providing menu selections for commonly used functions is to allow casual users to
interact with the GIS and reduce the amount of staff training required to use the GIS
productively. The cost of training in house users for application development is $240.00 per

day not including travel expenses, with the initial classes (two) running five days each. The
initial classes only cover design/drafting skills, so additional training would be required. Most
casual users (those staffing the different department customer service desks) do not need to
learn how to enter data but would need to query data on the GIS, and thus require training in
SQL (structured query language). This requirement is eliminated by the use of a menu driven
interface as developed by Geodesy. This will also allow use of specific applications with little
or no training resulting in greater staff productivity and GIS use.
Charles Eitzel, a partner of Geodesy, has been closely involved with the City from the initial
iaenchmark testing in 1989 with McDonnell Douglas through Geodesy’ s current contract for
application development and database design. Mr. Eitzel’ s unique understanding of the City’ s
customized GIS and expertise in specifically working with GDS make it necessary to render the
award as a sole source contract.
FISCAL IMPACT
The contract will be in the amount of $163,800 and the funds are included in the FY 1999-2000
Capital Improvement Program (CIP) Budget, Geographic Information Systems Application
(CIP) Project No. 19618.
ENVIRONMENTAL ASSESSMENT
Approval of this contract amendment does not constitute a project under California
Environmental Quality Act (CEQA), therefore, no Environmental Assessment is required.

GEODESY
This Amendment No. 8 to Contract No. $3036240 is entered
into , 1999, by and between the City of Palo Alto, a
municipal corporation of the State of California ("CITY") and
Geodesy, a general partnership (Taxpayer’s Identification No.
("CONTP~ACTOR").
RECITALS:
WHEREAS, CITY and CONTRACTOR have entered into Contract
No. $3036240 for certain application software development services
associated with the support of CITY’s Geographic Information System
and its conversion ("GIS"), and it has been amended from time to
time; and
WHEREAS, CITY and CONTRACTOR desire to modify their
contract to reflect a new scope of services, a modified
compensation scheme, and a term of services;
NOW, THEREFORE, in consideration of the following terms,
conditions, and covenants, the parties agree as follows:
SECTION 1 Section 3.1 of the Agreement is hereby
amended to read in accordance with the terms of new Exhibit A,
attached hereto and incorporated herein by this reference~
SECTION 2. Section 4 of the Agreement is hereby amended
in its entirety to read as follows:
"For the full performance of the services described
herein by CONTRACTOR, CITY shall pay CONTRACTOR a total
sum not to exceed One Hundred Sixty-Three Thousand Eight
Hundred Dollars ($163,800), payable at the rate of One
Hundred Dollars ($I00) per hour, upon submission by
CONTRACTOR of its itemized billings in triplicate, in
accordance with the terms of the new Fee Schedule,
attached hereto as Exhibit "B" and incorporated herein by
this reference.’,
SECTION 3. Section 6 of the Agreement is hereby amended
in its entirety to read as follows:
"The services to be performed hereunder shall
commence on October 9, 1992, and the time for performance
shall be extended from July i, 1999 to June 30, 2000."
SECTION 4. All other provisions of the Agreement not
amended herein by this Amendment No. 8 to Agreement shall remain in
full force and effect.

Scope of Work for Fiscal Year 1999 - 2000
This scope of work describes the tasks to be performed by Geodesy in support of the
PAGIS project for fiscal year 1999 - 2000. The primary focus this year is on transitioning
the pdmary GIS data store from GDS to an RDBMS. This involves the conversion of
data as well as updating the GIS applicatio6s to use the new data store.
Activity 1: Application Development, Extensions and Support
The tasks listed under Activity 1 are focused on development tasks that create new
applications and extend or refine current application capabilities.
1.1 GEL Feature Editor Support and Enhancements
The GDS Feature Editor’is.an.existing GEL application through whichPAGIS, data is
maintained. This task will provide time for GDS Feature Editor software maintenance
and minor enhancements,
1.2 Application Maintenance
This task will provide time for enhancements to applications such as PinMap, Customer
Service, Project. ,Setup, FLO (storm water) and PMM8 (pavement). Examples of
maintenance and enhancement activities include the development of a wizard-like
interface for Project Setup and addition of new standard views and reports to Customer
Service.
t.3 Encompass-Based Feature Editor.
Before GDS may be replaced as the primary GIS data management tool, an application
must be developed to provide for the addition, deletion and modification ol~ GIS features
directly in the RDBMS. The Encompass-Based Feature Editor will replace all the data
editing capabilities in the current GDS GEL Feature Editor with a Visual Basic
application that edits spatiardata directly in the RDBMS.. =
t.4 Mr SID Background for Encompass
Mr BID is software that provides for the seamless display of raster data. The City plans
to use Mr 81D to display the GI8 orthophotos. This task provides development time to
integrate the Mr SID-based orthophotos with the RDBMS-based vector data.
1.5 Data Exchange Between Encompass Blobs and CAD
This task provides for the development of software to provide rudimentary exchange of
graphic data between the RDBMS-based blob data and a CAD system such as
AutoCAD.

t.6 Data Model Simplification
Several of the feature classes in the current GIS data model may be combined into a
single feature class in order to ease system administration and simplify user perception
of the data. For example, there are 10 lumlnaire feature classes In the Street Lights
subject which may easily be consolidated into one feature class, This task provides time
to perform the feature dictionary, Oracle and GDS updates required to combine feature
classes.
1.7 Image Scanning and Viewing ¯
This task provides time to extend the existing im’age scanning and viewing prototype
applications to make them suitable for production, use. The prototype applications are
currently used to store and retrieve Minor Orders and Customer Service Orders.

1.9 " Transportation Application
This task provides for the extension of the PinMap application to support Transportation
Department activities such as traffic accident track.lng and traffic flow analysis.
1’/10 Map View and PIotRotation "
The GIS data is currently stored and displayed in ’State Plane coordinates with North at
the top of the screen. Since the City block grid is not in a North-South orientation, block
faces are rarely aligned orthogonally with the screen, The ability to display and use the
map at a user-specified rotation is provided:through this task.
Activity 2: Transition Development and, Support
These tasks support the City’s transition away from GDS towards an RDBMS for the
.storage and use of GIS data.
2.’1 Support Data Conversion to New Data Store
The process to convert GDS-based spatial data into RDBMS-based data was developed
during fiscal year 98-99. This task provides ongoing support for refining the data
conversion process.
2,2 Port Applications to Use Encompass Data
PCPipe applications such as Fie, PMMS and GeoTree need to be modified to use the
RDBMS-based GI8 data instead of GDS-based data. This task provides for the port of
these applications.

2.3 Develop Web Interface for Encompass
A prototype browser interface to display RDBMS-based GIS data wi!l be developed
under this task.
2.4 Research MapPolnt 2000 Data Format
MapPoint 2000 is Microsoft’s new desktop mapping application that will be released later
this year, This task provides time to research the data formats supported by MapPoint
2000 and to determine the feasibility of providing data for use by the application.
Activity 3: CPA Staff Support

3.2 Year 2000 Testing

support during Year 2000 testing of the GIS.~
3.3 Staff Training and Support
Informal staff tutoring on the use of GDS, Oracle, and GIS applications has proven to be
an effective approach to improve Pale Alto technical staff skills and support project work.
This task continues the current level of staff training and phone support,
3.4 Documentation
In support of software maintenance, this task provides time toupdate and extend
existing application documentation and to publish CD-ROMs containing developer’s
documentation and source code,
