RECOMMENDATIONS
Staff recommends that Council approve and authorize the Mayor to execute the attached
Amendment No. 2 to Agreement 8096587 with Sure Flow, Inc., D.B.A. Roto-Rooter, in an
amount not to exceed $100,000 for cleaning services for Fiscal Year 1999-2000.
DISCUSSION
This amendment will renew the existing agreement with Sure Flow, Inc., DBA Roto-Rooter,
for another year for clearing City sewer laterals in response to reports of blockages by
residents and businesses in Palo Alto. The present agreement with Sure Flow, Inc., D.B.A.
Roto Rooter, expires on June 30, 1999. The City wishes to exercise its option to renew this
contract for another one-year term as provided in the Request for Quotation (RFQ).
Experience with this vendor during the course of the current agreement has been highly
satisfactory, with citizen complaints at a lower-than-anticipated level. In all cases where
there were complaints, the vendor resolved them promptly and satisfactorily.
Approval of this amendment to renew the current agreement will enable blockages of City
sewer laterals to be cleared by the contractor at the same rates as are specified in the present
agreement. The only change is the effective dates of the agreement, extending it for another
year. The total cost of all services under this agreement is estimated not to exceed $100,000.
This represents no increase over current budgeted levels.

A request for quotes for Sewer Lateral Cleaning Services was originally sent out on April 10,
1997 to ten contractors. On May 6, 1998, quotes were received from only two of the ten
contractors. Both responding vendors had held the contract previously, and cost differences
between the two bids were negligible. Sureflow, Inc., DBA Roto-Rooter was selected by
staff on the basis of prior experience with both vendors, and the agreement for FY 1997-98
was approved by the City Council on June 23, 1997.
RESOURCE IMPACT
Funds for this project are included in the Water,Gas, and Wastewater Operating Budgets
for FY 1999-2000.
POLICY IMPLICATIONS
The renewal of this Agreement is consistent with existing policies.
ENVIRONMENTAL ASSESSMENT
This project is categorically exempt from the provisions of California Environmental Quality
Act (CEQA) and no further review is necessary.

BETWEEN THE CITY OF PALO ALTO AND
SUREFLOW, INC., DBA ROTO-ROOTER
This Amendment No. Two to Agreement No. $8096587
("Agreement") is entered into , by and between
the CITY OF PALO ALTO ("CITY"),and SURE FLOW, INC., DBA
ROTO-ROOTER, a California corporation, located at 1205 Chrysler
Drive, Menlo Park, CA 94025 ("CONTRACTOR").
RECITALS:
WHEREAS, the Agreement was entered into between the
parties for the provision of sewer lateral cleaning services; and
WHEREAS, the parties wish to amend the Agreement;
NOW, THEREFORE, in consideration of the covenants, terms,
conditions, and provisions of this Amendment, the parties agree:
SECTION i. The section entitled ~TERMS~ is hereby
amended to read as follows:
~TERMS. The services and/or materials furnished under
this Agreement shall commence on July i, 1999 and shall
be completed before June 30, 2000."
SECTION 2 Except as herein modified, all other
provisions of the Agreement, including any exhibits and subsequent
amendments thereto, shall remain in full force and effect.
