TO: FROM: DATE: SUBJECT: City of Palo Alto City Manager’s Report HONORABLE CITY COUNCIL CITY MANAGER May 10, 1999 SUBMITTAL OF LIST OF DEPARTMENT:PLANNING CMR:237:99 TRANSPORTATION PROJECTS FOR INCLUSION IN THE SANTA CLARA VALLEY TRANSPORTATION PLAN 2020 (VTP 2020) RECOMMENDATION Staff recommends that Council endorse the attached list (Attachment A) of transportation projects for consideration of the Santa Clara Valley Transportation Authority (VTA), in preparation of the Valley Transportation Plan 2020. BACKGROUND The Santa Clara Valley Transportation Authority is requesting assistance from member agencies, including the City of Palo Alto, to develop a project list as part of the Santa Clara Valley Transportation Plan (VTP) 2020 effort. The VTP 2020 will be the countywide long- range transportation plan that will drive the overall planning and future programming efforts of the VTA for the next 20.years. The VTP 2020 effort will be evaluating proposed projects for inclusionin one or more of the Plan altenlatives, and, ultimately, for inclusion in the Plan. Under current funding scenarios, the first oppo~xunity for programming of new projects included in the VTP 2020 will be in the 2006 State Transportation Improvement Program. However, if the Legislature’s new bond measure (SB 315)is on the ballot and passes in 2000, nearer-term opportunities may be available. The VTA has, requested that city councils of member municipalities endorse a prioritized VTP 2020 project list for two time periods: .2000-2010 and 2011-2020. VTA stipulated that priorities may be assigned in a high, medium, low format or by numerical ranking, but did not further designate criteria for priofitizing the projects. Thus, each city can define its own ta’ansportation priorities. Staff prioritized Palo Alto’s projects based on community needs and vision, particularly as expressed in the Comprehensive Plan--emphasizing alternative transportation modes and improvements to the existing ta’ansportation system that do not add additional roadway capacity. DISCUSSION The 1998-2010 Comprehensive Plan contains policies and programs to improve mobility, increase safety, and contribute to the quality of life in Palo Alto. Projects and programs included on the attached recommended list implement important aspects of Palo Alto’s 1998- 2010 Comprehensive Plan. Local funds are often insufficient to implement major transportation projects. Federal and State transportation funding sources offer-an opportunity CMR:237:99 Page 1 of 2 to leverage_local dollars, in order to implement worthwhile transportation initiatives. Projects included in the VTP 2020 will be able to compete for these Federal and State transportation resources. ALTERNATIVES TO STAFF RECOMMENDATION Council may choose to not endorse the VTP 2020 projects list or to revise the list (and associated priorities) recommended by staff. No endorsement would result, however, in Palo Alto projects being 16ft out of the VTA’s long-range transportation plan. As a result, the projects would not be eligible for Federal and State funds administered by the VTA. RESOURCE IMPACT Most programs that are part of the new Federal transportation law, TEA-21, require an 11.5 percent match. No match requirement has yet been detelxnined for SB 315, Burton Bond. TIMELINE The VTA is requesting submittal of a pfioritized list approved by governing bodies of member agencie, s by May 14, 1999. ENVIRONMENTAL REVIEW An Environmental Impact Report will be required for VTP 2020. Individual projects may also require an EIR before they are implemented. ATTACHMENTS A.
