SUBJECT:APPOINTMENT OF DIRECTOR OF UTILITIES, AND APPROVAL
OF ADDITIONAL RELOCATION BENEFITS
I am pleased to recommend for your approval the appointment of John Ulrich as Director of
Utilities. John brings 29 years of utilities experience to the position. He began his career
with Pacific Gas and Electric Co. as an Engineer Trainee. During his 26 years with PG&E,
Ulrich rose to Client Engineering Manager and developed a project management system for
100 simultaneous projects. As San Francisco Division Manager, Ulrich lead the organization
through the Loma Prieta earthquake and was named "Man of the Year" by the National
Electrical Contractors Association.
Ulrich’s most resent position was that of National Sales Director for UTILX, a Kent,
Washington-based company that provides services and products to install, replace and
renovate underground utilities.
John was selected from a final group of five candidates resulting from a nationwide search
which generated ! 50 applicants. He will be relocating with his wife, Sandra, from Issaquah,
Washington and plans to begin work on April 26.
Ulrich’s starting salary is $140,000 per year. I have authorized basic and optional relocation
benefits as provided under Section II. K of the Management Compensation Plan. A portion
of the relocation package under the Compensation Plan Heading of Additional Relocation
Benefits for Council-Appointed Officers, Assistant City Manager and Department Heads
requires City Council approval. As part of your action approving his appointment, I
recommend your approval of the following such benefits:
Additional Purchase Costs - For CAO/Assistant City Manager/department
heads only, up to 2 points on the purchase of a new residence are eligible for
inclusion in this program to a maximum of $15,000.

Rental Subsidy - If it is determined that by choice, or for whatever reason, the
new CAO/Assistant City Manager/department head will be a long-term renter,
the City may provide rental subsidies up to a maximum of $500/month for up
to 30 months.
According to the Compensation Plan, provision of these Additional Relocation Benefits is
contingent upon completion of a minimum of five year’s City employment. Failure to
complete the minimum term will require repayment of these benefits on a pro-rata basis
computed on the actual time of City service.
