SUBJECT:ACCEPTANCE OF OFFER TO PERFORM STRUCTURAL
ANALYSIS OF TOWER WELL
This is an informational report and no Council action is required.
BACKGROUND
Mr. Charles E. Philips has volunteered his services to City to conduct a structural analysis
of the Tower Well. Mr. Philips has offered to provide the City with a report on the Tower’s
structural integrity and a comparison with the 1994 Uniform Building Code seismic
¯ requirements (please see attached). Mr. Philips’ offer has been evaluated in accordance with
City Policy and Procedure 1-18, which addresses gifts of services to the City, and the
requirements of that procedure, including evaluation by the City’s Risk Manager, have been
completed. The City Manager has confm’ned acceptance of Mr. Philips’ offer. Mr. Philips
anticipates being able to provide his report in May or June 1999.

Re:Existing Water Tower Structure
205 Alma Street
Dear Council Members:
At the request of representatives of a group Of local people, Beth Bumennberg,
Susan Fra~nk, Fred Eyerly, Crystal Gamage, Liz Hogan, Nancy Huber, and Jim
Newton, seeking to preserve the water tower at 205 Alma Street, I have looked
at the concrete structure and feel that the concrete seems to be in a reasonably
good condition.
I would be willing to conduct a structural analysis of the tower and present a
report of its structural integrity and a comparison with the 1994 Uniform Building
Code seismic requirements.
I have been a resident of the City since 1961, enjoying all that offers, and
therefore I would do the work as a gift to the City of Pal0 Alto.
