HomeMy WebLinkAbout1999-03-01 City Council (7)City City of Palo Alto Manager’s Report TO:HONORABLE~CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PLANNING AND COMMUNITY ENVIRONMENT DATE:MARCH 1, 1999 CMR:161:99 SUBJECT:STANFORD UNIVERSITY’S 1997-98 ANNUAL REPORT ON SANTA CLARA COUNTY GENERAL USE PERMIT This is an information report and no Council action is required. BACKGROUND In 1989, Santa Clara County adopted a new General Use Permit (GUP) regulating development on unincorporated Stanford University (University) land. This GUP established maximum population and building area square footage for the campus and imposed numerous conditions. One requirement was the submittal of an Annual Report on the status of the GUP. The Annual Report will be reviewed by the Santa Clara County Planning Commission on March 4, 1999. DISCUSSION Staff received the Annual Report on January 22, 1999 and has reviewed the content. The report covers the fiscal and academic year starting September 1, 1997 and ending August 31, 1998. The Annual Report presents annual population and square footage data and outlines the University’s compliance with housing, transportation, and other conditions established in the GUP. Some of the salient points in the report: The 97-98 adjusted daytime population is 32,967 people. This is up 164 from 96-97 and 938 below the threshold of 33,905. 27,042 added square footage is reported for 97-98. The cumulative total square footage under the GUP is 1,653,430, leaving an available balance of 446,870 square feet. The Rich W. Lyman Graduate Residences (112 two-bedroom apartments) and the Schwab Residential Learning Center (220 graduate students and 60 beds for year- round Executive Education Program use) were completed and occupied. Removal of CMR:161:99 Page 1 of 3 the Manzanita Park trailers decreased student housing by 158 students for a total of 9,183 undergraduate and graduate students housed on campus. Marguerite shuttle lines use increased an average of 5 percent over the previous year, with a total ridership on the base system of 3,100 boardings per day. 307 additional secure bike parking spaces were added and the Clean Air Credit incentive commuter program had 2,329 participants. Stanford included in the report as Appendix A the November 1998 (revised January 1999) Status Report discussing development trends on campus, the University’s expectations for the remaining GUP square footage, and development plans beyond the limits of the GUP. This Status Report was requested by Santa Clara County Planning Office. Stanford’s expectations for the remaining square footage increment include a small storage facility for the Carnegie Institution, a small locker room expansion of the DeGuerre Aquatics Center, Alumni Center/office development, in fill and redevelopment housing at Escondido Village, a chemistry/biology laboratory, a mechanical engineering laboratory and removal of miscellaneous modular buildings. Applications for two additional housing projects (i.e., West Campus Drive site and Quarry/Arboretum site) are expected after the expiration of the existing GUP. Infill sites within the core campus for 35 to 40 faculty and staff Single family homes and apartments are being identified. The single family housing is exempt from the GUP and the two multiple family housing sites will be considered in the next general land use approval. Because some of the thresholds under the current GUP are being reached, a new General Land Use Plan and Permit will be required in the near future.
