SUBJECT:APPROVAL OF AMENDMENT NO. 1 TO CONSULTANT
CONTRACT WITH JAT COMPUTER CONSULTING, INC.
(C9109515) FOR THE LAWSON HUMAN RESOURCES AND
PAYROLL SYSTEM
RECOMMENDATION
Staff recommends that Council approve and authorize the Mayor to execute the attached
contract amendment with JAT Computer Consulting, Inc., increasing the contract amount by
$100,000, bringing the total contract amount to $156,000, and extending the contract to June
30, 1999. The contract is for programming services and software application development
associated with the Lawson Human Resources and Payroll System.
BACKGROUND
The Lawson Human Resources and Payroll System is the primary application used by the
Department of Human .Resources and Payroll Division of the Administrative Services
Department, to support their respective daily operations. A Systems Analyst position
remains open in the Information Technology (IT) Division to provide support for this
business-critical system. The City entered into a contract with JAT Computer Consulting,
Inc. on March 30, 1998 to provide the necessary system support while the City continues its
search for a full-time IT Systems Analyst.
The City issued a Request for Proposals to 19 finns on March 4, 1998. A total of five firms
submitted proposals. JAT Computer Consulting, Inc. was selected because of its extensive
experience in the Payroll and Human Resources fields and its demonstrated expertise with
the Lawson System.

DISCUSSION
The current contract with JAT Computer Consulting, Inc. in the amount of $56,000 expires
on March 31, 1999. Under the current contract, JAT Computer Consulting, Inc. provides
support to the City on a part-time basis. Staff recommends extending the contract through
June 30, 1999, and increasing the amount by $100,000, bringing the total contract value to
$156,000. This is required in order to retain a JAT consultant to provide support for the
system through the end of the fiscal year, including full-time support from January through
March 1999. This increased need is due to year end activities such as distribution of
employee W-2 forms, adjusted tax table rates, and installation of software upgrades to the
Lawson System.
RESOURCE IMPACT
Funds to cover the additional contract amount are available in the 1998-99 Administrative
Services Department operating budget, as a result of salary savings due to staffing vacancies.
POLICY IMPLICATIONS
This amendment does not represent any changes to existing City policies.
ENVIRONMENTAL ASSESSMENT
Approval of this contract amendment does not constitute a project under the California
Environmental Quality Act (CEQA), therefore, no environmental assessment is required.

the CITY OF PALO ALTO, a chartered city and a municipal corporation
of the State of California (~CITY"), and JAT Computer Consulting,
Inc., a California corporation located at 3478 Buskirk Avenue,

WHEREAS, the Contract was entered into between the
parties for the provision of consulting services for @upport of
CITY’s Lawson Software System; and
WHEREAS, the parties wish to amend the Contract;
NOW, THEREFORE, in consideration of the covenants, terms,
conditions, and provisions of this Amendment, the parties agree:

Section I, paragraph 1.2, is hereby amended

30, 1999, and may be extended by mutual written agreement of CITY
and CONTRACTOR."

SECTION 3. Except as herein modified, all other
provisions of the Contract, including any exhibits and subsequent
amendments thereto, shall remain in full force and effect.
