SUBJECT:APPROVAL OF RESOLUTION AUTHORIZING PAYMENT OF
EXPENSES FOR CERTAIN BOARDS AND COMMISSIONS
RECOMMENDATION
Staff recommends that the City Council approve the attached Resolution authorizing the
payment of expenses for Planning Commission, Architectural Review Board and the Human
Relations Commission members.
BACKGROUND
In 1973, the City of Palo Alto Municipal Code was amended to provide that boards and
commissions would serve without compensation, but the City Council could, by resolution,
authorize the reimbursement of expenses incurred for serving on a specified board or
commission. Resolution No. 4825, effective October 1, 1973, provided for the payment of
expense allowances to each member of the Architectural Review Board, Human Relations
Commission and Planning Commission in the amount of $25 per month. This amount
recognized that members of these bodies regularly incur incidental expenses for local
mileage, telephone calls, paperwork, and the like in their service to the City.
DISCUSSION
Some time after October 1, 1973, but more than four years ago, the expense reimbursement
amount was increased to $z~0 per month for members of the Architectural Review Board and
Planning Commission. In attempting to document the authority for and amount to be paid
to members of these bodies, staff has been unable to locate evidence approval of the increase.
The attached resolution will ratify existing practice of many years to pay an expense
allowance of $40 per month to members of the Architectural Review Board and Planning
Commission.

The approval of the resolution in Exhibit A does not represent any change to existing City

RESOLUTION NO.
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ESTABLISHING AN EXPENSE ALLOWANCE SCHEDULE FOR
MEMBERS OF THE ARCHITECTURAL REVIEW BOARD, HUMAN
RELATIONS COMMISSION, AND PLANNING COMMISSION;
RATIFYING PAST PAYMENTS; AND RESCINDING RESOLUTION
NO. 4825
WHEREAS, Section 2.16.030 of the Palo Alto Municipal Code
provides that the "City Council, by resolution, may establish an
expense allowance schedule at fixed periodic rates for any or all
boards and commissions, based upon estimated expenditures by
members of a particular board or commission over an extended period
of time, to reimburse such members for expenses incurred in their
service as members thereof"; and
WHEREAS, pursuant to Resolution No. 4825, adopted
September 24, 1973, the City Council established an expense
allowance schedule for members of the Architectural Review Board,
the Human Relations Commission andthe Planning Commission, and
authorized payment of $25.00 per month without submittal of a
payment request for members of each of those bodies; and
WHEREAS, at some unknown time after adoption of Resolution
No. 4825, payments of $40.00 per month began to be made to members
of the Planning Commission and Architectural Review Board without
City Council approval; and
WHEREAS, this Council desires to officially establish the
payments at $40.00 per month for members of the Planning Commission
and Architectural Review Board and to ratify the $40.00 per month
payments that have been made in the past.
NOW, THEREFORE, the Council of the City of Palo Alto does
RESOLVE as follows:
SECTION i. The Council hereby establishes and authorizes
payment of the following expense allowance to each member of the
bodies designated below without submittal of a payment request:
Architectural Review Board
Human Relations Commission
Planning Commission
$40.00 per month
$25.00 per month
$40.00 per month
SECTION 2. The Council hereby ratifies any and all monthly
payments of $40.00 that have been made to members of the Planning
Commission and Architectural Review Board.
