HomeMy WebLinkAbout1999-01-11 City Council (11)City City of Palo Alto Manager’s Report TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PLANNING AND COMMUNITY ENVIRONMENT DATE:JANUARY 11, 1999 CMR: 116:99 SUBJECT:DATE CHANGE FOR HISTORIC PRESERVATION PUBLIC MEETING This is an informational report and no Council action is required. Its purpose is to inform the Council that the date for the Community Forum on the draft Historic Preservation Ordinance originally scheduled for January 14 has been changed to January 23, 1999. DISCUSSION In May 1998, Council delayed action on the draft permanent Historic Preservation Ordinance and directed staff to seek additional public input. To this end, an ombudsman was hired to meet with property owners, realtors, design professionals, preservationists and other interested parties. Staff also retained a public outreach consultant to assist in the planning of public participation events. Two round tables were held with invited neighborhood associations, business groups and historic preservation organizations in November and December 1998. An open community forum was originally scheduled and advertised for January 14. When originally scheduled, the meeting was expected to be an outreach meeting for the general public, and the January 14 date was selected to provide as much time as possible prior to the City Council hearing on the draft ordinance in mid-February. Following the discussion and action by City Council on various issues related to the draft ordinance on December 7, 8 and 14, and the second round table on December 15, staff concluded that the public would be better served if the January Community Forum were organized more specifically for people directly impacted by the pending regulations. CMR: 116:99 Page 1 Since the historic survey consultants will be providing the revised list of Study Priority List properties on January 15, the public meeting date was Changed to January 23 so that property owners likely to be affected by the historic regulations could be individually notified and invited to attend the meeting. A press release will be sent to the local media in order to notify the public of this change in dates. This staff report will also be sent to interested community leaders and groups who have been previously engaged in the public outreach process.
