ACCEPTANCE OF CALIFORNIA ARTS COUNCIL GRANT -
BUDGET AMENDMENT ORDINANCE FOR $13,401
RECOMMENDATION
Staff recommends that the City Council adopt the attached Budget Amendment Ordinance
accepting the California Arts Council Grant of $13,401 for the exhibition and education
programs at the Palo Alto Art Center.
BACKGROUND
Every year since 1987, the Palo Alto Art Center has applied to the California Arts
Council’s Organizational Support Program and has been awarded grants to the Visual Arts
Program of the Palo Alto Art Center in support of exhibitions and related arts
programming.
DISCUSSION
Funds have been designated for general operating support in the areas of cultural
presentations, exhibitions, publications, and public relations. The aim of the grant funding
will be to strengthen the quality and visibility of the exhibition and education program,
thereby increasing the audience for the Visual Arts.
RESOURCE IMPACT
No resource impact. This request is a one-time expense and there are not future year
resource needs anticipated as a result of this BAO.The California Arts Council Grant
provides matching funds for exhibitions; "equitable artists; and lecture fees, outreach and
public relations materials; and exhibition and workshop/studio supplies and materials. The
funds necessary to match the grant has been budgeted in the Visual Arts major activity
budget for 1998-99.

This recommendation is consistent with existing City policies.

This program is not a project as def’med by the California Environmental Quality Act
(CEQA) and is not subject to CEQA requirements.

ORDINANCE NO.
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO
AMENDING THE BUDGET FOR THE FISCAL YEAR 1998-99 TO ACCEPT
A $13,401 GRANT FROM THE CALIFORNIA ARTS COUNCIL AND TO
PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COMI4UNITY
SERVICES DEPARTMENT OF $13,401
WHEREAS, pursuant to the provisions of Section 12 of Article
III of the Charte~ of the City of Palo Alto, the Council on June
22, 1998 did adopt a budget for fiscal year 1998-99; and
WHEREAS, the California Arts Council has awarded a matching
grant of $13,401 to the City of Palo Alto to strengthen the quality
and visibility of the exhibition and education program, thereby
increasing the audience for the visual arts; and
WHEREAS, the funds necessary to match the grant have been
included in the Arts and Culture functional area budget for 1998-99;
and
WHEREAS, City Council authorization is needed to accept and
expend the grant receipts; and
WHEREAS, the additional appropriation of funds is for a one-
time expenditure and no future year General Fund ongoing costs are
anticipated; and
WHEREAS, City Council authorization is needed to amend the
1998-99 budget as hereinafter set forth.
NOW, THEREFORE, the Council of the City of Palo Alto does
ORDAIN as follows:
SECTION i. Grant revenue in the Visual Arts Functional Area
of the Community Services Department is increased by Thirteen
Thousand Four Hundred and One Dollars ($13,401) for receipt of the
California Arts Council Funds.
SECTION 2. The sum of $13,401 is hereby appropriated to non-
salary expenses in the Visual Arts Functional Area in the Community
Services Department.
.SECTION 3.This transaction will have no impact on reserves.
SECTION .4.As specified in Section 2.28.080(a) of the Palo
Alto Municipal Code, a ~two-thirds vote of the City Council is
required to adopt this ordinance.
SECTION 5. The Council of the City of Palo Alto hereby finds
that this is not a project under the California Environmental
Quality Act and, therefore, no environmental impact assessment is
necessary.
SECTION 6. As provided in Section 2.04.350 of the Palo Alto
Municipal Code, this ordinance shall become effective upon adoption.
