REQUEST This report requests the Council’s approval of proposed amendments to the existing temporary employment services agreements with Kelly Temporary Services, Inc., Roberta Enterprises, Inc., and Wollborg-Michelson Personnel Services, Inc. to extend the contracts for a ninety-day period beginning December 1, 1996 to February 28, 1997. RECOMMENDATIONS Staff recommends that Council approve the extension of the temporary employment services agreements with Kelly Temporary Services, Inc., Roberta Enterprises, Inc., and Wollborg- Michelson Personnel Services, Inc. for a ninety-day period beginning December 1, I996 through February 28, 1997 at the current rates. POLICY IMPLICATIONS These contract amendments do not raise any issues about changes to existing City policies. EXECUTIVE SUMMARY The City spent approximately $516,458 in fiscal year 1995-96 for temporary employment services. Such services are utilized where agency employment is more cost effective and efficient than hiring temporary employees directly onto the City payroll. For the past three years, the City has had three agencies under contract to provide temporary employees to City departments on an as-needed basis: Kelly Temporary Services, Inc., Roberta Enterprises, Inc., and Wollborg-Michelson Personnel Services, Inc. All three agencies provide the same basic services and all three contracts were negotiated with the same overhead rates. Having three contracts assures that the agencies remain competitive in terms of providing the highest quality service and temporary employees, as City departments are free to select any one of the three contracted agencies to fill their staffing needs. CMR:447:96 Page 1 of 2 These contracts were previously extended for a one-year period and will expire November 30, 1996. Staff is requesting an additional ninety-day extension of these contracts from December 1, 1996 to February 28, 1997. The purpose for the extension request is to allow sufficient time to: 1) expand the scope and types of services to be provided under the City’s temporary employment services agreements; 2) conduct a comprehensive bidding process; and 3) complete subsequent negotiations of new" temporary agency contracts. In response to departmental needs, the Human Resources Department (HRD) staff will be expanding the scope and type of services to be provided under the City’s temporary employment services agreements. The services requested will include temporary staffing for Information Technology (IT), Finance/Accounting, and potentially other technical (e.g., engineering) positions and establishing a pool of temporary clerical/admini- strative staff who have a familiarity with City departments and their programs, policies and systems. Additional time is needed to develop the Request For Proposal, to evaluate the bids that are submitted and to negotiate the best possible set of contracts for the City. FISCAL IMPACT No additional funding is required for these contracts as temporary employment services are budgeted in departmental budgets each year. This Amendment No.2 to Contract No. C3037888 ("Contract") is entered into , by and between the CITY OF PALO ALTO, a chartered city and a municipal corporation of the State of California, and KELLY SERVICES, INC., a California corporation, located at 2470 E1 Camino Real, Suite 102, Palo Alto, CA 94306. RECITALS: WHEREAS, the Contract was entered into between the parties for the provision of temporary employment services; and WHEREAS, the parties wish to amend the Contract; NOW, THEREFORE, in consideration of the covenants, terms, conditions, and provisions of this Amendment, the parties agree: SECTION I. Section 5 is hereby amended, in whole or in part, to read as follows: "This agreement shall commence on December i, 1992 and shall continue in full force and effect until February 28, 1997 or until terminated as provided herein."
