REOUEST
This is a request for approval of an amendment to contract #$5050791 with the Wakenhut
Corporation in the amount of $32,340 for an additional security attendant at the City’s
Municipal Service Center (MSC).
RECOMMENDATIONS
Staff recommends that Council approve and authorize the Mayor or her designee to
execute the amendment to the attached service contract with the Wakenhut Corporation,
in the amount of $32,340 for security services at the Municipal Service Center, Lot Q and
Cowper/Webster Garage.
POLICY IMPLICATIONS
The award of this contract amendment is consistent with existing policies.
EXECUTIVE SUMMARY
The work to be performed under the contract and amendment is to provide security at the
MSC, Lot Q and Cowper/Webster Garage. The main entrance to the MSC is staffed by
a uniformed security attendant. The security attendant’s responsibilities have increased to
include opening and closing all gates and entrances including the employee parking lot and
personnel gates; raising, lowering and storage of flags; screening of visitors and delivery
persons; directing public to meetings and appointments within the MSC; gate controls;
securing the facilities; patrolling the grounds and parking enforcement. To assure
continuous entrance coverage, these duties require two attendants during MSC operational
hours.

FISCAL IMPACT
Funds for this service are included in the FY 1996-97 Public Works operating budget.
ENVIRONMENTAL ASSESSMENT
This project is categorically exempt from the provisions of CEQA and no further
environmental review is necessary.

Report in Brief
This report recommends that Council award a contract to The
Wackenhut Corporation in the amount of $85,335 per year for
security services at the City’s Municipal Service Center (MSC)
and the parking facilities located at Lot Q (High St. between
University and Lytton) and the Webster/Cowper garage. The
contract was bid for 36 months, for a total amount of $256,005.
PrOviding security services is an on-going operation and for this
reason, contracting for a three year period ensures a lower rate
for the services while also reducing the administrative costs
associated with the preparation of request for proposals and
contract awards. First year funding for secu9ity services at the
MSC location is budgeted in :the Public Works and Utilities
Departments’ FY 1994-95 operating budgets. Funding for the first
year of security patrol at the two parking facilities is bud~$ted
in the Police Department’s FY 1994-95 operating budget. Fu~iding’
for the remaining-two years of the contract will be contingent
upon Council approval of the budget for each subsequent year.
Background
In order to provide security at the MSC, the City contracts for
staffing of the gatehouse by a uniformed attendant. Security
services at the MSC have been provided at this .location since the
yard opened in 1968. The security attendant’s responsibilities
include but are not limited to, uniocking/locking gates,
screening visitors and confirming their appointments, and fooi
patrol of the yard. The presence of a security attendant deters
theft by preventing unau%horized persons from entering the.yard.

On January ~24, 1994, the City council approved implemehtation of
security measures at the parking facilities located at Lot Q and
the Webster/Cowper garage, as a result of a Counci!-directed
evaluation of these locations. This agreement will provide roving
security between the two facilities from 5:00 a.m. unti! i0:00
p.m., five days a week. The security guard will patrol all levels
of the parking, structures" checking for suspicious persons,
vehicles, skateboarders, transients, and any other security related
issues directed by the Palo Alto Police Department.
Bid packages were sent to nine contractors. Bids were received
from two contractors as.shown on the attached summary (Attachment
A). Wells Fargo Guard Services was unable to meet all City
contract requirements and has subsequently withdrawn the submitted
bid. .Staff recommends that the bid submitted by The Wackenhut
Corporation for $85,335 per year, be determined by Council to be
the lowest, responsible bid and that the contract be awarded
accordingly. The total cost for the three year term of the
contract is $256,005. ~
Recommendations
Staff recommends that Council:
Approve and authorize the Mayor to execute the ittached
one year contract, with options for two additiona! years,
with The Wackenhut Corporatign in an amount not-to-exceed
$85,335 per year for security services at the Municipal
Service Center and the parking facilities located at Lot.
Q and the .Webster/Cowper garage. ~.
0 Authorize the City Manager or her designee to exercise at
her discretion, the options for the second and third year
and execute amendments for service related to or
incidenta! to the scope of services, the total value of
which shal! not exceed $12,000 per year, and execute .any
other documents necessary to implement the second and
third year of the contract if the options to renew are
exercised.

("Agreement") is entered into , by and between the
CITY OF PALO ALTO ("CITY"), and THE WACKENHUT CORPORATION, a Florida
corporation, with offices located at 3333 Bowers Avenue, Suite 190,
Santa Clara, CA 95054 ("CONTRACTOR").
R, E C I T A L S:
WHEREAS, the Agreement was entered into between the
parties for the provision of security services’; and
WHEREAS, the parties wish to. amend the Agreement;.
NOW, THEREFORE, in consideration of the covenants, terms,
conditions, and provisions of this Amendment, the parties agree:
SECTION i. The following exhibit to the Agreement is
hereby amended to read as set forth in the attachment to this
Amendment, which is incorporated in full by this reference:

Scope of Work: To provide the following security assignments.
A.Contractor shall furnish two uniformed Security Attendants at the City’s ’
Municipal Service Center from 5:30 am to 5:3Opm everyday, Monday through
Friday, inclusive, except for City holidays.
B.Contractor shall make available a uniformed security attendant at all times other
than set forth in section A (above), for emergency or special programs.
C.Post Orders
1.Hours: 5:30 am to 5:30 pm.

3.Vehicle Registration
All non-City approyed vehMes must register in and out of the MSC w~th
the Security Attendant. No private vehicles will be allowed in the

vehicles with MSC parking permits need not register. .
4.Confirmation of Appointments
Any_visitor to the MSC, (i.e. salespersons, public, etc.) must obtain .
contlrmation by. Phone from the persons which the visitor is to meet with
prior to being allowed inside theMSC compound. The Security Attendant
will not allow anyone inside the MSC without obtaining authorization.

During these patrols the Security Attenclant will check for the following:
a.Unauthorized vehicles.
b.Unauthorized visitors.
c.Safety hazards.
Securing the MSC
At 5:15 pm daily the Security Attendant will perform the following close-
up duties:
ao Check and lock the main exterior doors in Buildings A, B, and C.
Close and lock all employee pedestrian gates.
Close and lock all employee parking gates (if all autos are gone).
Lower flags.
e.Secure front gates.

Division, of the Public Work Department. All of this location’s invoicing
and correspondence.is directed, to the Project Manager, Mr. Thorn Macway

Roving Patrol
After the initial checking and patrolling of the two parking facilities, the security
g.uard will rove and patro! Parking Lot Q and Cowper/Webster Garage (will
alternate patrol between the two facilities every hour). Except between the hours
of 7pm to 10pm, alternatiang w_ill t.ake.place every 30 minutes. The security
guard will stay in each facihty/0r the cluration of each patrol, (this is subject to
unscheduled monitoring by the Police Department).

Terms of Contract: The intended term of this contract shall be over a period of thirty-six
.(36) months fronKJ.uly 1, 1994 through June 30, 1997, subject to yearly funding approvalbythe Palo Alto City Council. See Part I_I, Supplementary Instructions to Bidders,SECTION 00120-6.0 of Bid documents tor the details of the Term of Agreement.
Basis of A~vard of Contract: This contract shall be awarded to the most responsive,qualified bidder who proposes to furnish the services specified above at the lowest
