RECOMMENDATIONS Staff recommends that Council approve and authorize the Mayor or her designee to execute the amendment to the attached service contract with the Wakenhut Corporation, in the amount of $32,340 for security services at the Municipal Service Center, Lot Q and Cowper/Webster Garage. POLICY IMPLICATIONS The award of this contract amendment is consistent with existing policies. EXECUTIVE SUMMARY The work to be performed under the contract and amendment is to provide security at the MSC, Lot Q and Cowper/Webster Garage. The main entrance to the MSC is staffed by a uniformed security attendant. The security attendant’s responsibilities have increased to include opening and closing all gates and entrances including the employee parking lot and personnel gates; raising, lowering and storage of flags; screening of visitors and delivery persons; directing public to meetings and appointments within the MSC; gate controls; securing the facilities; patrolling the grounds and parking enforcement. To assure continuous entrance coverage, these duties require two attendants during MSC operational hours. CMR:405:96 Page 1 of 2 FISCAL IMPACT Funds for this service are included in the FY 1996-97 Public Works operating budget. ENVIRONMENTAL ASSESSMENT This project is categorically exempt from the provisions of CEQA and no further environmental review is necessary. Lot O and Webster/Cowper Qarages Members of the Council: Report in Brief This report recommends that Council award a contract to The Wackenhut Corporation in the amount of $85,335 per year for security services at the City’s Municipal Service Center (MSC) and the parking facilities located at Lot Q (High St. between University and Lytton) and the Webster/Cowper garage. The contract was bid for 36 months, for a total amount of $256,005. PrOviding security services is an on-going operation and for this reason, contracting for a three year period ensures a lower rate for the services while also reducing the administrative costs associated with the preparation of request for proposals and contract awards. First year funding for secu9ity services at the MSC location is budgeted in :the Public Works and Utilities Departments’ FY 1994-95 operating budgets. Funding for the first year of security patrol at the two parking facilities is bud~$ted in the Police Department’s FY 1994-95 operating budget. Fu~iding’ for the remaining-two years of the contract will be contingent upon Council approval of the budget for each subsequent year. Background In order to provide security at the MSC, the City contracts for staffing of the gatehouse by a uniformed attendant. Security services at the MSC have been provided at this .location since the yard opened in 1968. The security attendant’s responsibilities include but are not limited to, uniocking/locking gates, screening visitors and confirming their appointments, and fooi patrol of the yard. The presence of a security attendant deters theft by preventing unau%horized persons from entering the.yard. CMR:326:94 1 On January ~24, 1994, the City council approved implemehtation of security measures at the parking facilities located at Lot Q and the Webster/Cowper garage, as a result of a Counci!-directed evaluation of these locations. This agreement will provide roving security between the two facilities from 5:00 a.m. unti! i0:00 p.m., five days a week. The security guard will patrol all levels of the parking, structures" checking for suspicious persons, vehicles, skateboarders, transients, and any other security related issues directed by the Palo Alto Police Department. Bid packages were sent to nine contractors. Bids were received from two contractors as.shown on the attached summary (Attachment A). Wells Fargo Guard Services was unable to meet all City contract requirements and has subsequently withdrawn the submitted bid. .Staff recommends that the bid submitted by The Wackenhut Corporation for $85,335 per year, be determined by Council to be the lowest, responsible bid and that the contract be awarded accordingly. The total cost for the three year term of the contract is $256,005. ~ Recommendations Staff recommends that Council: Approve and authorize the Mayor to execute the ittached one year contract, with options for two additiona! years, with The Wackenhut Corporatign in an amount not-to-exceed $85,335 per year for security services at the Municipal Service Center and the parking facilities located at Lot.
