SUBJECT:Pollution Prevention Week 1996
REQUEST
This report requests that Council approve a proclamation declaring September 16-22, 1996
as Pollution Prevention Week 1996 in Palo Alto.
RECOMMENDATIONS
Staff recommends that Council approve the attached proclamation.
POLICY IMPLICATIONS
Participating in Pollution Prevention Week continues the policy of promoting pollution
prevention to protect the environment.
EXECUTIVE SUMIVIARY
For the last three years, City staff have participated in local and regional programs
celebrating Pollution Prevention Week. Pollution Prevention Week is now a national
event, which local governments across the United States will recognize. Council is being
requested to adopt the attached proclamation to designate September 16 to 22, 1996 as
Pollution Prevention Week in Palo Alto.
City staff actively promote pollution prevention in our community throughout the year,.
Special activities planned for Pollution Prevention Week 1996 include:
Hosting a workshop called "Successful Pollution Prevention" that will highlight the
outstanding efforts of several local metal finishers arid printed circuit board
manufacturers that implemented pollution prevention projects at their facilities;
Giving a presentation to the California Water Environment Association Northern
Regional Training Conference on designing a water pollution prevention program;
Conducting a special mailing of pollution prevention information to local
businesses; and

Continuing ongoing efforts in cooperation with other agencies to educate local
businesses and members of the public about the economic and environmental
benefits of implementing pollution prevention.
FISCAL IMPACT
Participating in Pollution Prevention Week has no fiscal impact for the City.
ENVIRONMENTAL ASSESSMENT
City participation in Pollution Prevention Week does not constitute a project under the
California Environmental Quality Act and, therefore, an environmental assessment has not
been performed.

environmental regulation; and -
WHEREAS,"POLLUTION PREVENTION WEEK" is an Opportunity for. governrhent, industry,
and environmental organizaiions tO recogr~ize the pbtential of pollution prevention
and to work together_to plan for aprosperous and sustainable future.
NOW, THEREFORE, I, LANIE WHEELER, Mayor of the Cit2 of Palo Alto, do hereby proclaim
September 1, 6-22, 1996, as "POLI_2UTION PREVENTION WEEK" and hereby urge
all community members and businesses of Palo Alto t.o participate in local and
regional celebratory and ~ducational activit~ies. : -, " ’_
