LAW ENFORCEMENT SERVICES - EAST PALO ALTO
REQUEST
This report provides Council with information about the status of law enforcement services in
East Palo Alto. No council action is requested.
RECOMMENDATIONS
This is an informational report only. No Council action is required.

There are no policy implications.
EXECUTIVE SUMMARY
On July 9, 1996, the City of East Palo Alto entered into an agreement with the County of San
Mateo for law enforcement and communications services. The agreement commenced on
July 1, 1996 and will have a term of two years, with an evaluation to occur between March 1
and April 30, 1997. Also, by way of mutual agreement, the agreement may be extended to
June 30, 2000. As a result of this agreement, the following law enforcement services will be
provided by the San Mateo County Sheriff: emergency (911) dispatching, training, investigative
service support, patrol service support and school-based prevention programs.
Presently, law enforcement services in East Palo Alto are supplemented by the San Mateo
County Sheriff and the California Highway Patrol. On July 1, 1996, two Menlo Park police
officers concluded their assignments in East Palo Alto in order to handle other law enforcement
needs in the Belle Haven neighborhood of Menlo Park. Also, during the past year, the
California Highway Patrol has reduced staffing levels in East Palo Alto and will continue to do
so throughout this calendar year.
In discussions with East Palo Alto staff, staff has been informed that Palo Alto Police
Department resources are not required in East Palo Alto. Additionally, there are no plans to
request any future long-term police assistance.

The Palo Alto Police Department will continue to work cooperatively with East Palo Alto as
occasions present themselves. Additionally, we will continue to respond to emergencies in East
Palo Alto as assistance is requested.
Staff will keep Council informed if there are any changes or requests for special assistance.
FISCAL IMPACT
There is no fiscal impact associated with this report.
ENVIRONMENTAL ASSESSMENT
This is not a project as defined by the California Environmental Quality Act and is not subject
to CEQA requirements.
