HomeMy WebLinkAbout1996-08-05 City Council (31)TO: City of Polo Alto Manager’s Report HONORABLE CITY COUNCIL 6 FROM:CITY MANAGER DEPARTMENT: Community Services AGENDA DATE: August 5, 1996 CMR: 348:96 SUBJECT:Arts Council of Santa Clara County Grant - Budget Amendment Ordinance The purpose of this report is to request Council’s approval of an ordinance amending the budget for fiscal year 1996-97 to reflect the award of a $6,014 matching grant from the Arts Council of Santa Clara County, Organizational Enhancement Fund grant to the Arts and Culture Division’s Visual Arts Program. RECOMMENDATIONS Staff recommends that Council adopt the attached Budget Amendment Ordinance accepting the Arts Council of Santa Clara County grant of $6,014 into the 1996-97 Arts and Culture Division’s Visual Arts major activity budget for the exhibition and education programs at the Palo Alto Cultural Center. POLICY IMPLICATIONS This report does not represent any change to existing policies. EXECUTIVE SUMMARY Since 1986, the Arts Council of Santa Clara County has awarded grants to the Visual Arts program in support of exhibition programming at the Cultural Center. The most recent grant is in support of the Cultural Center’s juried exhibition of local artists, Radius 1996, the spring exhibition; Mingei & Merchants, Japanese folk art, prints, and furnishings, and The Intimate Brush:. Contemporary Asian Women Artists, presenting small scale works and installations exploring contemporary issues and identity. This grant has been received by the Visual Arts program through the Arts Council of Santa Clara County PARTNERS program, made possible in part by the Community Foundation of Santa Clara County. In the current fiscal year, these funds have been designated for general operating support, to provide an ongoing exhibition of the area’s emerging artists, and continuing efforts to reach a broad and expanded population. CMR: 348:96 Page 1 of 2 The funds will strengthen the quality and visibility of the exhibition and education program, and thereby increase the audience for the visual arts. FISCAL IMPACT The Arts Council of Santa Clara County grant provides matching funds for exhibitions, equitable artists’ and lecture fees, outreach and public relations materials, and workshop/studio supplies and materials. The funds necessary to .match the grant have been budgeted in the Visual Arts major activity budget for 1996-97. ENVIRONMENTAL ASSESSMENT The program is not a project as defined by the California Environmental Quality Act and is not subject to CEQA requirements. ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE BUDGET FOR THE FISCAL YEAR 1996-97 TO PROVIDE AN ADDITIONAL APPROPRIATION FOR THE COM}{UNITY SERVICES DEP~RTMENT TO RECEIVE MATCHING GRANT FUNDS FROM THE ARTS COUNCIL OF SANTA CLARA. WHEREAS, pursuant to the provisions of Section 12 of Article III of the Charter of the City of Palo Alto, the Council on June 24, 1996 did adopt a budget for fiscal year 1996-97; and WHEREAS, the Arts Council. of Santa Clara County provides matching grant funds for exhibitions, artist and lecture fees, outreach and public relations materials, and workshop/study supplies and materials; and WHEREAS, the Visual Arts program was awarded an Arts Council grant in the amount of $6,014 to support exhibition and education programs at the Palo Alto Cultural Center; and WHEREAS, appropriation of these funds will require an amendment to the budget, as hereinafter set forth. NOW, THEREFORE, the Council of the City of Palo Alto does ORDAIN as follows: SECTION i. The sum of Six Thousand Fourteen Dollars ($6,014) is hereby appropriated to non-salary expenses in the Functional Area Arts and Culture in the Community Services Department, and Grant Revenue is correspondingly increased. SECTION 2. This transaction will have no impact on reserves. SECTION 3. As specified in Section 2.28.080(a) of the Palo Alto Municipal Code, a two-thirds vote of the City Council is required to adopt thisordinance. SECTION 4. The Council of the City of Palo Alto hereby finds that this is not a project under~ the California Environmental Quality Act and, therefore, no environmental impact assessment is necessary. SECTION 5. As provided in Section 2.04.350 of the Palo Alto Municipal Code, this ordinance shall become effective upon adoption.
