SUBJECT:Status Report on City of Mountain View’s Charleston Slough Habitat
Enhancement Project
REQUEST
This is an informational report on the status of the City of Mountain View’s Charleston Slough
Habitat Enhancement Project, which includes truck access along the Palo Alto Flood Basin
levee.
POLICY IMPLICATIONS
This informational report does not contain any changes to existing City policy.
EXECUTIVE SUMMARY
On July 6, 1995, staff submitted a report to Council describing the City of Mountain~View’s
Charleston Slough Habitat Restoration Project (CMR:325:95). The project will restore tidal
exchange and tidal marsh conditions to Inner Charleston Slough (see vicinity map, Attachment
1). The limits of the work are completely outside the City of Palo Alto. In order to access the
work site, however, construction equipment will need to travel along a one-mile portion of the
Palo Alto Flood Basin levee, (see site map, Attachment 2). On July 11, 1995, staff issued an
encroachment permit for construction access to the City of Mountain View, and the work was
originally scheduled to begin in October 1995. The project was postponed until 1996 because
Mountain View was not able to obtain all of the necessary regulatory permits.
All the approvals have now been received, and Mountain View is prepared to start work in mid-
August. The work will be completed prior to February 1, 1997, in order to avoid disturbance
to sensitive species that seasonally inhabit the site. In order to assure public safety, the levee
will be closed between 8:00 a.m. and 5:00 p.m. whenever trucks are hauling materials. The
levee will remain open on those weekdays when there is no truck traffic and on all evenings and
weekends. In advance of the actual work, Mountain View staff will conduct an outreach
program to explain their enhancement project and advise the public of the levee closure policy.
They will install advisory closure signs at the entrances to the levee trail and will coordinate
with Pal0 Alto Baylands ranger staff throughout the project.

FISCAL IMPACT
The City of Mountain View has paid the City an encroachment permit fee to cover the cost of
City administration and inspection.
ENVIRONMENTAL ASSESSMENT
The Bay Conservation and Development Commission (BCDC) is the lead agency for the
Charleston Slough Habitat Enhancement Project for CEQA purposes. City staff reviewed the
environmental assessment prepared for the project and submitted comments to ensure that
potential project impacts to City facilities or services would be mitigated. BCDC certified the
environmental assessment at its meeting on October 19, 1995.
