Staff also recommends that a Budget Amendment Ordinance (BAO) for $39,000 be approved by Council to transfer funds t~om the University Avenue Parking Permit Fund Reserve to CIP 19410. This amount also allows for a 10 percent contingency. RECOMMENDATIONS Staff recommends that Council: 1.Approve the attached Budget Amendmem Ordinance in the amount of $39,000 to fund the fabrication and installation of signs for the Civic Center Parking Garage. Approve and authorize the Mayor to execute the attached contract with Mina-Tree Signs Inc., in-the amount of $62,336 for the Civic Cemer Parking Garage Signage Project- CIP 19410. Authorize the City Manager or her designee to negotiate and execute one or more change orders to the contract with MinaoTree Signs Inc. for related, additional but unforeseen work which may develop during the project, the total value of which change orders shall not exceed $6,000. POLICY IMPLICATIONS The award of this contract is consistent with existing policies. CMR:345:96 Page 1 of 3 EXECUTIVE SUMMARY Project Description The original scope of work developed for the Civic Center Garage Improvements Project (CIP 19410) provided for the addition of signs to those areas lacking any signage. As the cleaning and painting of the garage neared completion, it became apparent that some expansion of the original signage plan was needed. A committee was convened consisting of City staff from the Police, Planning, and Public Works Departments, and representatives from the Downtown Merchants and Chamber of Commerce. The Committee worked closely with a signage consultant, Kate Keating, to develop an expanded signage program which provides direction to both vehicular and pedestrian traffic within the garage. The work to be performed under this contract is for the fabrication and installation of signs for the Civic Center Parking Garage which will improve the functionality of the garage and will enhance the ability to provide efficient parking regulation enforcement. This is the last phase of the Civic Center Garage Renovation Project. Previously completed were power washing, painting, and. lighting repairs. Bid Process A notice inviting formal bids for the Civic Center Parking Garage Signage Project was sent on April 16, 1996 to eight contractors. The bidding period was 21 days, allowing for a standard bid process with no subcontractor. A pre-bid meeting was held on April 30, 1996; five bidders attended the meeting. Bids were received from four qualified contractors on May 7, 1996, as listed on theattached bid summary (Attachment A). Bids ranged from a high of $98,516 to a low bid of $62,336. Contractors not responding indicated that they did not submit a bid because they were unable to handle this type of signage fabrication; or were unable to handle a project of this size at this time. Staff has reviewed all bids submitted and recommends that the bid of $62,336 submitted by Mina-Tree Signs Inc. be accepted and that Mina-Tree Signs Inc. be declared the lowest responsible bidder. The bid is 16 percent below the engineer’s estimate of $75,000. The change order amount of $6,000, which equals approximately 10 percent of the total contract, is requested to cover the cost of any unforeseen condition during fabrication and installation. Staff checked references supplied by the contractor for previous work performed by Mina- Tree Signs Inc. and found no significant complaints. Staff also checked with the Contractor’s State License Board and found that the contractor has an active license on file. FISCAL IMPACT The expansion of the original signage plan is beyond the amount originally budgeted for this project, therefore, a transfer of $39,000 is requested from the University Avenue Parking Permit Fund Reserve per the attached BAO, to supplement funding appropriated in Civic CMR:345:96 Page 2 of 3 Center Garage Improvements - CIP 19410. This $39,000 will have no impact on the stabilization reserve for the recently adopted 1996-97 budget. ENVIRONMENTAL ASSESSMENT This project is categorically exempt from the provisions of CEQA (Section 15301) and no further environmental review is necessary. ~ ATTACHMENTS A - Bid Summary B - Budget Amendment Ordinance C - Contract PREPARED BY: DEPARTMENT HEAD REVIEW: Karen Smith, Facilities Manager GLENN S.
