HEWLETT-PACKARD CORPORATION FOR COMPUTER
SOFTWARE SUPPORT AND HARDWARE MAINTENANCE
REQUEST
The purpose of this report is to request Council approval for seven contracts with Hewlett-
Packard (HP) Corporation, in the total amount of $128,574 per year for two years, for
computer sot~are and hardware maintenance and support. This cost reflects a 10 percent
discount on the standard contract cost, which HP offers for a two-year agreement.
RECOMMENDATION
1. Staff recommends that the Council authorize the Mayor to execute the attached
contracts for a period of two years with Hewlett-Packard to support and maintain the
City’s Hewlett-Packard computer systems at an annual cost of $128,574.
Staff recommends that Council authorize the City Manager to approve increases to
the support and maintenance contracts during those two years for any additions or
upgrades to the software and hardware, or due to a rise in inflation costs passed on
by the vendor, provided that Council has appropriated funds for those purposes.
POLICY IMPLICATIONS
This report does not propose any change to existing City policies.
BACKGROUND
The City of Palo Alto has utilized HP equipment and software since 1985. The relationship
has worked to the City’s benefit, as HP is a leader in the client/server environment and offers

a full line of services, computer, hardware, software, and peripherals to its customers. The
City utilizes six HP mid-range computers, consisting of three HP3000s and three HP9000s.
These computers are used to process the City’s fmancial systems, payroll, E-mail, document
management systems for the Police and Fire Departments, utility billing and information
system, building inspection system, fire incidents and hazardous material systems, and
optical imaging systems for the Police, Building, Fire, and Utilities Departments. Hardware
includes the computers and all associated peripherals, such as disk drives, tape drives, CD-
ROM jukeboxes, and centralized printers. In addition, HP provides operating system
software, print servers, file transfer, and network analysis, which are all essential to the
functioning and integration of the City applications and hardware.
DISCUSSION
Seven contracts are recommended for Council approval for maintenance of computer
software and hardware. For software maintenance, HP is the exclusive source. Software
provided by HP can be maintained and supported only by HP system engineers because of
its proprietary nature. Therefore, competitively bidding software maintenance and support
is not an option. HP’s cooperation, performance, and service response have been more than
satisfactory over the past three years, and they are familiar with the City’s needs.
In contrast, HP is not the only source for maintenance of HP hardware and peripheral
equipment. However, due to the complexity of the hardware networking and the interfacing
with HP operating software, staff recommends the hardware maintenance be awarded to HP.
There are several advantages to having a single vendor responsible for both the hardware and
software support. With a one-vendor solution, the City gets added support when evaluating,
acquiring, and installing new equipment. In addition, when there are problems, it is often
unclear whether the source of the problem lies in the hardware or sottware. Having a single
vendor responsible for this maintenance eliminates confusion when a problem occurs.
A hardware maintenance contract with HP provides the following advantages:
The ability to provide sottware, hardware, and network support with state-of-the-art
diagnostic software and hardware equipment.

Field upgrades provided by HP can be installed only by Hewlett-Packard field
engineers. This service would have to be purchased separately without a maintenance
contract.
To avoid excessive downtime to City systems, the HP Hardware and Software Group
has staff in its Response Center who can connect to the City’s system within minutes
to diagnose problems.

4.Staff is in the midst of upgrading City systems with the assistance of liP personnel.
The computing resources required by the City are increasing dramatically. The development
and implementation of imaging applications for Fire and Utilities, the customer information
system for Utilities, a timekeeping system, permit tracking and other application
development efforts have placed added responsibilities on the technical staff. Currently, staff
is assisted by HP resources in technology assessments, system configurations, proposals, site
preparation, and hardware and software implementations. HP management, marketing and
sales, field engineers, and customer service/support personnel work closely with City staff
to assess needs, facilitate required upgrades, keep the City apprised of future discounts, and
customize and propose cost-effective solutions to the City’s computing needs. The Palo Alto
and HP partnership has been used to supplement existing staff and provide support where
internal resources are minimal. Nonetheless, staff intends to investigate competitive
alternatives to the HP hardware maintenance contract for the 1998-99 fiscal year.
FISCAL IMPACT
Funding of $128,574 is requested for each of the next two years for computer software and
hardware maintenance and support. Funding for this maintenance has been included in the
proposed 1996-98 Administrative Services Department budget.
ENVIRONMENTAL ASSESSMENT
These services do not constitute a project for the purposes of the California Environmental
Quality Act.

Sign below to authorize an "OPEN ENDED" purchase order which
will allow us to add products to your agreement as necessary
and continue your support from year to year. This saves you
the time and expense associated with issuing a new P.O. each
time support is added, price changes occur, or end dates are
reached. You will be repdced annually and given 60-days
notice. Cancellation requires 30-days written notice.
Sign below and Hewlett-Packard will bill against your signa-
ture for a limited 12-month period (annual invoicing).
Issue a Purchase Order referencing the support agreement
number(s) listed on the enclosed package, desired invoicing
schedule and total charges.
Sales tax will be added when applicable with all options. Some state laws require that
sales tax be applied to both hardware and software support when purchased together. If
you are tax exempt, please send us a copy of your exemption certificate.

review this proposal’s services, support items, coverage dates, address and company
contacts and advise us of any changes. Prices will remain firm for 90 days. Terms
and Conditions have already been established, and a copy is enclosed for your reference.
To initiate support services, please provide billing authorization by choosing one of the
following convenient options. Please mark your selection, sign below (if applicable) and
return your reply to my attention:
Sign below to authorize an "OPEN ENDED" purchase order which
will allow us to add products to your agreement as necessary
and continue your support from year to year. This saves you
the time and expense associated with issuing a new P.O. each
time support is added, price changes occur, or end dates are
reached. You will be repriced annually and given 60-days
notice. Cancellation requires 30-days written notice.
Sign below and Hewlett-Packard will bill against your signa-
ture for a limited 12-month period (annual invoicing).
Issue a Purchase Order referencing the support agreement
number(s) listed on the enclosed package, desired invoicing
schedule and total charges.
Sales tax will be added when applicable with all options. Some state laws require that
sales tax be applied to both hardware and software support when purchased together. If
you are tax exempt, please send us a copy of your exemption certificate.
