FOR MATERIALS TESTING SERVICES This report requests that Council authorize the Mayor to execute Amendment No. 4 to the agreement with Quality Assurance Engineering Inc. (doing business as Consolidated Engineering Laboratories) for special inspection, materials testing and construction inspection. RECOMMENDATION Staff recommends that Council approve Amendment Number 4 to the agreement. The amendment will increase the amount available by $72,100 and modify the scope of the agreement. The term of the agreement will remain unchanged. The agreement is scheduled to expire on July 26, 1997. POLICY IMPLICATIONS This report does not contain any changes to existing policy. EXECUTIVE SUMMARY Council approved the initial agreement with Consolidated Engineering on July 26, 1993 (CAR 404:93), retaining their services for materials testing and inspection on various capital improvement projects. Consolidated Engineering was one of seven qualified firms who submitted proposals for this services agreement. All proposals were reviewed in accordance with the City’s procedures for consultant selection. Consolidated Engineering was selected because of their breadth of testing and inspection Services, and competitive pricing. The performance by this firm on a variety of capital improvement projects has met the City’s requirements. Staff has found this firm to be responsive and cooperative to work with and is confident in recommending them for continued use. Amendment No. 1 was approved on December 13, 1993 (CMR 609:93) and provided for increased funding and additional services on the California Avenue Parking Structure CMR:302:96 Page I of 2 Improvements CIP #19213. Amendment No. 2 was also approved on December 13, 1993 (CMR:610:93) and provided for increased funding and additional services on the Civic Center Buildout CIP #20213. Amendment No. 3 was approved on June 19, 1995 (CMR 303:95). The proposed Amendment No. 4 for $72,100 modifies the scope of the agreement to include new projects which will be funded within the 1996-97 CIP and operating budgets. Examples of projects are the Public Buildings and Structural Repair CIP, the Americans With Disabilities Act CIP and miscellaneous trench testing. A complete list of projects is provided in the Amendment. The testing and inspection services would be applied to various construction materials including steel, welding, concrete, asbestos, soils and asphalt. The services are required in order to ensure standard quality control and to comply with the provisions of the Municipal Code and the State of California Uniform Building Code The agreement is being ~xtended through the 1996-97 fiscal year to cover CIP projects funded during this time period. No further extensions to the agreement will be made. FISCAL IMPACT Funds have been appropriated in the specific capital improvement projects and operating budgets. Funding for the agreement is subject to Council approval of the fiscal year 1996-97 budget. ENVIRONMENTAL ASSESSMENT This agreement is not considered a project for purposes of the California Environmental Quality Act. Therefore, no environmental assessment is required.
