SUBJECT:Contract with Royston, Hanamoto, Alley & Abey for Fiscal Year
1996-97 Design Consulting Services
REQUEST
Council action is requested to approve the attached Amendment No. 2 to the agreement
between the City of Palo Alto and Royston, Hanamoto, Alley & Abey for consulting services
related to Capital Improvement Program (CIP) Design Consulting Services for fiscal year
1996-97.
RECOMMENDATIONS
Approve and authorize the Mayor to execute the attached Amendment No. 2 to the
consulting agreement with Royston, Hanamoto, Alley and Abey to provide design consulting
services for CIP projects in an amount not to exceed $40,000 for the fiscal year 1996-97.
POLICY IMPLICATIONS
The action continues a policy established by the Council in October 1994 to provide
consulting design expertise for the Capital Improvement Program.No new policy
implications are created by this amendment.
EXECUTIVE SUMMARY
In October 1994, the City Council approved the initial contract with Royston, Hanamoto,
Alley and Abey for design consulting services related to the CIP. During the past year and
a half, the City has benefitted from the expertise of the consulting firm in preparing CIP
projects and related public improvement projects. The CIP Design consultant reviewed and
provided comments to the CIP Committee on all of the proposed CIP projects. Her
comments enabled the committee and the project manager to revise and improve the projects,

whether the project was funded this year or will be considered in future years. In addition,
the CIP Design Consultant provided project assistance to the following projects:
Preparation of the Tree Ordinance
Installation of backflow preventers for both Public Works and Parks
Traffic Circle design
Allowable Special Sidewalk Pavings in Downtown, California Avenue and Midtown
business districts
Design modifications to the Alma Street substations
Pad Mount Transformer white paper for Electric Utilities
Follow up to manhole cover design
Development of revised entry and installation of art for the California Avenue
business district
Lucy Stern courtyard and pathway restoration
Modifications to the design of Bryant Street Court
Design input on the South E1 Camino Real entrance to the City.
In 1996-97, the consultant will continue to review CIP projects. The projects known at this
time include the design of the replacement wall for the Alma Street substation, specific
design concepts and review of traffic circles, review of park renovations, and continuing
work on the California Avenue streetscape revitalization. The consultant will also continue
to Work with Utilities, Public Works and Parks on locating and screening above-ground
equipment such as vaults, transformers, pumps and backflow preventers.
The services of Royston, Hanamoto, Alley and Abey were procured through a competitive
RFP and interview process. The initial contract was negotiated for one year and has been
extended one time since. This amendment will extend the contract for a third year. The
consultant is providing ongoing services on numerous projects that benefit from the
continuity of amending the existing contract with the current consultant. In addition, the lead
time to bring a new consultant on board and familiarize them with the various Departments
and services required would not be cost effective. Staff has informally sought quotes on
hourly rate for the services provided by Royston, Hanamoto, Alley and Abey and found that
the rates we currently pay are extremely competitive. The majority of work done under the
City contract is billed at $75 per hour. Comparable costs range from $75 to $100 per hour.
FISCAL IMPACT
Funding for the CIP design consultant is split between the general Fund Budget Stabilization
Reserve and Electric Rate Stabilization Reserve. For 1996-97, the source of funding will be
$20,000 from the General Fund and $20,000 from the Electric Fund. Electric funds have
been used because the majority of the Enterprise funded projects that are located above
ground are Electric Fund projects.

These services do not constitute a project for the purposes of the California Environmental
Quality Act (CEQA) Guidelines.

THIS AMENDMENT NO. 2 to Contract No. C5072778 is made
and entered into this day of , 1996, ~y andbetween the CITY OF PALO ALTO, a municfpal cOrporatlon of
California, hereinafter ~referred to as "CITY," and ROYSTON,
HANAMOTO, ALLEY & ABBEY (Taxpayer Identification Number
94-1649892), a California corporation, with offices at 225 Miller
Avenue, Mill Valley, CA 94942, hereinafter referred to as
"CONTRACTOR";
R E C I T A L S: -~’~
WHEREAS, Contract No. C5072778 was previously entered
into between CITY and CONTRACTOR for the provision of the design
consultant services for the City’s Capital Improvement Projects; and
WHEREAS, the parties may agree to amend said agreement
from time to time; and
WHEREAS, said agreement was previously amended on
June 19, 1995;
NOW, THEREFORE, in consideration of their mutual
covenants, the parties hereto agree as follows:
SECTION i. The following paragraphs of Contract No.
C5072778 are herebY further amended to read as follows:
a.Paragraph 6.1.
"Specified Term. The term of this Agreement is
hereby extended to June 30,1997,unless sooner
terminated as provided herein."
b.Paragraph 4.1.
,"Compensation. CITY agrees to compensate CONTRACTOR
for the full performance of its services under this
amended Agreement in a sum not to exceed One Hundred
Twenty Thousand Dollars ($120,000), an increase of
$40,000 owing to this Amendment."

SECTION 2. Except as herein modified, all other
provisions of and exhibits to said Agreement shall remain in full
force and effect°
