HomeMy WebLinkAbout1996-04-18 City Council (28)TO: City of Palo Alto City Manager’s Report HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: Public Works DATE: SUBJECT: April 18, 1996 CMR:237:96 Status Report on Revisions to City’s Flood Hazard Regulations 0~AMC Chapter 16.52) REQUEST This is an informational report on the status of staff’s proposed revisions to the City’s Flood Hazard Regulations (Palo Alto Municipal Code [PAMC] Chapter 16.52). No Council action is required. POLICY IMPLICATIONS This informational report does not contain any changes to existing City policies. EXECUTIVE SUMMARY As indicated in a March 14, 1996 report to Council, staff is proposing revisions to PAMC Chapter 16.52 in response to an issue raised by a recent development application (CMR: 183:96). The issue deals with the methodology used by staff to establish the market value of existing commercial buildings. Since the revisions could impact private development in the floodplain, staff is coordinating with representatives of the development community prior to submitting the revisions to the Policy and Services Committee. On April 8, 1996, staffmet with several developers, contractors, and property owners to present the proposed Code revisions related to market value and to solicit their input. Representatives from FEMA, the Palo Alto Chamber of Commerce, and the City’s Economic Resources Planning Program were also present at the meeting. The meeting attendees raised several concerns and questions regarding the proposed Code revisions, which will require further coordination with the City Attorney’s Office and FEMA representatives. In order to have sufficient time to perform this coordination, staff will not be able to submit the Code revisions to the Policy and Services Committee in April as originally intended. Instead, staff anticipates submitting a report to the Committee in May or June. The report will include a summary of the key comments received at the April 8 meeting, as well as staffs responses. The meeting attendees will receive a copy of the staff report prior to the Committee meeting. CMR:237:96 Page 1 of 2 FISCAL IMPACT This informational report has no fiscal impacts to the City.
