Update to Council Regarding the Proposed Sale of the Power Marketing
Administrations

This information report is to update the Council on the latest developments regarding the Clinton
Administration and Congressional proposals to transfer the federal Power Marketing Administrations
(PMAs). The Western Area Power Administration (WAPA) is the largest PMA and supplies the
majority of Palo Alto’s electricity needs.
POLICY IMPLICATIONS
Since this report is for information only, there are no policy implications associated with it.
EXECUTIVE SUMMARY
Following extensive lobbying by public power interests including the Northern California Power
Agency (NCPA), the American Public Power Association, and individual Western customers such
as the City of Palo Alto, the federal 1996 budget bill (still awaiting f’mal agreement) no longer
includes proposals to sell the PMAs. It is likely that the PMA transfer issue will remain out of the
final 1996 budget, although it may resurface in a future budget.
Staff will continue to monitor and influence the political process and to prepare for the possible
reemergence of this issue. Should significant developments occur regarding this issue, staff will
report to Council.
