SUBJECT:AWARDS FOR EXCELLENCE IN BUDGETING
This is an informational report and no Council action is required.
The City was informed recently that it has, for the second year in a row, received
commendation in all four categories of budgeting by the California Society of Municipal
Finance Officers (CSMFO). CSMFO recognized the City of Palo Alto’s budgeting
presentation in the following categories:
Merit in Operating Budgets
Merit in Capital Budgets
Excellence in Public Communications
Excellence in Innovation
While the first two awards are for the City’s 1995-96 operating and capital budget
documents, recognition in the last two categories was specifically related to the City’s
Mission Driven Budget. CSMFO looks for innovations which enhance the value of the
budget as a communications tool with the citizens, elected officials and other financial
institutions. It also believes it is essential for innovations to be cost effective, and to be
potentially replicable by other cities. Rating criteria include originality, overall
appearance, clarity, graphic art, technology, effectiveness, practicality and value in terms
of improving management and the budgeting process as well as communicating to the
public.
According to CSMFO officials, it is very unusual for a city to win the excellence award
in all four categories in a single year, much less to have this distinction two years in a row.
