SUBJECT:1995 -- A Year of Awards and Excellence for the Regional
Water Quality Control Plant
REQUEST
This report informs Council of the awards received by the Regional Water Quality Control
Plant (RWQCP) in 1995. The awards reflect not just on the winning entries themselves,
but of most importance, the achievements and visions of the RWQCP that are the essence
of the entries. This report is for information only, no action from Council is required.
RECOMMENDATION
This report is informational only and requires no Council action.

The information in the report has no policy implication.
EXECUTIVE SUMMARY
The RWQCP received three awards in 1995: the Award of Merit, City Hall
Communications and the Plant of the Year Award, Santa Clara Valley Section. These
awards have also provided opportunities to:

Examine the plant’s accomplishments and provide positive feedback to
employees which helps to instill pride in their work;
Promote public awareness and gain public participation and support; and
Provide information that helps shape the RWQCP’s future

Communication plays an important role in the RWQCP’s success in meeting future
challenges. The RWQCP is proud to receive the following three awards.
The Award of Merit, City Hall Communications
The. "25 years of progress" is the first booklet written and designed by plant staff. The
booklet recaps the plant’s accomplishments in the last twenty-five years and its future

plans.. From conception to production, the booklets were completed in less than three
months with efforts to minimize the impacts on staff’s normal responsibilities. The booklet
was entered in the "annual report for communities with population over 50,000" category
of the City Hall Communications contest for all cities in the United States and Canada.
It won the award of merit (the second place).
The Grand Award, City Hall Commnnications
The Palo Alto "H20 TV" is a plant tour video funded by the plant partners and produced
by a professional video company with the help of plant staff. The video delivers the
important message of protection and enhancement of the water quality in the south San
Francisco Bay and its tributaries. The video is being used by other municipalities as a
sample base video to be tailored for their own plants. The video was entered in the
"general audience programs" category of the City Hall Communications contest for all
cites in the United States and Canada. It won the Grand Award.
The Plant of the Year Award, Santa Clara Valley Section
At the end of 1995, plant staff performed a self-examination. The plant’s performance,
operations, and maintenance efforts were evaluated and documented. The documentation
was submitted to the Santa Clara Valley section of the California Water Environment
Association. The plant’s performance was judged against the other wastewater treatment
plants within the Santa Clara Valley Section. The RWQCP won the Plant of the.Year
Award for its excellence in performance. The Plant has received tNs award four previous
times from 1986 through 1995.
