EXECUTIVE SUMMARY
The California Integrated Waste Management Act of 1989 (AB939) and subsequent
legislation requires cities and counties to prepare, adopt, and implement Source Reduction
and Recycling Elements (SRRE), Household Hazardous Waste Elements (HHWE), and
Nondisposal Facility Elements (NDFE). It also requires counties to prepare, and cities and
counties to adopt and implement, a CoDVMP. All of these documents comprise the
CoIWMP package which must be submitted to the California Integrated Waste
Management Board by February 29, 1996.
The Summary Plan describes local integrated waste management programs and practices
contained in local SRRE, HHWE, and NDFE, and identifies programs that will be
implemented on a countywide basis. The Siting Element identifies existing and proposed
solid waste disposal facilities, existing count wide disposal capacity~ and establishes goals
and criteria for siting new or expanding existing facilities.
