SUBJECT:AWARD FOR DISTINGUISHED BUDGET PRESENTATION
REQUEST:
This is an information report, and no Council action is required.
EXECUTIVE SUMMARY:
On January 17, 1996, the City of Palo Alto was notified that its 1995-96 Mission Driven
Budget had received the Distinguished Budget Presentation Award from the Government
Finance Officers Association (GFOA). This is the first time that the City’s Budget has been
recognized by this national organization, although the Budget has received recognition from
the California Society of Municipal Finance Officers for several years.
GFOA’s announcement emphasizes that, "The award represents a significant achievement
by the entity. It reflects the commitment of the governing body and staff to meeting the
highest principles of governmental budgeting... Since the inception of the GFOA’s
Distinguished Budget Presentation Awards Program in 1984, approximately 700 entities
have received the award. Award recipients have pioneered efforts to improve the quality of
budgeting and provide an excellent example for other governments throughout North
America."
In order to receive the budget award, the City had to satisfy nationally-recognized guidelines
for effective budget presentation, including how well the budget serves as:

Budget documents must be rated proficient in all four categories to receive the award.
