HomeMy WebLinkAbout1997-12-08 City Council (14)City of Palo Alto City Manager’s Report 3 TO:HONORABLE CITY COUNCIL FROM:CITY MANAGER DEPARTMENT: PLANNING DATE:December 8, 1997 CMR:483:97 SUBJECT:RESOLUTION TO INSTALL STOP SIGNS ON HALE STREET AT HAMILTON AVENUE RECOMMENDATION It is recommended that Council adopt the attached resolution (Attachment 1) approving installation of stop signs on Hale Street at Hamilton Avenue. BACKGROUND On October 14, 1997 the Policy and Services (P & S) Committee reviewed the 1997 Stop Sign System Update staffreport (CMR: 416:97), and recommended that Council adopt the following staff recommendations: 1.Install stop signs on Hale Street at Hamilton Avenue, and 2.Do not install stop signs at the following four locations: a. Homer Avenue at Cowper Street; b. Parkinson Avenue at Harriet Street; c. Chauning Avenue at Webster Street; and d., Webster Street at North California Avenue. At its meeting of November 17, 1997, the Council approved the P&S Committee’s recommendation, with the exception of not installing stop signs on Webster Street at California Avenue (Item 2d above), and referred this item to the P&S Committee for its meeting of December 9, 1997, for further discussion. DISCUSSION Installation of stop signs requires adoption of a resolution by the Council. A resolution consistent with Council direction to install stop signs on Hale Street at Hamilton CMR:483:97 Page 1 of 2 Avenue is attached for adoption by the Council. If the Policy and Services Committee recommends stop signs on Webster Street at North California Avenue, staff will return to Council with a separate resolution consistent with P&S Committee’s recommendation. RESOURCE IMPACT Installation of the stop signs will be accomplished within the existing resources of the Public Works Department. POLICY IMPLICATIONS The recommendation in this report is consistent with the Council’s November 17, 1997 approval. TIME LINE The work will be completed by December 15, 1997. RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING THE CITYWIDE STOP INTERSECTION SYSTEM MAP WHEREAS, a Stop Intersection System Map was adopted by the City Council of the City of Palo Alto pursuant to Resolution No. 4291; and WHEREAS, traffic situations necessitate the amendment of the Stop Intersection System Map from time to time. NOW, THEREFORE, the Council of the City of Palo Alto does hereby RESOLVE as follows: SECTION i. The modifications to the existing stop sign system, as set forth in Exhibit i, attached hereto and incorporated herein by reference, are hereby adopted as an amendment to the City~ of Palo Alto "Stop Intersection System Map." SECTION 2. The Council finds that this project is categorically exempt from the requirements of the California Environmental Quality Act~ and does not require an environmental assessment.
