City of Palo Alto City Manager’s Report TO: FROM: HONORABLE CITY COUNCIL t CITY MANAGER DEPARTMENT: PLANNING AND COMMUNITY ENVIRONMENT ’ AGENDA DATE: NOVEMBER 18, 1997 CMR:477:97 SUBJECT:COMPREHENSIVE PLAN UPDATE -- ISSUES RELATED TO COMMUNITY FACILITIES AND SERVICES, BUSINESS AND ECONOMICS, AND GOVERNANCE RECOMMENDATION This staffreport transmits comments and several recommended changes to the Community Facilities and Services, Business and Economics, and Governance Elements of. the Comprehensive Plan. The issues raised in this staffreport have been identified by staff after completion of the Planning Commission review of the Draft Plan. POLICY IMPLICATIONS The Comprehensive Plan will reconfirm existing policies and establish new policies. The items addressed in this report that are related to street and sidewalk repair priorities, neighborhood parks, and location of a hotel at Page Mill Road and E1 Camino Real are part of the policy-setting process. Other items are points of clarification. DISCUSSION Community Facilities and Services Page C-8 (white), Program C-l" This program contains the Family Resource Center concept that is currently under consideration. Recommended accurate wording of the program is: CMR:477:97 Page 1 of 5 Page C-8 (white), Progr, am C-5: The program should identify that implementation will involve working with the School District. It is recommended that the program be modified to" Page C-10 (green), Program C-10: The training identified in the program has been initiated by the City. It is recommended that the program be modified and a side bar added with a cross reference to Governance program G-17. The following program wording incorporates the Planning Commission-recommended changes: ~.ii~"~maagement skills and techniques. Page C-14 (white), Program C-17 and C-19: Programs C-17 and C-19 address the same issue and merger of the programs would clarify the intent. It is recommended that the following new C-17 program replace both C-17 and C-19: Page C-14 (green), Program C-18A: Priorities for street repair focus on condition of the streets and not primarily on usage. However, staff has been evaluating adding a usage CMR:477:97 Page 2 of 5 "criteria for establishing sidewalk repair priorities. It is recommended that a replacement program be addec to the Plan. Page C-15 (white), Program C-23: ~’fie City, given budget constraints and the need to devote resources to maintenance and upgrade of existing parks and other infrastructure, has - not been, and is unlikely to start, actively searching for new parks, plazas or other public gathering places. At times, oppommities may present themselves through development proposals or other means to accomplish the intent of the program. It is recommended that Program C-23 be reworded to: plaza, or other public gathering places Business and Economics Page B-7 (white), Program B-4: The fiber optic ring will need periodic enhancemei~tS. It is recommended that the program be modified to: Develop ~:~::i;i~i~:!:i~::~]~~ n fiber optic ring around the City as recommended in the 1996 Tel.e.c.0..~u.m...cations Strategy S~tudy ~ Page B-14 (white), Program B-18: Staff continues to recommend that the vacant site at the corner of Page Mill Road and E1 Camino Real be designated on the Land Use Map for a hotel. The Planning Commission, because of conflicts of interest, had four Commissioners able to participate on this issue. They voted 3-1 to support a land use designation of Multiple Family Residential/Commercial Hotel. The Land Use Map will be before the Council for a public hearing in December. Staff recommends that Program B-18 be modified after the December public hearing. ALTERNATIVES The Council, for any of the items in this report, can retain the Planning Commissiom ’ recommended wording or develop other modifications. FISCAL IMPACTS The items and potential program changes addressed in this report do not contain significant figcal impacts, except for the potential development of a hotel at Page Mill Road and E1 Camino Real. ENVIRONMENTAL ASSESSMENT The items and potential program changes addressed in this report are consistent with the project and alternatives evaluated in the Environmental Impact Report on the Draft Comprehensive Plan.
